Wow, the 11th Cabinet! Can you believe it’s here! First of all, I am honored to be serving you as President and WA Delegate, and I’d like to congratulate all of you for being elected to your respective positions! Especially our Secretary General, Lemur Isles, for his very close and hard-fought race against that evil a-word that shall not be named.

As always, I am looking for this to be a very productive Cabinet! I see we have some newcomers with us, and to you I say “Welcome, grab some chicken wings and enjoy the comfy chairs!”

My top priority by far is reaching new people. Our population has dropped drastically recently due to overall inactivity on NS. We need the automatic telegram system back up and running as soon as possible. I’m going to set a high goal of reaching 350 nations by the end of this term.
Another top priority is the possibility of the DSA joining the Coalition of Armed Proletariat States. Discussions should continue on that and a decision should be reached soon. I dropped the ball on that last term, and I apologize.

As for your individual duties:

Secretary General (SG):

1. Make sure everything is updated (Amendments, Charter nations, etc.).
2. Organize an evaluation of the Tenth Cabinet.* (This was not done last term)
3. Appoint an advisor, if desired.

Minister of Foreign Affairs (MFA):

1. Make embassy recommendations to P/WAD.
2. Try to find new regions to potentially establish embassies with.
3. Monitor ambassadors for potential inactivity.*
4. Work towards a decision on CAPS.*
5. Evaluate The Revolutionary Council (They’ve been in contact with me).
5. Appoint an advisor, if desired.

Minister of Justice (MoJ):

1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance.
2. Make recommendations to P/WAD for nations to eject, if any.
3. Familiarize yourself with the Charter.
4. Basically keep doing what you’re doing. ;)

Minister of Immigration/Regional Promotion (MIRP):

1. Make sure the auto-telegram system is transferred and working properly.*
2. Review and revise recruitment telegram draft.
3. Keep your eyes peeled for interregional events.
4. Experiment: find out what works and what doesn't. Perhaps a survey could tell us why people chose our region.
5. Work towards our goal of 350 nations.
6. Possibly work on hiring manual mass telegrammers if you think it would help.

Minister of Domestic Affairs (MDA):

1. Come up with new debate ideas.
2. Try to come up with a new contest or game.*
3. Try to update all the information in the NS Wiki. (I am speaking of course of the new NSWiki.org created by Afforess. Contact TSJI for info on how they managed it.)
--There should not be too much to change, aside from population and proofreading.
4. Update the DSA Capitol factbook.
5. Appoint an advisor, if desired.

Minister of Role Play (MoRP):

1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Keep the map current and updated.
3. Encourage new roleplays in the Gymnasia.

*These are the things that I personally would like to see done first, they are of the utmost importance

Ok. Voting is now on for the delegates to CAPS. Of the 17 seats, 13 have stood for election.

I propose that we as a Cabinet appoint from among ourselves delegates to fill the (up to 4) empty spaces. Since this would be an appointment as opposed to an election, we would be eligible to serve as delegates. Can you confirm this, Riasy?

On a separate topic, how are we doing on the Recruitment front? I haven't heard anything from Liossalde. Is the automatic tool even running these days? Again, I would propose that we use the NS++ tool that I was talking about earlier.

Both your solution and South Jarvis's solution will be legal.

Why not have a non-legally-binding 'consultative' vote, and have a Cabinet member 'separately' appoint the actual delegates. It's not an elected positipn, it's 'appointed on the advice of the people'.
Everything in me cringes because of how much hypocrisy South Jarvis's solution will require, but it will be legal so long as Cabinet will formally reserve the 'right' to ignore people's 'advice'.

Your solution isn't very democratic, and South Jarvis's solution is quite dishonest, but the unfortunate wording of that Clause in the Charter kind of justifies the application of some form of "creative compliance" with the Charter in this case. But I strongly hope that it will not become a habit for us.

I have no objections.

UPDATE:
I have glanced at the RMB of CAPS, and apparently they haven't yet decided to reapportion seats for all regions, so there is a possibility that they will leave to us 17 seats. In that case we will be able to also send you and Comrade Verince.

It is my sad duty to recommend the following nations for ejection out of the Democratic Socialist Assembly:

Confederation of the Eastern Powers

Czesc

United commonwealth of ayrshire

The statistical parameters of these nations have violated Charter requirements for Residency, and I properly warned them about the consequences of non-compliance, but unfortunately they failed to correct their nations on their own and ignored my offers of assistance.

I fear that it may be the time to remove Comrade Liossalde from the Cabinet. I think his absence continues longer than 14 days.
