This can be done as early as Disc 2 as soon as you're free to wander around the world with the mobile Garden. Just make your way to the Centra continent. Somewhere around there, there is a small path that you will have to unboard the Garden to get through. It's a small path surrounded my mountains at both sides. Go through this path and keep on going until you get to the desert. Here you can face Chimeras (which are quite tough to beat), Abyss Worm (gives 6 AP), and Catcuars (gives 20 AP each). Cactuars tend to run away almost immeadiately so act fast. Junction some magic to the HIT on the two characters other than Squall, who can never miss. Cactuars have uber-high evasion. You can get up to 6 - 46AP per battle here.
