![]() The Spartacus Cup - From Many, One A Bid by la Fèderacione Futballista das Isolas Santo-Jacovo and the Ministry of Tourism, Sport and Culture Foreword As Minister of the Commonwealth for the portfolio of Sport, it is my pleasure to partner with the Fèderacione Futballista das Isolas Santo-Jacovo (Football Federation of the Saint James Islands) to present a bid by the Saint James Islands for the honour of hosting the inaugural Spartacus Cup. We hope that our bid is given all due consideration as the hosts for this tournament is to be chosen. We at the Ministry of Tourism, Sport and Culture would like to wish the best of luck to all bidding associations and all competitors in this competition. (signed) Sen. Flannery Clarkson Minister of Tourism, Sport and Culture Venues The Fèderacione Futballista das Isolas Santo-Jacovo (hereinafter "FFISJ") is able to ensure the availability of sixteen suitable stadia across the Commonwealth for the tournament. Each stadium can seat at least 35,000 spectators, with the Arena la Rouge in Philibiscostal, Securu able to seat 79,000. Each of the proposed stadia plays host to one of the 160 clubs of professional Saint Jamesian football; seven of these sixteen stadia host members of the Lega Prèmiere, the top tier of Saint Jamesian football. If the bid of the FFISJ is successful, the exact number of venues to be used during the competition shall be determined by the FFISJ, taking into account the number of teams participating in the competition. A full list of available stadia and a map showing their locations in the Saint James Islands are below for reference: Available Stadia Transportation The Saint James Islands is served by a network of interprovincial motorways and ferries that ensure that all teams can move from one venue to another in a quick manner as needed. The North West, Omerica and East Meridian regions are all traversable by roadway, though ferries are available if teams prefer to use them. The Saint David region is less connected to the rest of the Commonwealth, requiring ferries to go from the Saint David region to the rest of the Commonwealth. Public transportation in the Saint James Islands is highly developed, with every major city possessing a metro or bus system of some kind. The fares for the intracity bus systems are rarely more than 20/- (℄1.25), while metro fares rarely exceed 50/- (℄3.12). The low cost will allow teams to move about the cities that they are playing in easily, quickly and inexpensively. Fares for intercity buses tend to run from to 250/- to 400/- (℄15.62 to ℄25.00), depending on distance, while ferries will run approximately 100/- (℄6.25) cheaper, though will not travel as far. However, the Ministry of Transport and Public Works are able to provide reimbursement for intercity travel costs incurred by teams as the travel between venues. Culture The World Assembly has repeatedly recognised the Saint James Islands as one of the most cultured nations in the world, with country proudly celebrating its long history of multiculturalism. The Commonwealth houses a unique mix of British, Romance and Oceanic cultures, while new immigrants to the Saint James Islands reflect a diversity of traditions. The Islander culture is said to value having a good time and the Saint Jamesian people are the first to call for a party. The gustatory tastes of Saint James Islanders are just as diverse as the Saint James Islanders themselves, with a restaurant to every kind of palate, all at affordable prices. Fish and chips shops and Chinese carry-out stores coexist next to pizzerias and sushi bars. Above all, Saint Jamesian cuisine, like its culture, pays high respect to simplicity and flavour, seeping through everything from ineoko, a salad dish of salmon, tomato, cucumber and onion often dubbed "the national dish", to East Asian noodles and European pastas. Financial Impact The games of the Spartacus Cup will have a negative short-term impact on the budgets of the FFISJ and the Commonwealth and provincial governments involved in the organisation of the tournament. However, long-term financial prospects after hosting the Cup would be highly beneficial to the economy of the Saint James Islands. Increased tourism opportunities and venue ticket sales would provide a boost to local economies in the Islands, while participating associations will see a rise in interest in association football, especially from nations where the sport is still developing or not as popular as other sports. During the Cup itself, the financial benefits to the budgets of the participating associations and the Commonwealth and provincial governments will be positive. Per written agreement with stadium owners, the participating associations are eligible to receive one-half of the revenues from the ticket sales for their games, to be split between the two associations playing said games. Additionally, Commonwealth and provincial governments will see revenues increase. The Cup is estimated to generate at least 100 million shillings (℄6.2 million) in Value-Added Tax (sales tax) revenue and a further 250 million shillings (℄15.6 million) in corporate tax revenue. Furthermore, transport between venues is estimated to generate at least 2 million shillings (℄125,000) in Carbon Emissions Tax, while providing a boost to the GDPs and GDPs per capita of the provinces hosting venues. Conclusion In summary, having the opportunity to host the inaugural edition of a competition of such a scope as the Spartacus Cup would have a significant positive impact on the local economy of the Saint James Islands while simultaneously conferring benefits to the competing associations. Such an opportunity would allow the Saint James Islands to raise its profile within the sporting and cultural worlds while providing a welcoming and hospitable venue for all players. The increased tourism and ticket revenues from this unique opportunity would confer great economic benefit to both private- and public-sector revenues. We thus hope that the Committee for the Spartacus Cup will come to a decision about the host of the inaugural edition in due time and that the Saint James Islands may be selected for this historic event. This would be nothing less than a promising event for the sporting reputation of the Saint James Islands and the region as a whole. (signed) Lucas Dunfermline President of the FFISJ |

![]() Bid of the Herrebrughsche Voetbalbond for the first Spartacus Cup, supported by the People's Commissariat for Culture of the Socialist People's Republic of Herrebrugh, Afdeling Sports Introduction: Herrebrugh has been a nation of football since its introduction in the late nineteenth century, with the first international match being the friendly match Herrebrugh-Netherland in Jozefstad in 1900, which ended in a 1-2. Herrebrugher football has gradually evolved and has recently especially taken an interest in the Netherlands style of the game. Herrebrugh's football infrastructure is perfectly up to date, and fitted with goal-line technology. General infrasctucture is good as well, with train-lines and airports connecting, and well-developed mass transit systems in, all major cities (including the cities partaking in this bid). Cities: The cities that would partake are Jozefstad, Vreedwyk, Madjasnja, Satjoes and Sjaksa. They have been picked because of them being the main cities of almost all peoples of Herrebrugh, along with the capital city, to signify Herrebrugh's diversity. The first game would be played in the Willemsstadion in Jozefstad, and thereafter each game in the next city (Vreedwyk, thereafter Madjasnja, thereafter Satjoes etc.) These cities are also well-developed, with plenty of hotels to accommodate attendees and good functioning mass transit systems. Stadiums: The Herrebrugher bid is based on using current infrastructure without unneeded spending. We have seen many countries around the world spend large amounts of money on accommodations which do not even benifit the entire people. We therefore, for the good of the people, believe that expanding the current (already modern) stadiums to possible increased demand is good enough. Language: The government of the Socialist People's Republic of Herrebrugh has repeatedly recognised the fact that the Herrebrugh is currently not very accommodating to English-language tourists. The People's Commissariat for Culture of the Socialist People's Republic of Herrebrugh therefore pledges to help them out by designing an application for mobile phones which enables them to contact a translator free-of-charge, and by handing out small booklets with basic Netherlands words and sentences. Public transportation: The public transportation system in Herrebrugh is fully up to the task, with trains and airplanes connecting the major cities, and fully functional mass transit systems being available. If this bid is to pass, the city governments will do their best to maximise public transport capacity to deal with the incoming stream of tourists. Furthermore, the national government has pledged to temporarily instate a system of free public transportation in the partaking cities. Cultural aspect: During the Spartacus Cup, to signify the importance of international solidarity within the socialist community, several socialist-themed festivals will run alongside the event, with free to attend conferences on the international workers' struggle and concerts containing music from Hanns Eisler, among others. Besides this, tourist offices will be opened to give the opportunity to learn about Herrebrugher history and do tours through the several cities. Conclusion: The Herrebrugher bid is to be not only a sign of international fraternalisation by means of sports, but also an important get-together for all peoples of the Democratic Socialist Assembly with an added educative purpose. It is to show to the world our unity in diversity. |

Herrebrugh, just note that the Saint James Islands would not spend bucketloads of shillings to build new stadia just for this competition. Small renovation projects, yes; new stadia, no. We're doing just fine with what we've got.
