Slow and steady...
It seems confusing to me but if it works in your head, then it's fine. Generally abilities will only have one effect per level with the additions from accessories and the like adding to the general strength of the ability.

The move seems way to focused. Given that we're more often than not in a horde of enemies it'd be pretty useless outside of a boss fight. Unless later ranks make where it targets multiple creatures.

almost all skills except aoes are useless outside of a boss fight to be honest

but i did kind of plan for it to be an actual like, blast, even if it was kind of a linear thing, so it could hit a small number of opponents within reason

After looking through pretty much everybody else's moves for reference, I might remove some of the other conditions and stick with "it can't be used cold turkey," to justify it being a little more powerful, and "for every combo it goes up X in damage" and maybe just a caveat in there for aoe--it's pretty much a linear blast, but if there are enemies lined up or just close together, it could take them out along with whatever the single intentional target is. But, also because of the reference from looking at other people's moves, that X amount increase might go significantly higher.

What's the absolute max a "buff" or "damage increase" can be at Rank 1? There are some characters that go as high as +10.

Sin makes a pretty good point; it's overly complex. If all you want it to be is a late battle finisher, you can just change the condition to that: "Deals increased damage the longer the fight has gone on" or "the more normal attacks Lee has done". Gives him a pretty unique niche too I guess; while people like, say, Sera are going to burn out and get knocked out early (and so only has a small, early time to shine), Lee is resilient and lasts in the battle a long time - and gets stronger as the battle goes on because of it.

Or make a skill that does bonus damage or has bonus properties based on how much stamina he has missing. Maybe something that can consume any amount of stamina you want to be more destructive. I'm okay with that.
