I got the idea to start this discussion from a quote on the RMB:

Depending on which number scale you are using, such an amount of people can entail a worrying overpopulation problem o_O
which derived from a couple posts related to growing national population statistics mentioned on the RMB.

I am also starting this discussion because I have been working on a creating a fair population control policy to address issues of sustainability as they relate to consumption and resource availability relative to a growing human population.

Considering that Suceavija just had its 9.028-billionth citizen, we are considering tax incentives for reproducing at or below a replacement level and tax penalties for having 3+ children. Here is the proposed policy/strategy for developed nations with highly-educated populations:

Provide comprehensive national healthcare
All birth-control measures are 100% free by the Suceavijan Commonwealth Health Services (SCHS). All genetically-based health improvements made on embryos and/or sex cells are 100% free by the SCHS. All prenatal care (including healthcare, parental education, nutrition, shelter, stress counseling, etc.) is 100% free by the SCHS. Surrogacy expenses are 100% free by the SCHS for the first two children.

Manipulate behavior using the tax code:
The first kid gets a 1.0x tax credit/deduction, the second gets a 0.5x tax credit/deduction, the 3rd gets a -1.0x tax credit/deduction, and the tax penalties for having additional children grow exponentially from there. Families who already have, or are expecting, more children than replacement levels before the change would be exempt from penalties; but each child after the second would get 1.0x tax credits/deductions for children aged 0-6, 0.5x for children aged 7-12, and 0.0x for children 13-18 (18 being the age of majority in Suceavija).

Every adopted child gets a 1.0x tax credit/deduction for the family adopting it. Children that are impaired and are being cared for at home rather than at a hospital or related facility get a 1.0x tax credit/deduction, regardless of how many children a family has.

This policy indirectly favors wealthy parents, but is a much fairer way of encouraging population control than imposing mandates or draconian penalties on people like forced abortions, adoptions, and/or sterilization to achieve the same ends.
