This is probably a purely technical point (since as far as I'm aware we've never had them), but would it make sense for the Secretary-General to have Regional Officer control over polls as well?

This is probably a purely technical point (since as far as I'm aware we've never had them), but would it make sense for the Secretary-General to have Regional Officer control over polls as well?
I've kept things to a minimum for now, to prevent conflicts, but giving the Secretary-General and probably the MDA authority over Polls is a potential addition.

I definitely remember this happening. I chose the option for bonobos like a true, underappreciated genius. :P

On the main topic, wouldn’t it make sense to give the MoRP some minor authority to keep the map up to date?

Excellent start, but we need more.
- We need to remove from the Charter any references regarding that the President has to do things (e.g., ejections) when the Minister recommends it (since now the ministers can do that by themselves).
- We need to also include the rights for the President (e.g., Executive, but not necessarily only this) in the Bill.

Keep mind that ROs will face double influence cost to do things such as ejecting nations. Even suppressing posts will have an influence cost for officers in charge of Border Control (though there are proposals to move said power to Communications at the moment). We should be prepared for the contingency that the President will need to carry out some of these influence-draining functions if the ROs are unable to.

What would the second look like?
Since "The Delegacy can be given a specific set of powers, rather than (as is the case today) being either powerless or fully executive. For example, a region could set their Delegacy to grant authority over Border Control but not Appearance.", it seems that we have to define in the Bill exactly what rights the President would have. I would have suggested a lot less power compared to today, since the Ministers/ROs would be able to handle their duties by themselves, but St. James has a point. It may be needed sometimes that the President performs those duties, so probably the President/WAD should get all types of authority (Executive, World Assembly, Appearance, Border Control, Embassies, Communications, and Polls), but in this case we should reinstate the recently deleted clause 2.2.4.7, perhaps adding an introductory phrase saying that the President shall, by default, refrain from using his powers. As for the form of the change, I would just include a chapter in Part II of the Bill for the President, after General Provisions and before SecGen.

Before we get too excited about extended Administrative Privileges, I'd just like to point out that the Great Split arose as a result of conflicts over the use of Administrative Privileges (at that time, between the Founder and the P/WAD).

I think it is important to clearly delineate the boundaries different roles to keep overlap to a minimum, and that is why I have worded the amendment/legislation to require the scope of each Regional Officer's Administrative Privileges to be explicitly defined.

There should also be a clear method of resolving conflicts (referring a case to the MoJ/Court should be sufficient for this.)

@Borq: I will incorporate those changes the next time I get an opportunity to do so.
