Greetings to you, my fellow Comrades of the twelfth Cabinet of the DSA! :)

I congratulate you all for being elected/reelected to your Cabinet positions and I eagerly look forward to working with all of you this term.

I would like everyone to review your job descriptions in the Charter. I encourage all first-timers to freely ask any and all questions about your ministerial duties, either here or by telegram with those who have held your position in the past. If you think you will have difficulty fulfilling your duties, I encourage you to appoint an adviser and/or request help from volunteers in the Government Jobs subforum.

Below is my agenda for this term. I invite each of you to provide any feedback and to also provide any additional ideas or initiatives that you would like for your Ministries to pursue over the next 75 days.

I will be busy in RL this term and will not be around as much as I'd like to be. However, I aim to be available to answer questions and check in with your Ministries at least once a week (usually weekends).

Without further ado, my agenda:

Office of the President and WA Delegate:
1. Regional Polls: I would like us to have a much better picture of how residents see the region and their place in it so that we can target initiatives that will increase activity and boost morale.

2. Featured 5: I will renew the weekly roster. This boosts morale and increases dialogue and intrigue between Comrades; so I will make sure to do this regularly.

Office of the Secretary General:
1. Audit the congressional roster in the Forum; make updates to roles/statuses as necessary.
2. Organize an evaluation of the 11th Cabinet.
3. If you wish, appoint an adviser to help point you in the right direction.

Ministry of Foreign Affairs:
1. Draft and deliver formal apology to the residents of the old Alliance for the trespasses of New Puppy City.
2. Offer your recommendations for accepting/rejecting current embassy requests from abroad.
3. Distribute puppets to allied regions and announce your new position with a warm greeting from your ministry and the DSA.
4. Review current alliances and their regional statuses; compile brief intelligence report for the Cabinet.
5. Give recommendations for closure of embassies (if any) and/or new alliances to form (if any).

Ministry of Immigration and Regional Promotion:
1. Keep up the good work! Despite heavy losses due to mass-CTE, our region still hovers around 285 - a significant improvement from the recent past.
2. Keep the Cabinet updated about any interregional or world-wide conferences, or anything else that you think would be a good venue in which to promote our region.

Ministry of Justice:
1. Remedy any loose ends left from the previous Minister between their untimely absence and now.
2. Audit region for Charter compliance and begin proceedings for violators, if any. Report findings directly to the Secretary General so that they may update the Congressional Roster accordingly.

Ministry of Domestic Affairs:
1. Host a new discussion/debate in the Forum and advertise it in both Solidarity and with posts on the RMB.
2. Hold a contest for anything you'd like. In the past we have done things like best factbook entry, best flag, best motto, etc.
3. In the RMB, personally welcome newcomers with a quick post.
4. Compile a new daily or weekly bulletin (like the DDD or Proletariat Press) to summarize things that are going on in the Forum, the NS World, and RL as well.

Ministry of Role Play:
1. Map updates if any.
2. Solidify or create new notes for the regional LCD currency.
3. Introduce a resolution for the DSA Parliament.
4. Host a new RP activity in the Forum.

Please do not hesitate to ask questions. I encourage you to put forth your new ideas and discussion. I wish you all a successful and enjoyable term :)

[region]United Kush States[/region] Against; embassy with Alliance of Dictators and has "Imperialist," "Capitalist," "Totalitarian," and "Conservative" tags. Also seems like a joke region.
[region]Labour and Socialist International[/region] For; I've posted on the RMB to consult the region. If opinion seems to be in favor, I think we should move forward with this.
[region]Saint Georges League[/region] Against; too small (7 nations)
[region]Revolutionary Communist Party[/region] Against; single nation.

I've also submitted the NSLeft embassy request to the region for consideration.

I'd lean against, given the "Totalitarian" and "Invader" tags and seemingly immature and sort of Stalinist tone of the RMB conversation. Other Cabinet members are invited to give their opinions before I give a firm "no," though.

As Terlibe can attest, our ambassadors to the SLU, VF, Internationale, and DK have their marching orders. I'm waiting on Pronianikatople to get back to me about Gay, and we'll need a new one for LSI when the time comes (in about 2 days). I'm working on updating and clarifying our embassy policy as well, so let me know if any of you have any thoughts on that.

@ Gervase and Terlibe: Thank you for your insights and further investigation into USSR. You both make excellent points and I trust and defer to your judgment.

Any further indication about NSLeft?

@ Borq: Do you have any ideas for the newspaper? I was thinking it would be cool to add a section that features a factbook entry each day from someone in the region. While looking for flags for our archive I have stumbled upon some pretty cool factbook entries from some rather inactive nations; most people probably wouldn't even think to look otherwise.

Let me know your thoughts. I would be happy to help brainstorm with you about it this weekend, though the old format of the DDD was popular if you want to use that as a baseline.

Sorry I've not posted in here yet. On the subject of the agenda set five bloody pages ago that probably should have been addressed five bloody pages ago:

Auto-telegramming at work. ;) I'm currently having trouble keeping a stable enough internet connection going, but I'm keeping it up whenever I can since it's not a terribly difficult or time-consuming task.

2. Keep the Cabinet updated about any interregional or world-wide conferences, or anything else that you think would be a good venue in which to promote our region.
Due to a dearth of time and a seething hatred for the Gameplay board on the NS forums, I don't have much to say on this. I will attempt to look for some of these (while attempting to not lose faith in humanity over how seriously GPers take some petty BS in the process) in the coming days when I have a free moment, but I can't necessarily make any promises on this front.

And while I am talking about ministry duties, I am thinking of reviving our manual recruitment corps with the aim of targeting nations in the sinkers who might fit in well here, alongside those in inactive UCRs. Opinions are welcome on this front.
On embassy requests, I know the United Sovereign Socialist Republics is probably a dead horse, but I'd definitely say "no". Thinking from a DSA perspective, I'd feel really uncomfortable having that region on our embassy list.

The NSLeft project is interesting, but it hasn't really taken off. ("Nations in embassy regions are permitted to post on the NSLeft Message Board." <- just to make the point) The presence of the DSA might help do something about it, but I'm willing to defer to the MFA's wisdom on this.

If indeed people have nice factbook entries, then yes, this would be a fine section for the newspaper.

I was thinking these day about forums and RMB and newspaper. I'm not sure how many people actually want to use the forum. Maybe we should make a poll on this. I think it would be more interesting for the majority of the region if activities could somehow happen within the game itself. The RMB isn't the perfect place for this, but at least it's very accessible by players. The forums are a bit cumbersome to use; sure, if there is a link on the DSA page towards a place in the forum that's OK - it can be directly accessed (by the way, today the link to the forums is broken). But if not, if there's o contest or anything else, posting the link on the RMB would atract people for a few hours, and then it's gone.

Maybe we should have a section on the DSA WFE with *hot* topics elsewhere, including any parts of the forums we want people to actually use. This section should be relatively small 3-4 links, and dynamic (at least one of the links should be new every week).

Reg. the newspaper, I've seen discussions on the RMB about how difficult (or not) it is to actually post something there. Right now I don't have any idea, I'm not the most talented writer. But maybe we could have a thread in the forums with the factbook entries, and each day I could update it with something new (hopefully there is enough material available for this). When I would update it, I'd post on the RMB letting people know.

@ Gervase: I just received this telegram from [nation]Miledh[/nation] from LSI; it looks like the DSA's defensive backup has been requested to be at the ready.

"Dear Comrade:
I write to you to inform that we have recently been targeted for invasion by a fascist organisation (Martial Arts Dojo). We reacted quickly enough as to eject and ban the invaders, but I've checked their recent activities and it seems they have taken over two other socialist regions today.

We were lucky this time, but I'm afraid this fascist scum won't stop it there. Since our small numbers (and even smaller amount of WA members) leave us very exposed to this sort of threats, I have decided to password-protect our region as a provisional security measure.

However, I would also like to ask you if it might be possible to sign a mutual defense agreement with the DSA. Thank you very much in advance.

Your instincts are correct and you are wise to protect your region any way you can under the circumstances. The DSA takes its alliances seriously and we care about what happens with our allies; and defense assistance is a given benefit of your alliance with the DSA.

I have notified our Minister of Foreign Affairs, [nation]Gervase[/nation], of the situation there and I will mass-TG the region to let them know that defense of the LSI has been requested. The R/D aspect of the game is voluntary in the DSA; but I can almost guarantee that most of our more active players will be eager to defend LSI.

Suceavija, thank you for your response to the LSI invader situation, which was I think right on target. TGing our region to put them on alert is a very good idea, and I hope that we are able to effectively mobilize some of our nations if or when the time comes.

I have TGd Misley to discuss organizing a defense of LSI and the two other regions that were raided. I went to Misley specifically because many of our nations had worked with them in the defense of the Internationale and they have considerable experience with defensive operations of this sort, and a network to go to for aid. From a diplomatic point of view, a joint DSA-TI action to defend and protect these regions would advance our interests and standing in the pan-socialist world. I hope to keep the region and Cabinet abreast of any developments.

P.S.: I TGd the Founder, WA Delegate and Foreign Minister of LSI as well to let them know that we're organizing defense. Stay tuned...

P.P.S.: Here's Misley's response:

Comrade,

The best defense is an active founder, which all regions involved have. Once the founders come back online, they can undo all damage done by the fash and the regions may continue to operate as they had before.

The next-best defense is a restriction on the WA Delegate's executive access. This is of course antidemocratic so most leftist regions have executive WADs, but our enemies can exploit this in regions with low endorsement numbers. LSI is vulnerable as they only have 3 endorsements on their WAD, while the DSA is under no conceivable threat due to the massive number of endorsements on President Suceavija. If a region with low endorsement numbers wishes to have executive WA Delegates, they must be exceptionally vigilant and have an active founder around to undo any damage from tag raids, as these ones were.

As far as defensive organizations, I don't think they're necessary in this particular case. Regardless, The MT Army has been retired and The Red Fleet is currently inactive (but not retired), so the more active military forces would likely come from Das Kommune and North Korea. Like I said, though, there's no lasting threat to any of the regions you've mentioned from this attack. Probably just an attempt to build up morale on the fash's side by getting some easy "victories". The less we play this up (by activating The Red Fleet or publicly expressing shock/disgust/etc.), the less they have to spin this up for recruitment and morale purposes.
Let the founders take care of it quietly and keep operating as normal, and the fash will get bored and move on, hopefully. If not, and their attacks continue into larger regions, we might have to re-examine the situation.

Misley's basic logic on not overreacting to the threat in this case is sound as I see it, but I do think it leaves LSI in somewhat of a precarious position in the interim. Perhaps the best course of action is to advise them to make their WA Delegate non-executive until they can grow past a certain point. Any other thoughts on how to proceed?
