Pupu: Find all five UFO's in various locations (they come up even with Enc-None on). Then go to Balamb Garden's old location to encounter a UFO you must defeat. Then Pupu comes out. Give him two Elixrs and he'll give you the PuPu card. This is the strongest lvl 6 in the entire game.
