Electoral Procedures Amendment (Schulze Method) Act 2015

An Act to amend the Electoral Procedures Act 2014 to improve the counting used in Cabinet Elections, and for related purposes.


WHEREAS the Electoral Procedures Act 2014 (‘the Act’) intends for Cabinet Elections to be conducted in the most democratic way possible:
AND WHEREAS the provisions of Chapter IV of the Act may fail to select an absolutely preferred Condorcet winner when one exists:
AND WHEREAS it is expedient that this issue be rectified:
BE IT THEREFORE ENACTED by the Members of the Congress of the Democratic Socialist Assembly, as required by the Charter, as follows:

Chapter I: Preliminary
1. Short Title
This Act may be cited as the Electoral Procedures Amendment (Schulze Method) Act 2015.

2. Effective Date
This act shall come into force upon its passage.

Chapter II: Amendment
1. Chapter II, Clause 3 of the Act is amended as follows:

Elections with more than one candidate shall be conducted by instant-runoffSchulze voting, as given in Chapter IV of this Act.

2. Chapter II, Clause 4 of the Act is amended as follows:

All votes that are specifically reserved for Charter Members, including elections and referendums, shall be conducted in the Congressional Elections and Votes subforum on the main DSA forum (http://s1.zetaboards.com/DemocraticSocialist/forum/1706758/) unless the vote is to be conducted through instant-runoffSchulze voting as per Clause 3 of this Chapter, and technical limitations of the Forum prevent this from being implemented, in which case the vote is to be conducted in accordance with Chapter V of this Act.

3. Chapter IV of the Act is amended as follows:

Chapter IV: Instant-RunoffSchulze Voting
1. For each position in an instant-runoffSchulze election, each voter may choose which candidate they would like to vote for as their first choice, second choice, and so on up to the total number of candidates for a given position.
4. 2. At the end of the voting period, the first preference votes are tallied. If one candidate has received a majority of the first-choice votes, he or she is elected.
5. If no candidate holds a majority of votes, the candidate holding the fewest votes is eliminated. If there is a tie for the candidate holding the fewest votes, the candidate with the fewest votes in the previous round is eliminated. If there is a tie for the candidate with the fewest votes in the previous round, the candidate with the fewest first preference votes is eliminated. If there is a tie for the candidate with the fewest preference votes, all candidates tied for the fewest first preference votes are eliminated.
6. Ballots whose first choice was assigned to the eliminated candidate or candidates are reassigned to their second-choice vote and added to that candidate’s total number of votes. If this results in one candidate having a majority of votes, that candidates is elected.
7. This procedure is repeated until one candidate has achieved a majority.
8. Ballots which have exhausted all of their candidates are discarded in future rounds.

3. Otherwise, calculate d[A,B] for each pair of candidates A and B, where d[A,B] is the number of voters rank A higher than candidate B.
4. A candidate C is directly preferred to a candidate D if and only if d[C,D] is greater than d[D,C].
5. If one candidate E is directly preferred to all other candidates, i.e. d[E,F] is greater than d[F,E] for all other candidates F, he or she is elected.
6. Otherwise, place all candidates on a directed graph, where each candidate is represented by one node on the graph, and the arrow from a node representing a candidate G to a node representing a candidate H is labelled with the value of d[G,H].
7. Calculate p[I,J] for each pair of candidates I and J, where p[I,J] is the strength of the strongest path from node I to node J. The strength of a path is the strength of its weakest link.
(a) For example, if d[K,L] is 2, d[L,M] is 3 and d[K,M] is 1, the strongest path from K to L is the direct path K-L with strength 2, while the strongest path from K to M is not the direct path K-M with strength 1, but the path K-L-M with strength 2.
8. A candidate N is preferentially preferred to a candidate O if and only if p[N,O] is greater than p[O,N].
9. The candidate who is preferentially preferred to the greatest number of other candidates is elected.

As the pairwise preferences table shows, N is directly preferred to each other candidate, i.e. N would win a head-to-head election against each other candidate. Therefore, N is a Condorcet winner and wins under the Schulze method.

Result under Schulze: N wins.
Result under IRV: K wins.
