Cabinet Meeting Disclosure and Evaluation Act 2014

NOTING THAT the process for the disclosure of previously classified closed-door meetings of the Cabinet("Cabinet meetings") has previously been left to the jurisdiction of the presiding Cabinet,
BELIEVING THAT disclosure of Cabinet meetings to the Residents is necessary for the Cabinet's evaluation,
FEELING a need for a structure for the disclosure of Cabinet meetings,
BE IT THEREFORE ENACTED by the Members of the Congress of the Democratic Socialist Assembly, as required by the Charter, as follows:

Chapter 1: Preliminary
1. Title

This Act may be referred to and cited as the Cabinet Meeting Disclosure and Evaluation Act 2014.
2. Effective Date
1. Upon its passage, this Act will come into effect over the current Cabinet's meetings.

Chapter 2: On Disclosure
1. Within five(5) days of a new Cabinet being appointed, the President shall move any existing Cabinet meetings from the previous Cabinet to the Declassified Records folder.
2. During elections of the next Cabinet, the presiding Cabinet may hold a vote to extend the period during which the meeting shall remain classified. Such an order is binding upon the next Cabinet, and may not be overturned. This extending order may last up to the length of the next Cabinet's term.
3. This action will be announced on the Regional Message Board to ensure that the Residents are aware of the declassification.

Chapter 3: On Evaluation
1. No less than two(2) days and no more than four(4) days after the disclosure of all Cabinet meetings detailed in Chapter 2, the Secretary General will create a new topic in the Cabinet of the Assembly folder titled "Evaluation of the (nth) Cabinet" and announce it on the Regional Message Board.
2. This topic will contain a poll with one vote per previous Cabinet member, whereas each may be evaluated as:
(a) A: Excellent;
(b) B: Above Average;
(c) C: Satisfactory;
(d) D: Below Average;
(e) E: Unacceptable,
3. At such time as one of the following conditions has been met:
(a) Seven(7) days has passed since the creation of the poll;
(b) No votes have been cast for two(2) days,
the Secretary General will consider the poll closed, and telegram the previous Cabinet members the results of the poll, as well as any comments made about them.

The only problem I see with this is the possibility of delicate information being leaked. I know we've held off a time or two on disclosing the meeting for the purpose of hiding certain info from a then rival region.

2. Prior to the disclosure of the Cabinet meetings, the President may use Administrative Privledges to delete a post in the previous Cabinet meetings containing relevant and sensitive information pertaining to another region.

I don't think we should delete anything; having old information is often quite useful for judicial decisions, diplomacy, etc. I'd rather we kept truly sensitive information in some kind of locked thread for future Cabinet use only.

2. Prior to the disclosure of the Cabinet meetings, the President may use Administrative Privledges to delete split a post in the previous Cabinet meetings containing relevant and sensitive information pertaining to another region into the Permanently Classified folder, and delete the original.
The admins have the ability to split posts and make them into a new topic. They could then delete the original and leave the split copy in the classified folder, possibly in a subfolder.

I see what you're trying to do, and like the idea of transparency, but there are often discussions on sensitive issues rather than just posts. I like your idea of setting a specific day on which the meetings will be disclosed, how ever I think there should be an option that would allow the outgoing cabinet to vote to extend the length of classification of their meeting if they think it is necessary.

Honestly, I had originally created this to ensure that the meetings are made public before the evaluation, to ensure a fair evaluation. Taking your point into consideration, I've made this change:
Chapter 2
