Serbia: Row Between Gov't, Muslim Council Deepens Serbian officials have further postponed the establishment of the country's National Council for the Muslim minority in Sandzak, while the provisional council says it will not accept further talks. Bela Ajzenberger, deputy minister in the Ministry for Human and Minority Rights, told Balkan Insight on Monday that the government postponed the deadline because crisis talks between quarrelling Bosniak factions were not held over the weekend. The talks, in turn, were not held because the legislative committee of the Serbian parliament did not rule on the disputed council formation as expected on Friday. The Serbian government and the provisional Bosniak council, led by radical mufti Muamer Zukorlic, have been locked in a row since the elections for the new body in June. Officials in Belgrade say that Zukorlic's Bosniak Cultural Community, BKZ, did not garner sufficient votes to form the Council, while Zukorlic claims he has the necessary number of seats. The national councils, which were set up this year with a view to giving ethnic minorities more control over their own affairs, are endowed with a number of competences in the fields of education, culture and the media. Ajzenberger told Balkan Insight that if the crisis talks fail, new elections for the council will have to be called. He explained, however, that it is not clear what will happen in the coming days nor when the parliament committee will rule on the issue. Meanwhile, Samir Tandir from the Bosniak Cultural Community claims that the council will continue to work in its existing format and called on members of the two other Bosniak lists to take their seats in the body. "We have constituted committees [in the council] and we want to share the leadership with members of the other two lists," Tandir told Balkan Insight. In the elections for the council, the BKZ won 17 of the 35 seats. The Bosniak Ticket, led by Sulejman Ugljanin, won 13 seats, while the Bosniak Rennaissance, led by Rasim Ljajic, won five. Following the first session of the council on July 7 in Novi Pazar, Zukorlic announced that the council had been properly formed after two members of the Bosniak Rennaissance joined his party and gave his group half of the seats in the body. In a controversial move, however, one night before, on July 6, the government made a last-minute change, saying that a two-thirds majority was necessary for the council to be formed. Because this was not the case in Novi Pazar, the Rights Ministry has not recognised the Bosniak Council, which has operated since then in defiance of Belgrade. To resolve the spat with the Ministry, Zukorlic requested that the legislative committee of the Serbian parliament rule on the issue. The committee, which was set to reveal its decision on Friday, failed to do so. Zukorlic on Monday threatened to internationalise the issue, after the Council decided on its session on Sunday to seek support from the Bosniak member of Bosnia's tripartite presidency, Bakir Izetbegovic, and Bosnia's grand mufti, Reis-ul-Ulema Mustafa Ceric. link http://www.balkaninsight.com/en/article/provisional-bosniak-council-keeps-working-on-its-own |
