How many Black men are incarcerated at any given time?; Please help verify

I believe there are close to 800,000 to 1 mil Black males in the criminal justice system at any given time. Some reports indicate that Black male incarceration rates are declining steadily because of an unexpected success by drug offence courts.

The drug offender courts are working for Black males but not as much for white males. I believe there was a 24% decline in incarceration for Black drug offenders. However, there was a 26% increase in White males going to prison for drug related offences. The reason was simple; most of the courts are located in and by inner cities thus giving the Black drug offender easier access.

A FOX news analyst researched just how many Black males were in jail at any given time. His motivation was to show that Jesse Jackson was factually incorrect when he said “There are more Black males in jail than in college at any given time”. The FOX news analyst results indicated that there were 1 mil Black males in some type of college at any given time and only 800,000 incarcerated at any given time.

The delta between what is repeated by Jesse and many others verses this FOX news analyst is shocking. After all we are talking about human beings, not cars. Presidential elections have been won and loss by a few thousand votes. Also, the psychological impact of using the million number verses the 800,000 is enormous. Talk about keeping hope alive!

We have reason to be happy, if the trend lines are going in the right direction. Who knows in 10 years Black male incarceration may not be an issue. The issue may be JOBS.

Please assist me in verifying these numbers.

Look at it this way there are 40 million Black people in America,
which means that 39 million Black people are not in prison.

Only about 2% of Black people are in prision, which means that
98% of Black people are not in prison. Most Black people are out here
trying to do the right thing.
