Good Evening to all our fellow sovereign nations of EZU, the Members of Parliament (MPs) As you would know, This is currently our first session in the EZU Parliament. Below you may submit full-sized texts and/or articles by each sections accordingly patterned in an organized subjects to be debated & revised thoroughly each of them. Hello to all! Firstly, I want to introduce numbers of actualisation to our current presently working "unwritten" constitution by formally renouncing it in an Official Article. Hence we currently have a system of government which also suits in the NationStates system of handling administration to subsequent regions like for example, a regional founder is the main 'likewise' administrator & therefore expressibly a de facto Head of State, the Royal 'King' of its region. However there's also a regional WA Delegate which also had been enabled to administer the region. Nevertheless, in a constitutional form of monarchy it is happening in NationStates that the Sovereign may also disable the WA Delegate regional administration but for the Sovereign consideration the Delegate is corrupt. It also happens that we may actually elect thus endorsing them to be a Delegate representing our region to the WA as well as Regional Leader in turn for a democratic process. Oh, well I think it's enough for a long epic message then ![]() Thereby I'll be proposing this article for the formalisation of our General Charter; The Constitutional Law of the EuroZone Union, The General Charter Preamble The EuroZone Union is a supranational region founded upon the principles of democracy and unity of all nations in NationStates. The EuroZone Union was founded by the Empire of Britanos. The EuroZone Union from this point onward shall be referred to as the “EZU.” Article 1 - EZU/Parliamentary Membership Verses (v-); i) The EZU is a hybrid intergovernmental & supranational union dedicated to the cause of “democratic-monarchism", "imperialism", "egalitarianism" & "monetary-unionism" ii) Any WA Members in the EZU may only automatically be a member of the EuroZone Parliament in the House of Commons. iii) All WA Members, except the cabinets., will be official Members of Parliament (MPs) in the House of Commons (Lower House), executive branch of EZU & will also serve in EuroZone Union Armed Forces under the Chief Commander State (see below) Article 2 - The Govermental Charter Verses (v-); i) The EZU has a Parliamentary Democracy & Constitutional Monarchy which institutes the Founder, The Empire of Britanos., as the Head of State (Sovereign) of EZU. ii) The EZU has a Premier State Leader appointed by the Sovereign if they become the WA Delegate of EZU (see The Royal Charter) which shall be the Head of the Government of EZU. They can act/excercise their administrative powers, equivalent to all cabinet ministers w/ an exception of exclusive powers of the Lord Chancellor & Chief Commander State. It is at the expense of their influence albeit without advising the Sovereign unless there have been disputes by a specific cabinet minister or outvoted by the combined forces of the House of Lords & losing its confidence in the House of Commons. The Premier State Leader has the power to approve/veto any bills passed by the House of Lords enacted by Members of Parliament (MPs) in the House of Commons. iii) The EZU whereas has a Parliamentary democratic system which states the executive powers of the Sovereign may only be exercise upon the advice of the Cabinet ministers in the House of Lords (Upper House) [see Cabinet executive powers] iii) If a Cabinet minister is to be away from their duties for more than a month at any given time, they are obliged to step down and be replaced. iv) The appointed cabinet ministers have the option of appointing one or more ministerial deputies (Assistant ministers) if they deem that necessary for carrying out the duties of the Cabinet concerned. They are entitled to give as many or as little of their powers to their deputy or deputies as they wish. Deputy Cabinet officials must be members of the World Assembly & provided the chosen appointee(s) have their consent to accept it. vi) Should it be in an event of a constitutional crisis, If wherein the Premier State Leader had moved to other region or have resigned, the Lord Chancellor will be automatically appointed as the alternative by the Sovereign or if the incumbent administration had become a dictatorial regime, the Leader of Opposition may advise the Sovereign to dissolve the current government. Then if so, a new General Election (WA Endorsement) will be called upon. vii ) The Members of Parliament (MPs) are in the House of Commons which thence are the lawmakers of EZU. They have the powers [each of them] to make proposals by thereafter becomes a resolution bill if passed by the House of Lords in a majority basis. The MPs can only vote if there is pressumably an act of Charter-Change filed by the Cabinet ministers. Such a Constitutional Ammendments may only be proposed by a Member of Parliament (MP) & shall be at the approval by majority in the House of Lords. viii) The Cabinet executive powers as follows: Section; (1) – Lord Chancellor a ) The Lord Chancellor shall be the Leader of Opposition deem to criticize the Premier State Leader and/or the cabinet ministers on any powers they may have exercised. Should they deemed illegal., if so, they may file a referendum against the Cabinet Ministers & Premier State Leader's requisitions in a form of a debate and/or Parliamentary polls & forum. b ) The Lord Chancellor acts as a de facto Deputy Premier State which will assume administrative powers of the incumbent Premier State leader if become unavailable or unresponsive for over 2 weeks or more. c ) The Lord Chancellor shall advise the Sovereign to reverse any illegal actions taken by the rest of Cabinet ministers and/or the Premier State Leader after a referendum against them have been supported by the majority in the "Houses of Parliament", Lords & Commons d) The Lord Chancellor has the power to appoint interim Cabinet ministers if a Cabinet minister is unable to do their duties for a short amount of time. However, it would require consent of chosen appointee(s). f ) The Lord Chancellor acts as a de facto Chief State for Justice that may advise the Sovereign to eject & ban violent member nations in the EZU. (Reversible & executable by the Premier State Leader). (2) – The Foreign Secretary a ) The Foreign Secretary shall take account onto banning & rejecting invaders from EZU. They will advise the Sovereign to do so. (Reversible & executable by the Premier State Leader w/o advising the Sovereign) b ) The Foreign Secretary has the power to make diplomatic declaration of war/peace against other Foreign regions upon the approval of EZU Armed Forces (all WA Members) by majority enacted by the Chief Commander State. c ) The Foreign Secretary has given the power to appoint cabinet ministers to our colonial regions (EZU's occupied regions). (Reversible & executable by the Premier State Leader) However with the consent of the Foreign Secretary & vice versa d ) The Foreign Secretary has the right to negotiate terms of deal in any matters on behalf of EZU by the 3rd party regions. (Reversible & executable by the Premier State Leader) However with the consent of the Foreign Secretary & vice versa (3) – EZU Exchequer State a ) The EZU Exchequer State has the power to approve referendums from other cabinet ministers regarding of ammending the official currency name of EZU or referendums of making into force compulsory be adopted to all nations of EZU. (Reversible & executable by the Premier State Leader) However with the consent of the EZU Exchequer State & vice versa b ) The EZU Exchequer State has the power to veto any matters regardless of EZU's monetary treasury. (Reversible & executable by the Premier State Leader) However with the consent of the EZU Exchequer State & vice versa (4) – The Secretary for Culture a ) The Secretary for Culture has the power to make, modify or change EZU's official flag provided they have advised the Sovereign to do so (Reversible & executable by the Premier State Leader w/o advising the Sovereign) However with the consent of the Culture Secretary. b ) The Secretary for Culture has the power to appoint their own Assistant Culture Secretary. It is at their own accord to transfer or share their executive powers to the subordinate official that they can just revise or modify their Assistant minister's creation. c ) The Secretary for Culture has the power to make, modify or change the styles of EZU Parliamentary Forum's designs, banners, icons & officially EZU legal letters alongside with their subordinate officials. (5) - The Chief Commander State a ) The Chief Commander State has the power to make plans to invade a particular weak regions. b ) The Chief Commander State has the power to file a referendum to declare war on EZU's enemy regions. Should it be passed by the majority of WA Members of EZU, the Foreign Secretary shall be required to formalise it by stating a declaration of war. c ) The Chief Commander State shall be endorsed to become a WA Delegate in EZU's occupied regions by the EZU's Armed Forces (WA Members) wherefore, they will act as a de facto Premier State Leader in those particular colonial regions. Article 3 - The Royal Charter Verses (v-); i) The Head of State which is the Sovereign has all the executive powers. However it may only be exercised upon the advice of any specific field of every Minister in the Cabinet at the House of Lords. ii) The Sovereign is, therefore has a ceremonial role in the Government of the EuroZone Union. & shall not act as a single entity. iii) The Head of State shall appoint every new Premier State Leader by the majority of WA Endorsements basis endorsed from every WA Members of EZU. iv) The Sovereign shall appoint every new Lord Chancellor followed by the 2nd largest WA Endorsements. v) The Sovereign shall appoint every new Foreign Secretary followed by the 3rd largest WA Endorsements. vi) The Sovereign shall appoint every new EZU Exchequer State followed by the 4th largest WA Endorsements. vii) The Sovereign shall appoint every new Secretary for Culture followed by the first nation to claim the 5th place by quantity of WA Endorsements. vii) The Sovereign shall appoint every new Chief Commander State followed by the 2nd nation to claim the 5th place by quantity of WA Endorsements. viii) The Head of State may, in rare cases appoint a seperate Deputy Premier State if whatsoever, temporarily an EZU nation have abruptly became a WA Delegate of EZU but have not even received as many as WA Endorsements of the majority endorsed nation. That immediate WA Delegate may be refused administrative powers by the Sovereign. ix ) The Head of State shall only act in accordance of hereby, The Royal Charter. The Sovereign has the power to advise/condemn every illegal acts comitted by any member nations provided the Sovereign have stated reasons from the mentioned of hereby, The General Charter. x ) The Sovereign shall act as a Constitutional advisor of the EuroZone Union accordingly in the General Charter, stating its policy, rules & laws through formalising by a statement to all members of EZU. |
