To my comrades of the Ninth Cabinet of the DSA, greetings! I wish to congratulate all of you on being elected or reelected your respective posts in the Cabinet and look forward to working with all of you during this term. Below you will find the issues that I would like the Cabinet to discuss and commit to as its shared agenda. However, all of you are free and encouraged to provide any feedback, ideas and initiatives you would like the Cabinet to pursue over the coming weeks. For all newcomers, the purpose of these meetings is to discuss issues facing the region as a whole and receive status updates from ministers on their duties in the region. I shall ask each of you to regularly (preferably at least once every week or two) update the Cabinet on the status of your ministries and share any concerns. I shall provide each ministry with a small list of items to address, though you need not discuss all of these at once as long as you get to each of them eventually. With that being said and without further delay, I declare open this meeting of the Ninth Cabinet. ---Agenda--- 1. Review jobs offered in the 'Help Wanted' subforum If you want an assistant for your ministry, post the job in the subforum. 2. Munificent Interregional Alliance (Continuation of IRALL) The Alliance treaty is currently in the drafting stage on the NS forums. Our responsibility is to draw up the government section of the treaty. Once the entire treaty is completed, it will need to be put up for a congressional vote. 3. The World Assembly I would like to see us acting as a more unified force on World Assembly affairs. This may include the Ministry of World Assembly Affairs, proposed by United Federation of Canada/Chester Pearson, last term or something of that nature. Ideas on this front are more than welcome 4. Interregional Diplomacy I would again like to see the establishment of new embassies if possible. I would also like to see regular communication with and from our current embassy regions, whose ties we will be strengthening with the Alliance treaty. 5. Congressional Action Now that we have a formal legislative process set up, I would like to get the ball rolling on proper legislation. One of the ideas brought up during the election was have Congress formally question the Cabinet. Other suggestions are welcome. 6. DSA Role Play Convention In cooperation with the Minister of Role Play, I would like to see a second round of the DSA Role Play Convention to outline details on the new common currency, a Bank of the DSA, a miniature WA for the DSA and establishing our roleplay history. 7. Reorganising the Forum To complement new activity in the Court and possible new activity in the Congress, I would like to see the Secretary General and I reorganise the forums under the guidance and recommendations of DSAers. ---Items for individual ministries--- Secretary General (SG): 1. Make sure everything is updated (Amendments, Charter nations, etc.). 2. Organise an evaluation of the Eighth Cabinet. 4. Contact the Scientific States to familiarise yourself with the position. Minister of Foreign Affairs (MFA): 1. Make embassy recommendations to P/WAD. 2. Try to find new regions to potentially establish embassies with. 3. Monitor ambassadors for potential inactivity. 4. Appoint an advisor, if desired. Minister of Justice (MoJ): 1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance. 2. Make recommendations to P/WAD for nations to eject, if any. Minister of Immigration/Regional Promotion (MIRP): 2. Review and revise recruitment telegram draft. 3. Contact the Suceavija to familiarise yourself with the position. Minister of Domestic Affairs (MDA): 1. Come up with new debate ideas. 2. Try to come up with a new contest or game. 3. Try to update all the information in the NS Wiki. (This will be problematic, given that NSWiki is "down for maintenance".) --There should not be too much to change. Mainly population and a few other minor details. 5. Appoint an advisor, if desired. 6. Contact Lemur Isles to familiarise yourself with the position. Minister of Role Play (MoRP): 1. Verify all nations on map are: --Existing --Reside in the region (domestic puppets okay, too) 2. Keep the map current and updated. 3. Encourage new roleplays in the Gymnasia. I have a question that I thought I'd seek my fellow Cabinet members' advice on. Riasy, who as you know brought the current case at the Court against Animula Vagula Blandula, wants to move forward with the proceedings despite the fact that AVB hasn't logged on in 15 days and therefore hasn't had defended itself. My point of view has been that the Charter gives nations an absolute right to speak in their own defense before the Court, and while I could see moving forward if the nation were logging on and simply ignoring the proceedings, the fact that they haven't gotten on during the entire trial makes me wary of moving forward with what would essentially be a trial in absentia. I realize that the person behind AVB might well have other nations and is aware of what is going on, but I can't assume that, of course. As informal friends of the court, what say you, Cabinet members? And P.S. to TSJI: Honestly, I don't have any feeling about the military portion of the treaty at the moment. I was actually about to contact you about that as well. In my opinion, while every nation has the right to defend themselves in Court, they don't necessarily have the obligation to do so. AVB has chosen not to participate in the proceedings and has shown its disinterest by not even logging in. On top of that, if we just wait for them to respond (which is something that they have shown no sign of intending to do) and the nation CsTE before the end of the trial then they will essentially be evading justice on a technicality. And I think we can all agree that it is unjust for someone to defeat the spirit of the law by using the letter of the law. |

I agree with Grobladonia that AVB is not obligated to defend himself or herself. However, it would still be best to wait until AVB CsTE just to be sure that AVB is not going to log in any time soon. I honestly think it is unlikely that AVB is avoiding the trial deliberately, but I feel like giving him or her the benefit of the doubt for another 13 days is fair. I don't think that they are avoiding the trial either. They seem to not only not care about the trial, but about what happens to that nation in general. They basically just dumped it in the DSA, causing a huge argument on our RMB in the process and then abandoned the nation. And I can't help but disagree that letting them CTE is the best course. If that happens, in the case of a guilty verdict there would be now way to carry out a sentence. In that case they would be getting away with dragging us into the whole dispute between Cuba and NNC. It would be a symbolic victory for whomever is behind that nation and a sign that our justice system is ineffectual. At the same time, banjecting them in case of a guilty verdict would be a symbolic victory for our justice system, a reminder to all that they can't just come in here, cause trouble and get away with it. I don't have the time to read through the Charter on this subject, but if a case such as this is not covered then we need an urgent amendment to close this loophole. In other matters, what will happen regarding the Communist tag? The poll in the discussion thread shows a pretty good level of support for that tag. |

You bring up a good point. I was thinking that the banjection would essentially go into effect if the nation ever returns, but I guess going through with the trial now would be a victory for our justice system. |

I'd have to say that I agree completely with the points Grobs has brought up. If AVB is not going to defend themselves, Gervase should proceed with the trial such that justice may be properly carried out. While it might not be the optimal solution, justice ought to be done effectively and the DSA's name should be cleared in this incident. Also, Haltari, I think it's been sufficiently long enough to start the evaluation. I'd also like to have an evaluation of the current Cabinet at the midpoint of the term so that we can work on feedback in real time.

I think you bring up some good points, Grobladonia. We'll go ahead with the trial. The Charter provides defendant nations the right to have "the opportunity to respond," which I think has been adequately given over the course of the last two weeks. P.S. The first batch of Charter violators has been given their second and final TG as of a few hours ago. If they don't get back to me by midday tomorrow, I'll approve them for ejection.
