Greetings to you, my fellow Comrades of the twelfth Cabinet of the DSA! ![]() I congratulate you all for being elected/reelected to your Cabinet positions and I eagerly look forward to working with all of you this term. I would like everyone to review your job descriptions in the Charter. I encourage all first-timers to freely ask any and all questions about your ministerial duties, either here or by telegram with those who have held your position in the past. If you think you will have difficulty fulfilling your duties, I encourage you to appoint an adviser and/or request help from volunteers in the Government Jobs subforum. Below is my agenda for this term. I invite each of you to provide any feedback and to also provide any additional ideas or initiatives that you would like for your Ministries to pursue over the next 75 days. I will be busy in RL this term and will not be around as much as I'd like to be. However, I aim to be available to answer questions and check in with your Ministries at least once a week (usually weekends). Without further ado, my agenda: Office of the President and WA Delegate: 1. Regional Polls: I would like us to have a much better picture of how residents see the region and their place in it so that we can target initiatives that will increase activity and boost morale. 2. Featured 5: I will renew the weekly roster. This boosts morale and increases dialogue and intrigue between Comrades; so I will make sure to do this regularly. Office of the Secretary General: 1. Audit the congressional roster in the Forum; make updates to roles/statuses as necessary. 2. Organize an evaluation of the 11th Cabinet. 3. If you wish, appoint an adviser to help point you in the right direction. Ministry of Foreign Affairs: 1. Draft and deliver formal apology to the residents of the old Alliance for the trespasses of New Puppy City. 2. Offer your recommendations for accepting/rejecting current embassy requests from abroad. 3. Distribute puppets to allied regions and announce your new position with a warm greeting from your ministry and the DSA. 4. Review current alliances and their regional statuses; compile brief intelligence report for the Cabinet. 5. Give recommendations for closure of embassies (if any) and/or new alliances to form (if any). Ministry of Immigration and Regional Promotion: 1. Keep up the good work! Despite heavy losses due to mass-CTE, our region still hovers around 285 - a significant improvement from the recent past. 2. Keep the Cabinet updated about any interregional or world-wide conferences, or anything else that you think would be a good venue in which to promote our region. Ministry of Justice: 1. Remedy any loose ends left from the previous Minister between their untimely absence and now. 2. Audit region for Charter compliance and begin proceedings for violators, if any. Report findings directly to the Secretary General so that they may update the Congressional Roster accordingly. Ministry of Domestic Affairs: 1. Host a new discussion/debate in the Forum and advertise it in both Solidarity and with posts on the RMB. 2. Hold a contest for anything you'd like. In the past we have done things like best factbook entry, best flag, best motto, etc. 3. In the RMB, personally welcome newcomers with a quick post. 4. Compile a new daily or weekly bulletin (like the DDD or Proletariat Press) to summarize things that are going on in the Forum, the NS World, and RL as well. Ministry of Role Play: 1. Map updates if any. 2. Solidify or create new notes for the regional LCD currency. 3. Introduce a resolution for the DSA Parliament. 4. Host a new RP activity in the Forum. Please do not hesitate to ask questions. I encourage you to put forth your new ideas and discussion. I wish you all a successful and enjoyable term

"The DSA’s foreign policy is based upon a position of presumed neutrality. The DSA reserves the use of its regional defensive capabilities exclusively for the security of itself and its allies. The DSA shall only seek to influence events, activities, and individuals abroad via formal diplomacy based upon the Regional Principles." It says that we can use our "defence capabilities", so I'm going to say it's technically legal, but I personally also think it goes against what the DSA stands for to have a formal organization for defence. |

No, I don't think so. A so-called "military force" would be different from a list of signatories who agree to come to the aid of an ally in need. I feel for a military force we would need something like a Ministry of Defense, and that is something I would never want to see in the DSA. |

On the preparation of a defensive force: I understand where Borq is coming from insofar as the technicalities and interface of NS renders the term 'diplomatic corps' the equivalence of a 'military force' in terms of how they actually would manifest - however semantics matter a lot in this case. I think that is the point Terlibe was making. In NS the disparate perceptions of these two different terms among NS players is a reality (for better or worse) that we need to acknowledge and heed. What I mean by that is we most certainly need to avoid terms like 'military' or 'force' because of our region's long-standing pacifist stance. The Charter is deliberately clear that we as a region only take part in the R/D aspect of the game in defense of ourselves and in defense of allies. That policy is part of the calculus of each Comrade's decision to reside here (whether they know it or not) because of how that policy affects daily life in the DSA; and it's important that we never take for granted the delicately and diligently crafted atmosphere of relative stability, camaraderie, and peacefulness we enjoy as a region. Such an atmosphere is not a constant nor a guarantee in NS (nor is it an accident or coincidence) by any measure. The DSA is not a peacekeeping force for the broader left and the conscious and wise decision to not be that was one that I recognize and still support. Having a pacifist stance has kept our region out of a lot of ridiculous in-game politics and frequent raiding attempts. Keep in mind that I'm not disregarding the significance of having our active founder and an endorsement buffer for the WAD of ~75 nations as key factors to this reality; but they aren't the only factors. We do heavily owe our normal state of regional tranquility to our region's policy of interregional pacifism and our relatively high-bar requirements for residency. It is not in our interests to change our region's R/D position at this point since doing so would only lead to further disruptions and conflict from those among the left who think we do too much or too little, or aren't doing it the right way, etc. - and it should go without saying that we successfully avoid disruptions and conflict from the center and the right in NS by not antagonizing them as a region. In this respect we have struck a good balance; and we should be grateful and content with our policy and maintain it. I don't have any problems with individual nations taking part in the R/D aspect of the game - we couldn't enforce that even if we wanted to; but the DSA has never formally involved itself in it and we should not in the future, beyond our Charterial (I think I just made up a new word!) duties to our allies. My opposition to the idea of forming a military/diplomatic wing of the DSA isn't meant to scold or to shut down conversation about it, and I hope isn't taken that way, but is meant to explain and emphasize how important it is that we do not go down the path of R/D-militarizing our region when doing so is not wise nor necessary for us to continue being a contributing partner with the broader left in NS. Indeed it is important to keep having these discussions about regional policy from time to time as things in NS are always changing, and also because it is not always apparent why such policies exist in the first place, nor how they affect us as a region, except through the lens of honest and objective examination. I encourage everyone with inquiry about or even disagreement with regional policy to speak up and be heard, even if such opinions are not aligned with my own or other members of the Cabinet. The most important thing is that we keep questioning and communicating! Thus ends my sermon

I just received this from Comrade Ratateague about CAPS: "CAPS has been invaded and secured by raiders. They have a non-executive founder, 40+ endorsements, and have put up a password, so it's futile at this point. Teksi has informed us that the project has run its course and is ready to leave it behind. He also recommends joining NSLeft as a replacement. Anyway, the point of this message is to request you close embassies with CAPS. Reason being the raiders have closed all other embassies except for ours, which I find suspicious. They probably mean to either use the embasy posting feature to pester us (this Zenny character is a troll), or later use the potential upcoming regional influence feature to try and take us over." Given the large amounts of raiders involved in the CAPS operation, I am considering using a temporary password protection measure to protect the region in the event that we are raided. I need to know from the MoJ if that would be legal in case such desperate measures are necessary. I've noticed a huge amount of people coming and going on the WFE in the last two days which is not at all normal; so it makes me nervous. Immediately, I recommend closing the embassy to avoid legitimizing the regime change. I will need Gervase to make that recommendation before I can execute that action. What are thoughts on this development?
I will TG South Jarvis to request that they clean up the mess.

Not the MoJ, but I might give the Charter a look-see myself. Nevertheless, I'm tending towards a more conservative stance in this regard: keep the region open until we get more of a clear read on the situation. Agreed. Fully supported here. Thanks.
