To my comrades of the Ninth Cabinet of the DSA, greetings!

I wish to congratulate all of you on being elected or reelected your respective posts in the Cabinet and look forward to working with all of you during this term. Below you will find the issues that I would like the Cabinet to discuss and commit to as its shared agenda. However, all of you are free and encouraged to provide any feedback, ideas and initiatives you would like the Cabinet to pursue over the coming weeks.

For all newcomers, the purpose of these meetings is to discuss issues facing the region as a whole and receive status updates from ministers on their duties in the region. I shall ask each of you to regularly (preferably at least once every week or two) update the Cabinet on the status of your ministries and share any concerns. I shall provide each ministry with a small list of items to address, though you need not discuss all of these at once as long as you get to each of them eventually.

With that being said and without further delay, I declare open this meeting of the Ninth Cabinet.

---Agenda---

1. Review jobs offered in the 'Help Wanted' subforum
If you want an assistant for your ministry, post the job in the subforum.

2. Munificent Interregional Alliance (Continuation of IRALL)
The Alliance treaty is currently in the drafting stage on the NS forums. Our responsibility is to draw up the government section of the treaty. Once the entire treaty is completed, it will need to be put up for a congressional vote.

3. The World Assembly
I would like to see us acting as a more unified force on World Assembly affairs. This may include the Ministry of World Assembly Affairs, proposed by United Federation of Canada/Chester Pearson, last term or something of that nature. Ideas on this front are more than welcome

4. Interregional Diplomacy
I would again like to see the establishment of new embassies if possible. I would also like to see regular communication with and from our current embassy regions, whose ties we will be strengthening with the Alliance treaty.

5. Congressional Action
Now that we have a formal legislative process set up, I would like to get the ball rolling on proper legislation. One of the ideas brought up during the election was have Congress formally question the Cabinet. Other suggestions are welcome.

6. DSA Role Play Convention
In cooperation with the Minister of Role Play, I would like to see a second round of the DSA Role Play Convention to outline details on the new common currency, a Bank of the DSA, a miniature WA for the DSA and establishing our roleplay history.

7. Reorganising the Forum
To complement new activity in the Court and possible new activity in the Congress, I would like to see the Secretary General and I reorganise the forums under the guidance and recommendations of DSAers.

---Items for individual ministries---

Secretary General (SG):
1. Make sure everything is updated (Amendments, Charter nations, etc.).
2. Organise an evaluation of the Eighth Cabinet.
3. Appoint an advisor, if desired.
4. Contact the Scientific States to familiarise yourself with the position.

Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD.
2. Try to find new regions to potentially establish embassies with.
3. Monitor ambassadors for potential inactivity.
4. Appoint an advisor, if desired.

Minister of Justice (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance.
2. Make recommendations to P/WAD for nations to eject, if any.

Minister of Immigration/Regional Promotion (MIRP):
1. Make sure the auto-telegram system is transferred and working properly.
2. Review and revise recruitment telegram draft.
3. Contact the Suceavija to familiarise yourself with the position.

Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game.
3. Try to update all the information in the NS Wiki. (This will be problematic, given that NSWiki is "down for maintenance".)
--There should not be too much to change. Mainly population and a few other minor details.
4. Update the DSA Capitol factbook.
5. Appoint an advisor, if desired.
6. Contact Lemur Isles to familiarise yourself with the position.

Minister of Role Play (MoRP):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Keep the map current and updated.
3. Encourage new roleplays in the Gymnasia.

I don't want to seem pushy, but AVB is going to CTE soon. A decision should be reached before that.
Justice is a cruel, cruel mistress, but the ejection has been accomplished. Gervase still needs to write the opinion though.

The cabinet evaluation has been closed for a few days now, and there wasn't really much constructive criticism. The only thing I think we can really get out of it is that everyone should do all of their ministerial duties. I wish people would be more vocal about any criticisms.

Yes I do. And I shall, as soon as Real Life ceases to rear its ugly head (probably tomorrow, possibly by Friday).

Well, if you truly wanted an opinion...

NOTE: this is more of my explanation on why nobody would criticize:

Honestly, I felt last cabinet was sort of... "Meh". Don't get me wrong, I feel that you guys did all your duties faithfully, but never tried to go above and beyond with them. But anyways, central gripes:

In reban of Fantasiana:

This might not be accurate completely...

Very simple. Why did it take so much time, space, and effort to tell one person that their comments were considered to be not relevant to the case?

Also, by the time we got to a court case, the majority of the arguing had already taken place in the RMB.

La Internationale:

Now, I really don't exactly know what happened, but once I finally sent my nations to support Misley, things got... Out of hand within the Internationale. Which forced me to leave. More confusion.

(Personal note: It was around here that I was banned from the WA due to an incident about emails and such...)

Voting for the Eight Cabinet:

Let's be honest. We had a lot of voting. TSS and Acromo leaving in the same cabinet era?

1. When we went into voting for the Minister of Foreign Affairs... In all honesty, it was absolutely confusing to me. I had no idea what my votes meant, and we also had the problem with people leaving mid vote, and people accusing Terlibe of confusing mis wording. (Note: It was confusing. Accept it.)

That's really all the problems I had, and now to why nobody posted:

A lot of these people are still in power. Smaller nations might be threatened to not to post criticism due to the nations they are criticizing having so much more power.

Also, for me, after I became a minister, I read the past Cabinet meetings, especially the last two. I soon found that you pretty much did what you could do, and thus changed my opinion.

I've been inactive for a while (sorry about that), so I have a lot to report on.

First off, I received this telegram from Kryftland a couple of days ago:

Kryftland

"Hey Terlibe,

I just thought I'd directly inform you about the following development: forum.nationstates.net/viewtopic.php?f=12&t=283742
It looks like for the moment it is a rather Leninist affair, but they seem to be pretty sincere about left unity, so I see no reason why our region couldn't get involved in the future. Needless to say I wholeheartedly support this move towards solidarity and cooperation through a democratic medium. So I was just hoping as MoFA you might check it out.

With kind regards,

Kryftland"

I responded with:

Terlibe

"It is definitely an interesting idea. Are you sure those regions would be accepting of us? As you may know, we aren't always well liked by far-left regions."

And he responded back with:

Kryftland

I telegrammedUnited Marxist Nations on the matter, and they replied as follows:

"You would probably be received; however, it would probably have to wait until the actual region has been formed, as it's still very much in the preliminary stages."

This is a far from definite response, however I think this is something we should begin considering/discussing as a region.

I'd like to hear your responses on this.

Also, Unibot again tried to plant the seed of a DSA-UDL Treaty in this TG:

Unibot

Hello Terlibe!

With relations stabilizing somewhat with The Internationale, I'm curious whether the DSA would be more open to the idea of a treaty with the UDL now. It's been a while since we last approached.

I responded with:

Terlibe

Ahh Uni, it's been too long!

Indeed DSA-TI relations have improved to a state of "non-argument," I would hardly say they ever have or ever will stabilize. My point is that the TI is not the reason we have not created a treaty with the UDL. There has not been a treaty because the DSA would like to maintain it's neutrality when it comes to raiding and defending.

They only treaty that I would deem possible (and maybe not even likely), would be a treaty that simply states that the UDL will come to the defense to the DSA in the event of an attack. The DSA giving the UDL any formal freedom to operate inside it's borders would never pass through our Congress, and would violate our neutrality.

I realize how much you want a treaty with us, and we all respect you personally as well as the UDL as an organization, but we simply do not want to be guilty by association. I hope you understand that.

Now, I'll be awaiting your response, and if I know you, I am sure you won't hesitate to disprove every point I've made in this telegram. ;P

And the persistent bugger sent this:

Unibot

A defense treaty would be fine so long as the language of the treaty is fairly friendly and warm towards the UDL. We're looking to make friends in the Left sphere, that's our main goal here.

I would also like your thoughts

And one more thing, Transalpine Republics resigned from their Ambassadorial position, and the other two ambassadors have been inactive recently, so I am thinking about how to move forward.

Now my fingers are tired...

Okay, thanks for the update, Terlibe! ^_^ If anyone has an assistant they've hired or fired, make sure to tell me so that I can keep our roster up to date.

I'll try to have some actual amendments to discuss up sometime tomorrow and actually get to updating the Featured Five (I'm probably going to move that to Monday on a regular basis, given that it's easy to remember when Monday is.) tomorrow (or today, depending on how pedantic you want to get). Not like I'm going anywhere while sick... :-/

Regarding the UDL, I told Unibot back during one of my terms that forming an alliance would be against our neutral policy, but it seems he really wants this to happen. I still think that this kind of an alliance would be against our regional policy, even though everything has died down with TI.

Regarding the Pan-communist alliance, I think this is an interesting idea, especially taking into account how some other leftist view our region, but I think that the DSA does not completely fit the alliance. Just like Krytfland mentioned, all of the regions that offered to join were purely communist, marxist, leninist, and so on. As far as I know, our allies aren't joining, and there aren't too many socialist regions there as it is.

Thanks for the input. I think this is often a trend in this cabinet aside from a few exceptions. Especially in the current cabinet, I have simply been doing my tasks without doing much outside of that or even being as active on the RMB anymore. However, I don't necessarily see that as a bad thing because the ministries were created specifically to just run the region and forum, even though going above and beyond does help in a number of different ways.
