To my comrades of the Ninth Cabinet of the DSA, greetings!

I wish to congratulate all of you on being elected or reelected your respective posts in the Cabinet and look forward to working with all of you during this term. Below you will find the issues that I would like the Cabinet to discuss and commit to as its shared agenda. However, all of you are free and encouraged to provide any feedback, ideas and initiatives you would like the Cabinet to pursue over the coming weeks.

For all newcomers, the purpose of these meetings is to discuss issues facing the region as a whole and receive status updates from ministers on their duties in the region. I shall ask each of you to regularly (preferably at least once every week or two) update the Cabinet on the status of your ministries and share any concerns. I shall provide each ministry with a small list of items to address, though you need not discuss all of these at once as long as you get to each of them eventually.

With that being said and without further delay, I declare open this meeting of the Ninth Cabinet.

---Agenda---

1. Review jobs offered in the 'Help Wanted' subforum
If you want an assistant for your ministry, post the job in the subforum.

2. Munificent Interregional Alliance (Continuation of IRALL)
The Alliance treaty is currently in the drafting stage on the NS forums. Our responsibility is to draw up the government section of the treaty. Once the entire treaty is completed, it will need to be put up for a congressional vote.

3. The World Assembly
I would like to see us acting as a more unified force on World Assembly affairs. This may include the Ministry of World Assembly Affairs, proposed by United Federation of Canada/Chester Pearson, last term or something of that nature. Ideas on this front are more than welcome

4. Interregional Diplomacy
I would again like to see the establishment of new embassies if possible. I would also like to see regular communication with and from our current embassy regions, whose ties we will be strengthening with the Alliance treaty.

5. Congressional Action
Now that we have a formal legislative process set up, I would like to get the ball rolling on proper legislation. One of the ideas brought up during the election was have Congress formally question the Cabinet. Other suggestions are welcome.

6. DSA Role Play Convention
In cooperation with the Minister of Role Play, I would like to see a second round of the DSA Role Play Convention to outline details on the new common currency, a Bank of the DSA, a miniature WA for the DSA and establishing our roleplay history.

7. Reorganising the Forum
To complement new activity in the Court and possible new activity in the Congress, I would like to see the Secretary General and I reorganise the forums under the guidance and recommendations of DSAers.

---Items for individual ministries---

Secretary General (SG):
1. Make sure everything is updated (Amendments, Charter nations, etc.).
2. Organise an evaluation of the Eighth Cabinet.
3. Appoint an advisor, if desired.
4. Contact the Scientific States to familiarise yourself with the position.


Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD.
2. Try to find new regions to potentially establish embassies with.
3. Monitor ambassadors for potential inactivity.
4. Appoint an advisor, if desired.

Minister of Justice (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance.
2. Make recommendations to P/WAD for nations to eject, if any.

Minister of Immigration/Regional Promotion (MIRP):
1. Make sure the auto-telegram system is transferred and working properly.
2. Review and revise recruitment telegram draft.
3. Contact the Suceavija to familiarise yourself with the position.


Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game.
3. Try to update all the information in the NS Wiki. (This will be problematic, given that NSWiki is "down for maintenance".)
--There should not be too much to change. Mainly population and a few other minor details.
4. Update the DSA Capitol factbook.
5. Appoint an advisor, if desired.
6. Contact Lemur Isles to familiarise yourself with the position.


Minister of Role Play (MoRP):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Keep the map current and updated.
3. Encourage new roleplays in the Gymnasia.

Let's just say that I'm not in any way defending the stylistic choices of Hat, but yes, it's a tad ridiculous.

EDIT: Looking for a little informal interpretation here, but would the military alliance be legal by the Charter. We do have this provision:
Article I, Section I, Clause VIII
 
The DSA’s foreign policy is based upon a position of presumed neutrality. The DSA reserves the use of its regional defensive capabilities exclusively for the security of itself and its allies. The DSA shall only seek to influence events, activities, and individuals abroad via formal diplomacy based upon the Regional Principles.

Given that we would be bound by treaty to the other members of the alliance, we could formally recognise them as allies, could we not?
In that case, we should decide on a universal format that is clear and works for everybody. The UN resolution format is definitely not clear and universally agreed upon, even though Hat my prefer it stylistically.

Regarding the military alliance, I always considered the idea of neutrality as neutral in terms of raiding, but I think that recognizing our embassy regions as our allies would eliminate any potential legal problems with the alliance in the future. The alliance will only really act defensively anyway, so it would be perfectly legal.

I really have no jurisdiction on the whole defender region thing, but I just have one gripe...

I've always defined neutrality as the IRL definition, The state or policy of being neutral, especially nonparticipation in war. If we come into the aid of an ally being raided, that would technically completely negate the idea of neutrality, wouldn't it?

Again, I really don't know much about this situation, so don't take my words too seriously.

I need some help. Reluctantly, I've reached the conclusion that I just can't handle all the duties of my job alone. Working night shifts is very tiering and I just don't have time to do everything, especially since I have RL stuff to do as well. Back in my first term I was only employed for the first week or two of my term, so I had plenty of time to devote to the DSA.

To free up some time I've come to the conclusion that I need to delegate some duties and the most time consuming one is The Daily Spam, since it takes at least an hour to write it. I didn't really want relinquish control of it since I was hoping to use it as an educational tool, but it would seem I have no real choice. So, what I need to ask here is what sort of options do I have under the current version of the Charter in terms of assistants? I don't have the time to read through it myself.

You can either appoint an assistant that you can delegate whatever task you want to, or you could pass legislation that would create a department for the daily spam, where a specific director would control the daily spam from now on. Essentially, both options decrease your work load, but the first option is more temporary and will probably not last past your current term.

How are Department Directors chosen? I wouldn't necessarily want to make it a permanent thing since the next MDA might have the time to take on all the responsibilities and wouldn't really want to take that choice away from somebody.

Why not just appoint an assistant and leave it at that? It actually seems like a better solution than legislating for a new position, as it's

- Immediate (and it really sounds like you could use a break)
- Reversible, should you or another MDA choose to do it yourself again

I'd say they'd absolutely be considered our allies. The problem arises when the VF insists on creating a defender organization as a part of the alliance, which I think violates our neutral stance even if we don't actively participate. This is why I have been pushing that the VF and the UDLS create their own alliance with a separate treaty to defend around NS.

Kip, I see what you are saying.

We are neutral when it comes to raiding and defending, yes, but we will defend any ally that is raided. Just because we don't endorse defending, does not mean we will not defend ourselves, and I would the defense of an ally to be the defense of the DSA as well.
