To my comrades of the Ninth Cabinet of the DSA, greetings!

I wish to congratulate all of you on being elected or reelected your respective posts in the Cabinet and look forward to working with all of you during this term. Below you will find the issues that I would like the Cabinet to discuss and commit to as its shared agenda. However, all of you are free and encouraged to provide any feedback, ideas and initiatives you would like the Cabinet to pursue over the coming weeks.

For all newcomers, the purpose of these meetings is to discuss issues facing the region as a whole and receive status updates from ministers on their duties in the region. I shall ask each of you to regularly (preferably at least once every week or two) update the Cabinet on the status of your ministries and share any concerns. I shall provide each ministry with a small list of items to address, though you need not discuss all of these at once as long as you get to each of them eventually.

With that being said and without further delay, I declare open this meeting of the Ninth Cabinet.

---Agenda---

1. Review jobs offered in the 'Help Wanted' subforum
If you want an assistant for your ministry, post the job in the subforum.

2. Munificent Interregional Alliance (Continuation of IRALL)
The Alliance treaty is currently in the drafting stage on the NS forums. Our responsibility is to draw up the government section of the treaty. Once the entire treaty is completed, it will need to be put up for a congressional vote.

3. The World Assembly
I would like to see us acting as a more unified force on World Assembly affairs. This may include the Ministry of World Assembly Affairs, proposed by United Federation of Canada/Chester Pearson, last term or something of that nature. Ideas on this front are more than welcome

4. Interregional Diplomacy
I would again like to see the establishment of new embassies if possible. I would also like to see regular communication with and from our current embassy regions, whose ties we will be strengthening with the Alliance treaty.

5. Congressional Action
Now that we have a formal legislative process set up, I would like to get the ball rolling on proper legislation. One of the ideas brought up during the election was have Congress formally question the Cabinet. Other suggestions are welcome.

6. DSA Role Play Convention
In cooperation with the Minister of Role Play, I would like to see a second round of the DSA Role Play Convention to outline details on the new common currency, a Bank of the DSA, a miniature WA for the DSA and establishing our roleplay history.

7. Reorganising the Forum
To complement new activity in the Court and possible new activity in the Congress, I would like to see the Secretary General and I reorganise the forums under the guidance and recommendations of DSAers.

---Items for individual ministries---

Secretary General (SG):
1. Make sure everything is updated (Amendments, Charter nations, etc.).
2. Organise an evaluation of the Eighth Cabinet.
3. Appoint an advisor, if desired.
4. Contact the Scientific States to familiarise yourself with the position.


Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD.
2. Try to find new regions to potentially establish embassies with.
3. Monitor ambassadors for potential inactivity.
4. Appoint an advisor, if desired.

Minister of Justice (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance.
2. Make recommendations to P/WAD for nations to eject, if any.

Minister of Immigration/Regional Promotion (MIRP):
1. Make sure the auto-telegram system is transferred and working properly.
2. Review and revise recruitment telegram draft.
3. Contact the Suceavija to familiarise yourself with the position.


Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game.
3. Try to update all the information in the NS Wiki. (This will be problematic, given that NSWiki is "down for maintenance".)
--There should not be too much to change. Mainly population and a few other minor details.
4. Update the DSA Capitol factbook.
5. Appoint an advisor, if desired.
6. Contact Lemur Isles to familiarise yourself with the position.


Minister of Role Play (MoRP):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Keep the map current and updated.
3. Encourage new roleplays in the Gymnasia.

Forum activity is down significantly and I'm not sure I can identify the cause, but I have a suspicion. This happens to be about the same tine as last year when activity had a sudden drop and I was wondering: are people having to deal with exams or stuff like that at the moment? I'm not sure when these happen elsewhere in the world.

I'll try and organize a scavenger hunt in order to try and boost activity around here. It may take me about two weeks however.
I have midterms in about two weeks, but I don't think February and March is particularly exam filled.

Yeah, I'd assume so. This time is always the time that classes begin to 'get serious', and begin just the hardest content of the year. This is also the time that they begin standardized testing. I know I have PSSA's (Pennsylvania System of School Assessment) and the Keystones (a test for certain topics needed to graduate) are coming up.

For people with jobs, however, adults, really, I'd assume this is the time to worry about finances and taxes... But I dunno. I'm a freakin high school student.

But anyways, a good scavenger hunt will hopefully work. We just need to publicize it. A lot.

A closer partnership with the SLU would be great. I'm all for making more use of our embassies. The question becomes, What sorts of events do we want to do together?

And speaking for myself, it's been a very busy couple of weeks at work as we've got a conference today and tomorrow. So that's my excuse.

I've come up with an idea to split up the embassy requirements into tiers of importance (Tier 1 being the most important). This way, I can make the "30%" requirement a suggestion, but the most important one. That way we aren't bound by it, but it is something that we should really look for. I think this will be a good compromise resulting from that poll a while back which asked whether or not the "30%" requirement should be made into a suggestion or not. It was tied, which didn't make my job any easier... :P

It was tied, which didn't make my job any easier... :P
This system would work. I think that realistically we should only create an embassy with a region that has more than 30% if it is ideal in every other way.

I haven't an issue with this, either. I'd obviously announce it on the RMB and gauge everyone's opinions on it first, but do go for it!

I won't be submitting my official resignation until tomorrow around the same time. This is just a 24h heads-up so you can have time to find someone to replace me in the interim.

If the Charter still permits this I recommend that no by-election be held. By the time it is over the nominations for the 10th Cabinet will probably begin.

Today there will be no Daily Spam, like the previous days. Having not found anyone to help me with it I find that it is just impossible to deal with both RL issues and my duties here. I won't be submitting my official resignation until tomorrow around the same time. This is just a 24h heads-up so you can have time to find someone to replace me in the interim.

But, I guess a report on how recruitment is going, the population is still stable at the 370 nations level. However, practically all three of our embassy regions have seen drops in their population, especially the Union of Democratic Leftist States.

The Auto Telegram program for me is spotty, and a bit badly programmed at that, it keeps on crashing while I'm at school, and I have a lot of studying to do, so Auto Telegrams might be down for a while.

Plans:

I have some ideas for increased recruitment;

1. Find a more reliable telegram system. I know NS++ has an auto telegram, but without regional controls, I'm not accessing it.

2. Redesign the recruiter program and get new recruiters. Ever since auto telegramming came, recruiters became obsolete. My idea is to send recruiters into feeder regions (The Pacifics, possibly some Refounded regions, possibly the Rejected Realms) and have them recruit on their RMB.

3. Use the NationStates forum. The Versutian Federation gained any users from the forums, why can't we? I think possibly opening up a 'ask us anything' or recruitment thread would help on the forums

We're sorry indeed to lose you, Grobladonia, but you have to take care of yourself. You've done excellent work and I hope you get a chance to play a role in regional government again when time allows. Good luck with your RL obligations.
