Comrades, old and new: welcome to the newly-elected Tenth Cabinet of the DSA! First off, allow me to extend felicitations to you all on your successful elections! Yay! It was no cakewalk this time. Candidates competed with campaigns and platforms. I think that's a first, but if it isn't, it's gaining a lot more traction now that it's noticeable. So many were qualified, and just as many were attractive candidates, making it tough to decide! No worries, you are While the by-election is being held, take notice of the meeting format. It's divided into two parts - three if you count the discussion. The first is the Agenda, which are the everchanging objectives we hope to achieve. Depending on extenuating circumstances, these objectives can change or be given different priorities. Hopefully, it's because they've been completed. The second, Items for individual ministries, are your regular (if not daily) chores. They are predictable and never end. Take joys in the little accomplishments you make to stave off any boredom. Before you know it, your term will be over, so don't dilly-dally and be left with any regrets. If you feel you need orientation in either of these areas, please contact the previous ministers or myself. The next part is copied and pasted because I'm unoriginal and couldn't think of another way to word it: For all newcomers, the purpose of these meetings is to discuss issues facing the region as a whole and receive status updates from ministers on their duties in the region. I shall ask each of you to regularly (preferably at least once every week or two) update the Cabinet on the status of your ministries and share any concerns. I shall provide each ministry with a small list of items to address, though you need not discuss all of these at once as long as you get to each of them eventually. I officially open the 0th Cabinet Meeting of the 10th Cabinet. Yes, 0th. It's preliminary. ---Agenda--- Familiarize yourselves with your positions and get settled. Preferably in your office in the specific sub-forums. Decorate your desks and organize your file-cabinets. Nothing more for today. Wouldn't want to overload you on your first days. Baby steps. Class dismissed! ---Items for individual ministries--- Secretary General (SG): 1. Make sure everything is updated (Amendments, Charter nations, etc.). 2. Organise an evaluation of the Ninth Cabinet. 3. Appoint an advisor, if desired. Minister of Foreign Affairs (MFA): 1. Make embassy recommendations to P/WAD. 2. Try to find new regions to potentially establish embassies with. 3. Monitor ambassadors for potential inactivity. 4. Appoint an advisor, if desired. Minister of Justice (MoJ): 1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance. 2. Make recommendations to P/WAD for nations to eject, if any. 3. Familiarize yourself with the Charter. Minister of Immigration/Regional Promotion (MIRP): 1. Make sure the auto-telegram system is transferred and working properly. 2. Review and revise recruitment telegram draft. 3. Keep your eyes peeled for interregional events. 4. Experiment: find out what works and what doesn't. Perhaps a survey could tell us why people chose our region. Minister of Domestic Affairs (MDA): 1. Come up with new debate ideas. 2. Try to come up with a new contest or game. 3. Try to update all the information in the NS Wiki. (I am speaking of course of the new NSWiki.org created by Afforess. Contact TSJI for info on how they managed it.) --There should not be too much to change, aside from population and proofreading. 4. Update the DSA Capitol factbook. 5. Appoint an advisor, if desired. Minister of Role Play (MoRP): 1. Verify all nations on map are: --Existing --Reside in the region (domestic puppets okay, too) 2. Keep the map current and updated. 3. Encourage new roleplays in the Gymnasia. |

You have presumed correctly. I'll be making some updates to the Factbook as well, given that some of the information is outdated, but you need not worry about it.

Comrades, I'm glad to receive this opportunity to work with you here. I believe there is one important task that should be made a part of our Cabinet's agenda. Current Cabinet elections demonstrated that it is technically impossible for us to properly use the instant-runoff voting procedure that is described in the Article III, Section I, Subsection I, Clause III of the Charter. If we want to hold the next Cabinet elections in full accordance with the Charter it is extremely important to reach some consensus on regional level about the nature of new electoral procedure, develop the proposal for amending this part of the Charter, and hold the referendum for passing this amendment before the beginning of the next Cabinet elections. And we should keep in mind that the process of amending the Charter is quite lengthy. I'm now learning about the details of the job of MoJ from Comrade Gervase. After that I will begin to execute my everyday duties. I will try to use NationStates the Scoop tool for finding the nations that don't fulfill Charter requirements for Residents. I also almost finished copying the text of the Charter into my Factbook. Now I only need to add the history of passed amendments. In the process I noticed that the text of the Charter still have some mistakes in the numeration of Clauses. Maybe at some point in the future I will track down all small technical mistakes and inconsistencies in the Charter and write a proposal for amending them, but first I want to be sure that I will be able to adequately perform my everyday duties. |

Well, my administrative duties are, for the most part, clear. The Capital (has anyone noticed that we used the wrong word for that?) Factbook has been given a much needed update and cleansing and is ready for your lookover and derision. Plus the Congressional and Cabinet rolls are up-to-date with all the information I currently have. All I'm waiting on is the identities of our current ambassadors and it will be fully complete. I will also be in contact with our three currently suspended Congress members soon to confirm their details and inform them of the new Sec Gen overseeing their probation. A quick request for Cabinet members: Please be sure to telegram or PM me when you appoint any Cabinet aides or assistants so that I can update their roll. This will be especially important if they need any special privileges on the forum! |

I would like to know how telegramming within our own region works for us (Who can and under what circumstances is it appropriate). I have created a little poll - the "Regional Participation Improvement Poll" to see potential ways to improve regional activity and what features residents would like. I will be posting the link in the RMB - perhaps It could be linked in the "Major Business" of the forum??? I have also included references to the design of the forums to see what people think of it and perhaps more suggestions for simplification. On the MoRP thing, My candidate is Jotunland, however, I do believe a cabinet vote is the best answer. On my job, AutoTelegram has been on and off. Bugs and all. The poll has revealed most people find our region by searching. Yup. |

In regards to the MoRP situation - Do we have a more up to date map than the one linked??? (2013-15-02 +BiblosiaCorbaliaIbericaeRusskyi -ArahuCrito13EuropaeaPaysdePaixRegion11Teryiaki-BarbecueChickenWingsUnitedLowCountries.png) I remember Corujea posted this: "whoa whoa whoa, I'm so late! but, thanks to comrade New Andureo (one of the ancient map-makers of the DSA) we will have a bigger map! Anyway, since I'm so late, I will be updating with all requests pointed until the last one from Tauride - I'll just check if there are no overlaps." (I'm no good at paraphrasing!) on the 15th of march. Because of this I'm wondering if there is an improved map floating around in a hard drive that could be used by the new MoRP (There are so many requests after the current map was posted - some extremely detailed, too. That it is such a massive job to sort out what needs to be done to get the map up to date). |

In a recent telegram, New Andureo explained that he had an expanded map ready, but was waiting on Corujea. For Corujea is apparently the only one with access to the map database, and New Andureo can't do anything without the password. When I asked if he could host it separately in the meantime, he said it would be extremely difficult and tried to show me something about his map, but I don't know much about graphics. Meanwhile, about this whole election runoff... I'm afraid there are too many conflicting opinions and voices, and that we are just aggravating the confusion. It's partly my fault for not taking it more seriously from the beginning. So far we have the poll put forth by myself, the vote put forth by TSJI, the vote put forth by Sarcophilus, the objection from Riasy, and the ongoing debate about which polling system and softwares are better. I have missed some communication from last night, so I don't know if there was an agreed-upon method, or any discarded ones. So let us try to coordinate and regroup. I am aware that election and runoff ties have been a recurring dilemma throughout our history. With the adoption of alternative voting methods and an increasing popularity in campaign platforms, we have made good progress towards a fair and educated democracy. Although, it is regrettable that if a popular vote cannot decide a victor, we must find a viable way to do so. |

I currently have no idea how to provide for a tiebreaker without another vote. At least a fair way to break it. Part of the problem is that the procedures for elections are laid out in the Charter in too much detail. This really ought to be something we can alter with some speed as the kinks in the system are discovered. The Charter should most certainly set out guidelines, but the implementation ought to be through some act or resolution of Congress. |
