Looks like I'm on a legislative "Role"! (haha funny pun get it?)

The Bills make a number of important adjustments to the Charter to bring it in line with current practices (and also continues my craze of moving things out of the Charter).
  • Provisions relating to the Featured Five are moved to separate legislation, and authority over these is given to the MDA.
  • The Court/MoJ is explicitly given the power to interpret and rule on legislation.
  • Provisions relating to Charter violations are moved to separate legislation, and authority over these is consolidated in the MoJ.
  • The grace period for new nations with regard to Terms of Residency has been removed.
  • It is no longer necessary for the PoC to open scrutiny on new Bills.

Nice changes!

Could you please include in the "Legislative Scrutiny" section a few words to make it mandatory to announce the submission of any bill on the RMB? It would be difficult for people to notice new bills unless they are announced on the RMB too. We should be careful of situations where bills can be submitted, voted upon by one person, and passed. The President overseen scrutiny existed for a reason, and we must make sure bills could pass only after people know about them.

In the "Violating the Terms of Residency" section, I would prefer clause 2 completely removed. I see no good reason why a new nation should get additional time compared to existing nations, especially since creating a new nation with desirable stats is easier than changing an existing nation. Also, in my experience, this clause made the auditing process more difficult than necessary, because we had to consider two separate cases.

In the "Violating the Terms of Residency" section, I would like to have a way to extend the probation period, if the MoJ considers that progress has been made, and/or good faith towards progress has been shown. This extension of the probation period should be entirely at the discretion of the MoJ. I would NOT want a similar clause for "Violating the Requirements for Membership in Congress", because MoCs should set an example to everyone, and should be swift in correcting their stats.

done, and
was already in the Charter, but I've now moved it to the Charter Violations Bill.

I've also given the MoJ the ability to eject non-compliant Residents from the DSA if they have the Administrative Privileges to do so, to bring the Bills in line with the Regional Officers Bills.
