First of all, we must determine exactly what is meant by the term "Black Culture". There are several cultures and sub-cultures that exist within the Black race. There are even class differences that also exists within the so-called "Black Culture". Which one are you addressing, mainstream "Black Culture", or Black sub-culture?

All Blacks do NOT dress in the inappropriate fashion, just some that have low esteem, and resort to making a statement by being nearly nude. One would think they're doing this in order to gain attention. There are Blacks that do many things in order to gain attention, which bolsters their moral by having other people to pay attention to them, when normally most people wouldn't.

The blacks in the media how do they act and dress, how do the rappers and the black women on television act and dress

BET is on 24 hours a day, what black person is on television more than rappers. The
rappers are the image of black people that's beamed all around the world. You don't see a lot of positive black people on television

Beyonce is negative, Rihanna is negative, etc
