Hello and good [whatever segment of the day it is] to you. This is my first time in one of these meetings so I'm going to try and just dive right in.

I would say the region is at a bit of a low point. Low response rates in the last two elections, slow growth, its going to take weeks to get enough WA endorsements to make me delegate, nobody on the forum. This should be a time of change as we try to address this.
The theme for this cabinet is going to be suggestions for that change. I encourage all of you to suggest and undertake projects that you think will help.

To kick start this, an agenda (more suggestions and desires than orders) follows:

President/Delegate
I'm open to suggestions to raise our international recognition by:
-Running polls on WA proposals before they come to vote so that we can vote earlier and allow us to comment on our position on the forums
-Being available at request of cabinet members to make public statements- let people know what we think about events in interregional politics
As a little personal touch, I'd like suggestions for ambassadors for a DSA delegation to the WA- give me a character (name, picture, mannerisms) fro your nation and whatever area (resolution categories) they focus on. It will give some variety to our representation there as well as show your own nation off.

Secretary General
I'd like a look at our census data- how much of our population is puppets? What's our WA vs non puppet ratio
The blurb at the top of the forum is annoyingly large and inconvenient to scroll past every time you open the page. A large part of it serves the same purpose as the forum index page, with all its links to different forums. I think those can be lost.

Minister of Domestic Affairs
Corroborate with with the Secretary General to simplify the forum. We have too many sub forums for our activity, the page just looks kind of messy with all of them and its difficult to navigate. I think its part of our lackluster activity.
Do whatever you feel is appropriate to increase activity, of course.

Minister of Foreign Affairs
I'd like to have a summary of your ambassador reports on a biweekly basis so we an determine if the cabinet's opinion on the matter is necessary. Encourage your ambassadors do make their own comments but ensure it's clear they do it with their authority as DSA ambassador (as in non executive opinion). A standard signature for their ambassadorial postings might help.

Minister of Immigration
A couple weeks ago, I rolled a couple of nations intended to lean center left, hoping to attract DSA attention. None of them got a recruitment telegram. The parameters of our auto recruiter may need to be updated, broadened even.

Minister of Justice
Get elected.

Minister of Role Play
I'd like to review how our map is done. It doesn't make sense to me that we encompass the entire globe. I'd like to look at the possibility of dividing up our map into sectors.
Its something put out on the RMB some time ago. Let some of our veterans or those who have done service to the DSA describe what they want their surrounding area to look like, make some custom map areas for them and then let people start moving. It would be a lot of work. I'd be open to helping as needed. I like making maps.

An update from our ambassador to the Internationale, Communicar:

"I will attempt to collect more information on the matter, however TI appear to have dismissed the idea.

From what I can gather, the Comintern would be a mass-leftist region, encorporating puppet representitives from each leftist region, and would have an open RMB where members of all member regions could post.

There would be no linked military organization, but a Leftist WA would be included, and all laws would be compulsory.

As I said, TI seem to have dismissed the idea, as they believe that the name Comintern seems too communist, and that the TI already fulfils the targets of the Comintern by itself.

From what I can tell, the idea came from a lone nation, rather than an official regional idea, and was not suggested by TI."

Make of that what you will. We'll keep an eye on how things develop.

A very thorough update from our ambassador to the SLU that I'll share with the Cabinet:

DIPLOMATIC UPDATE 21/3/2015:

This week has been another turbulent one in the Social Liberal Union. The elections for Speaker of the Union began at 00:00 UTC on the 18th of March, and will end on the 24th of March at 23:59 UTC. The two candidates for Speaker are The Democratic Republic of Northern Inertia and the incumbent, The Council Republic of North American Republics. The following nations have already voted:

The Associated Federation of Mons Garle
The Zombie Cure Coordinator of United Democracy of Scientists
The Magnificent Kingdom of Avaerilon
The Republic of Forsythland
"JuJu" (not sure what nation it is)
The Colony of Kuzalesum
The United People's Kingdom of Lamatama

In addition, the following nations have submitted abstentions from voting:
The Federal Republic of Anaaxes
The Democratic Republic of Northern Inertia

In other major business, nominations for a SLUan regional anthem have begun. This week of nominations will take place from the 17th of March to the 22nd of March and from then nominations and voting will alternate each Sunday, with each song chosen being the anthem for the fortnight during which the next anthem is chosen. So far the nominations have been extremely eclectic to say the least, and include "Don't Stop Me Now" by the band Queen, Antonin Dvořák's American Suite in A Major and "Shake it Off" by Taylor Swift.

On the RMB the hacking situation is becoming more serious with some nations recieving as many as 81 bad login attempts a day. Right now it is generally thought that the attacks are coming from a disgruntled former nation of some kind which was previously ejected from the SLU. The NationStates Moderators have agreed to monitor the situation and have attempted to stop the nation responsible, but the attacks have so far not ceased. The hacker seems to be using an extremely basic method of simply guessing passwords, but the threat should still, in my opinion, be taken seriously.

The Council of Leaders of the SLU have begun an urgent meeting concerning the threats posed to the region by the Democratic Free People's United Republic of Keron and by the PCA. The Keronian threats over the political satire film The Candidate have died down; however, economic sanctions against Keron have begun, and the The Zombie Cure Coordinator of United Democracy of Scientists has constructed surveillance satellites over Keron and the PCA. Meanwhile in The Federal Republic of Anaaxes, six high-ranking Keron military officers are being tried in absentia for various criminal offences. Overall the SLU has shown a remarkale degree of unity and has been able to deal with the threat quickly and effectively.

In Parliament there has been very little activity with no new bills being proposed and very little discussion of bills.

On a lighter note, The Zombie Cure Coordinator of United Democracy of Scientists has begun a series of science lessons on the "Chat and Social" section of the off-site forums. His first lesson has been a demonstration of how to prepare Schweizer's Reagent, known for its ability to dissolve celluose.

I will issue my next diplomatic update on March 28th, unless atypical circumstances intervene.

My second point on the agenda:

Unibot has messaged me a few times over the past couple of months about building a closer relationship between The Rejected Realms and our region. I believe that part of the impetus for this was our newly issued embassy criteria, which no longer explicitly exclude the possibility of opening embassies with regions which have defender ties. I think we should carefully consider the pros and cons of opening an embassy with TRR, so I'd like to start a discussion with the rest of the Cabinet on that matter.

I don't understand, NationStates runs perfectly fine on every other device that I have, but on my personal computer (the one that sends out auto-telegrams), it just consistently crashes.

P.S. -- Update from The Internationale:

"Recent talk on the RMB has focussed largely on the topic of the Meaning of Life, and whether it is possible to find it. No consensus was reached, and talk quickly turned to the question of "Revolution vs. Reform", which in turn led to "where on Earth would be the best place to start a communist revolution. The general consensus for this topic was that either South America or Africa would be most suitable, as they have the weakest governments in general.

In WA news, the General Assembly Resolution "Repeal "Prevention of Torture"" has received 37 votes for TI, with 36 of them (97%) being against. The Security Council Resolution "Condemn Imperium of the Wolf" has only received 6 votes, 5 of which (83%) are for.

Membership of the TI dropped rapidly at the beginning of the week, falling as far as 307, however this has begun to climb again, and is currently at 309."

In other words, nothing too crucial.

So to get back to a question that was posed by Guertonia earlier: whether a cabinet member in violation of civil/political freedoms would be allowed to substitute a puppet to take over the ministerial role, and in the process avoid probation or replacement; I have an interpretation to share with you all.

I have decided that this should not be allowed. By establishing a higher freedom standard for cabinet positions than the average charter member, we have determined as a region that members in administrative roles should serve as exemplary roles to others. And by using alternative means to fulfill continued service does not follow in good faith or the spirit of the charter. This is the same line of reasoning we used to criticize CMK when they resided in The Internationale, and we decided it was unfair to do so and continue to reign over the DSAlliance. Additionally, when a nation joins our region to annoy, instigate, or harass, and after several warnings they are ejected, we would not want that nation to undergo the same lengthy procedure only to promptly return under a different alias each time. So in order to avoid appearance of impropriety, conflict of interest, and an unfair advantage that would not otherwise be granted to average residents, the tactic of puppet substitution for the purpose of evading charter enforcement shall be rendered illegal. If a member already has a designated puppet for use in the cabinet or world assembly, and it was the puppet that took the seat (but not necessarily elected), that is fine and shall remain legal. If need be, should a cabinet member want to substitute a puppet in their role for reasons other than civil/political requirements, and can demonstrate this is the case, they can appeal to the supreme court. This is not intended to serve as precedent for any other rulings involving puppets or inter-regional travel, such as asylum, as this applies solely to basic residency requirements.

"DIPLOMATIC UPDATE 28/3/15:

The results for the Speaker of the Union elections in the Social Liberal Union are in and, in a surprise result, The Democratic Republic of Northern Inertia unseated the incumbent, The Council Republic of North American Republics by five votes to four with two abstentions. This thus marks the first time in about three years that North American Republics has not had a role in the SLUian government, a record unmatched by any other nation in the SLU. The high degree of participation in both the campaigns leading up to the election and the election itself has been taken by many nations to be a sign that the SLU has well and truly recovered from its previous unproductive state.

In other election-related news, voting regarding the reaffirmation of The Executive Justice of Grolsch as Executive Justice began at 00:00 UTC on the 24th of March and will run for one week. The vote regards whether or not Grolsch should retain his position as Executive Justice. So far the following nations have voted:

The Federal Republic of Anaaxes

The Zombie Cure Coordinator of United Democracy of Scientists

Currently, The Egalitarian Archipelago of Kanoria, The Matriarchy of Risu and Cenu have been nominated for Minister of Foreign Affairs, The Kingdom of Chameliya, The Associated Federation of Mons Garle, The Briefly Holy Zombiecurers of Vernima and The Federal Democratic Republic of Ceni have been nominated for Minister of Domestic Affairs and The All-Saints Paradise of Goncar, The Associated Federation of Mons Garle, The Briefly Holy Zombiecurers of Vernima and The Federation of The Free Domains have been nominated for Minister of Immigration. (Note that for constitutional reasons, Mons Garle is obliged to stand down if he is elected as Free Justice)

Otherwise, not much has happened. No-one is talking about the hacking anymore, which suggests that they, like us, have been told by moderation that there is nothing to be concerned about. No new bills have been proposed and there has been no new discussion of existing bills. Even the Council of Leaders has been atypically quiet. The Zombie Cure Coordinator of United Democracy of Scientists did get quite angry when his Schweizer's Reagent didn't work as planned, but other than that there has been very little humour on the SLUian forums.

The next update shall be issued on the 4th of April unless extraordinary circumstances intervene.

First of all, The Executive Justice of Grolsch has been approved by the Open Parliament for the position of Executive Justice with nine votes of approval to one vote of disapproval, with one abstention. He will as a result of this vote remain incumbent in that position.

Secondly, voting for the position of Free Justice has begun with the two candidates being The Zombie Cure Coordinator of United Democracy of Scientists and The Associated Federation of Mons Garle, both of whom have submitted campaigns. The following nations have voted:

A poll for the regional anthemn has also begun. At present, "Don't Stop Me Now" by Queen is winning with 17 votes whilst Anton Dvořák's American Suite in A, Op. 98b is in close second with 11 votes. "Shake it Off" by Taylor Swift is in a distant third with 5 votes.

In the RMB there has been a large degree of discussion about the UK election debates and The Magnificent Kingdom of Avaerilon has issued a detailed report on the debates, which can be viewed at Google Drive at https://drive.google.com/file/d/0B0OYhMSBGQn8STJ6RVAxTl9zMm8/view?pli=1. There has also been discussion on the subject of an American law which would prevent business owners from refusing service to customers on the basis of sexuality.

By the way, our ambassador to the Internationale is wondering if we have an official position on the coup in Lazarus. I wanted to consult with the rest of the Cabinet before making a statement. Any opinions?
