Even though it's not unconstitutional, it'll never happen. As the presenter of the article stated, the government decides what is constitutional. Who knows, with the likes of "MAL" the foreign Negro, and others, it just might happen.

During the Civil War, most of the Southern State seceded from the United States. After the South got their asses beat and I mean beat good, one by one they all came crawling back with their tales between their asses begging to get back in.
