Help! I can't stop writing legislation!

In spite of this Bill's short title, the Bill also makes a number of changes to the Electoral Procedures Act 2014, most notably in that it removes the need for an election if there is only one candidate. Note that this will not affect the result of any elections, as abstentions do not affect the outcome.

If I'm not mistaken, Chapter 3 clauses 2 and 3 still make reference to the old numbering, instead of the new, better one, which starts with Day 1.

If I'm not mistaken, Chapter 3 clauses 2 and 3 still make reference to the old numbering, instead of the new, better one, which starts with Day 1.
The Bill is intended to be applied as a whole, but is split into sections based on specific changes. After the application of the Bill, all references to the old numbering system will be amended.

It's a little confusing, because Clauses 3.2 and 3.3 of the Act are amended twice by the Bill, but the text of each amendment is based on the original text of the Act.

For example, Clause 2.2 of the Bill removes references to the old numbering system, while Clause 3.2 makes the Returning Officer changes. After the application of both, references to the old numbering system will be removed.
