Brief History of the Creation of the Confederacy:

The 2008 financial crisis led to massive world upheaval, and Ireland was no different. In an effort to help its economy, Ireland withdrew from the EU and returned to domestic monetary and economic controls. This was positive, and staved off the worst of it, but the Irish economy is not expected to recover fully until mid to late 2011.

In 2008, a poll indicated that a majority (50.2%) of people in Northern Ireland favored unification with the Republic of Ireland. Under British commitment to the United Ireland Act, the process began by which Ulster would unite with the Republic. This process was completed in January of 2011.

In preparing for the joining of Northern Ireland, constitutional and structural changes were made to the Republic. Under Article 15.9 of the Irish constitution, Ireland allowed for four devolved communities to exist, the current four constituent provinces of the Confederacy of Ireland - Northern Ireland became a part of the Ulster province, alongside former Republican counties. The other three provinces were also historical - Leinster, Munster, and Connacht.

These provinces were given radically expanded powers, and became the basic unit of administration in the Confederacy. With these reforms, support for unification in the North grew. The central government remained responsible for the foreign policy and monetary policy of the Confederacy, and retained some powers of taxation with which to finance these aspects, but the provinces became the basic unit of governance. Welfare, education, policing, and other economic policy (such as subsidies, taxation etc) became provincial concerns, and provinces replaced the central government as the most important governing institution in the Confederacy.

The new flag was adopted in February, 2011, to indicate the new nature of the Irish state.
