It's a scene in Balamb before you go to the Fire Cavern if you go to the Cafeteria. Zell runs in and tries to buy a hotdog, then walks out when they don't have any.
Seifer then facepalms and says "Let's go arrest him for speeding!"
The actual text box was there when I took the shot, I just used my FF8 backgrounds to replace it.
