Is there a problem with my i7-7700K?

Hello,

I built a new computer recently, and it has been having so many problems that it's a nightmare compared to my old pc build. The problem I want to address right now is my "top of the line" Intel i7 7700K, which has been giving me a world of problems. So on my old pc, which had an older i5, I was able to browse the internet, play games, and do anything I wanted just fine. But with this new 7700K, whenever I browse the internet or play the very same games or try to do anything, my cpu jumps up to 100% use for a couple seconds and the mouse starts lagging and the audio starts clipping, and it's extremely annoying considering that this pc is brand new with much better equipment, and the only thing I reused was the power supply and the old harddrive as a secondary drive. I tried overclocking it very slightly (up to 4.5ghz) and it hasn't seemed to help any. I haven't "delidded" it or did any modifications. Also I checked while running games and it never got over 60 degrees Celsius and it always said "no thermal throttling". If anyone can help me, it would be a huge help!

Please help.
