More gun violence in Chicago-what can be done by Politicians to stop this?

I know a mother, who's young son is doing really good in school, now. With the help of a few, we've gotten him on a level of his peers. I still have, on some morning, to go get her to get involved with her sons activities at school. (she lives a block from the school, walking distance)
Why? Why doesn't she care enough to make his schooling a priority? I say, do you want him to be like his uncles, his dad, heck you? None graduated high school, uncle/dad is in jail, so why she doesn't want to break the cycle, I don't understand.
I'm venting, I had to get her lazy ass this morning.....

She gets in from the club to late, so it hard to get up on early mornings. Always got money for cig's and other 'stuff', but never has money for his school trips, costumes for the plays, etc...
But, she is a jesus lover, told me to stop 'judging her' ass this morning.

She shouldn't put herself in a position to be judged in the first place. I was trying to let her know, she's entitled to a life, just not at the expense of your kids well being....
Put some shit on the shelf, until they're older, then party.
Heck, I'm still waiting on my time to get drunk, smoke some of the best weed, don't come home, etc...

I personnally would 'adjust' those receiving such programs, in fact, I would DNA test those 'purported' to be the father, and immediately put that individual on child support. It does more harm than good as it takes away people's abilities to reason.. If there's a sort of Reward then people of that mindset will keep doing what they do..

But Welfare, Section 8 and Child support keeps people that cant financially take care of their kids breeding, as opposed to making sure they orient their lives to making sure they couple with someone to be in a better position to have families instead of breeding...
-There's a great correlation between poverty and crime for obvious reasons -Single mothers are the poorest of society with the exception of their kids -A great majority of criminals, Juvenile delinquents that are locked up, come from single mothers.. etc.
The trick is to stop that portion of people from breeding... and make them form families instead... Rewarding irresponsible acts will ensure that the problem continues...
i.e. it's in line with the motto of people taking care of themselves that we are talking about instead of waiting for govt handouts..

The short answer is nothing To this I say, UNACCEPTABLE!
A strong black community starts in our homes, with our own kids and with our family members. We, as responsible black adults must accentuate the positive behavior in our community, reward those who demonstrates and promote excellence.
How do we do this, celebrate good grades in school. Publicize our students that receive awards for excellent in school, they're just as desiring as athletes.
Become a mentors to at risk kids, we all can encourage them to do better.
Nothing, is just another way of say “I QUIT,”

And I just keep wondering what the problem is in Chicago. There are no gun stores in Chicago, they've got the strictest gun laws anywhere.
I wonder if its the poverty level.
