They seem to be going for the "truly evil" idea (which is a bit of a let down) and Seifer was never truly evil. He wasn't even evil for the most part, he was just chasing he dream on an opposing road to the player. I don't think he would fit being a villain without Ultimecia being present in some way, because otherwise there would no need for him to chase the dream that made him a villain.
