So here we go again.

This time around, after criticism about the quiet cabinet, I'm going to try being a little whiny. As soon as I settle into the summer a bit I hope to begin working on a few amendments that I think will help with regional operation.

Increasing term lengths to 90 days, instead of 75. Considering our election activity and competition levels (though this one was an improvement mainly due to some overparticipation by one individual), I think a slightly longer term will improve the stability of the cabinet and improve our voter participation a little while making cabinet positions that much more desirable.

File the required paperwork so we can have a presidential puppet to speed up any future changes of power. Dealing with almost a month of endorsement trading is undesirable.

Finally, additional forum management rights for MoDA. SG will remain in charge of managing groups and their authorizations. It was my position during the last cabinet that our current forum set up is needlessly complex with nested subforums out the wazzoo, leaving many with very few posts and making the entire thing difficult to navigate and monitor. I think that changing this falls more readily into the purview of MoDA and this is one of the topics I will be especially TG spammy about.

Otherwise, new business? Old business? Bring it on.

I always assumed it was somewhere- and just not listed on the main forums because of the author CTE'd

Checking just the forum post (the private or public one) I'm unclear on if the treaty has any impact now.

Looks like Defwa's got it under control, but I'll just clarify here regarding the Charter: When linking to the Charter, please link to this forum thread. That post will be updated whenever a new version of the Charter is released. This way, we can keep track of historical versions of the Charter. Once we're into the swing of the new system, I'll clean up that thread to remove references to the archived version.

@Borq:
Spoiler: click to toggle

Hopefully I'll get around to being able to release the auditor program soon.

@Borq Commanticar is:

A. My puppet
B. In the process of being fixed to meet requirements since my brother took over yesterday. I would appreciate it if you could start the grace period anew from my brothers takover.

Thank You!

OK. I sent Commanticar a telegram, with the grace period starting today. Anyway, we are not strict with the 7 day period, if we see progress (see Marxist Prussia, where we already granted 2 delays).

Thanks!

This is the status today:
marxist_prussia (*, Some) BETTER after 14 days probation; EXTENDED PROBATION
the_ufoc_mission_to_the_dsa (*, Rare) BETTER after 7 days probation; EXTENDED PROBATION
unthian (*, Below Average) BETTER after 7 days probation; EXTENDED PROBATION
wilkinstan (*, *) OK after 7 days probation
---------
corujea (*, Below Average)
elvezia (*, Below Average)
scientists_allied (Below Average, *)
commanticar (Some, *)
garthunland (*, Some)
obverkistan (*, Below Average)
nova_fulminata (*, Some)
maple_syrup_state (Below Average, *)
calque (Below Average, Below Average)
dsa_trading (Some, *)

Corujea was also warned (and put on a 7-day probation) about their Congress membership (I let this slide until now, but now the levels are really low for a Member of Congress). This is in line with my interpretation of the Charter, although I can see how others may interpret it differently:
"If Members of Congress violate the requirements for Membership in Congress, the Secretary General shall impose a probation period of seven (7) days, beginning the day that the Minister of Justice gives notice of probation, in which the non-compliant Member of Congress may become compliant The Charter of the DSA once again in order to be spared further disciplinary action."
As you can see, the SecGen should impose the probation period for MoCs, after the MoJ gives notice of probation. I gave Corujea notice of probation, but now I'm not sure what the SecGen should do... I'm not sure how the SecGen would impose the 7-day period after the MoJ gave notice. Maybe we should re-think this paragraph and make it clearer?

So, again, we don't need to eject anyone. Yeey!

It's always confused me why monitoring Charter compliance for Residents and Members of Congress is handled by separate members of the Cabinet. I suppose it partly makes sense in that Resident non-compliance is a legal issue (handled through the justice system) and Member of Congress non-compliance is an issue with regard to the qualification of a legislature's members (traditionally handled by the legislature itself), but the two go through the same processes and check the same stats, so would it possibly make more sense for this to be handled by a single body?

Yes, it would.
I think that we should redefine this somehow, so that the MoJ checks for compliance and imposes the probation periods, while the SecGen should formally take away the quality of Member of Congress from those that did not comply with the requirements, after the probation period(s), the same way as the President does the actual action of ejecting Residents who do not comply with Residency requirements, after the probation period(s), at the recommendation of the MoJ. This way, we would have symmetry, and symmetry is good :)

We may benefit from doing some recruitment from the North American Union.
https://www.nationstates.net/region=the_north_american_union

Their founder just threatened to sue the website and locked down the region and took executive power from their delegate.
I don't know how many of them are DSA compliant but judging from JPT, they should have some that are vaguely leftist and tolerant of both inactivity and acerbic attitudes.

Who wouldn't want to join up? Angela Landfree (High Wizard of Dal, former Ambassador to the WA) is still the wife of Chester Pearson (Prime Minister of Canada, Leader of the North American Union, former Ambassador to the WA).
I'm claiming Canada on those grounds, at least. So I figure we could make a grab for the region too.
