My fellow people, we have been so much these past years. From the rise of demonic forces, the chaos, the near destruction of mankind and the bravery to those who fought the forces of hell and proved that we are not weak and that humanity will endure as long as there is the will to be free. It is true that the threat we faced is under control. However, there is another more dangerous threat emerging that hides amongst us. This threat is in the form of a human/demon hybrid. These hybrids have many of the powers and abilities of the demons, but they have the appearance of average people. Infact they look no different then someone you pass on the street on any given day. Therefore, for the security and the welfare of the nation and mankind I am putting into act a law which will allow for the monitoring, study, and detainment of those with demonic powers who are identified as a threat to the nation. The best thing we can do is learn about the new enemy and watch out for the individuals that are a threat and prevent them and others from forming any organized groups with an agenda to destroy our nation.
