Given recent events and fresh ideas from our fellow region members, I believe a new place to discuss them would be appropriate. I will hope that a Cabinet meeting for every 25 days will remain feasible, though its return is just an experiment for right now. I shall still ask each of you to regularly update the Cabinet on the status of your ministries and share any concerns. I have again proposed an agenda to carry over from the previous meeting and provided each ministry with a small list of items to address, though again you need not discuss all of these at once as long as you get to each of them eventually.

Therefore, I declare open the second meeting of the Eighth Cabinet.

---Agenda---

1. Region Tags
This had come up during my term as MoC, but little was ever done on this. I would like to get the Cabinet's and possibly Congress's opinion on this and edit them appropriately.


2. Leftist Alliance (Continuation of IRALL)
The discussion resumed and stagnated on the NS forum. This would essentially be an alliance of leftist regions in the same vein as IRALL.

3. International and Embassy Expansion
I would still like to see us expand our links further, see a couple more embassies established and encourage more nations, especially active ones, to serve as ambassadors.

4. Forum Activity
Of particular concern to me is the lack of activity amongst the Congress outside of elections and a relatively slow forum in general. I would like to get some resolutions and laws passed through Congress to start the ball rolling, have the MoRP encourage more role plays in the Gymnasia and see the MDA do the same in the Great Debate Hall.

5. NS World Fair
The People's Socialism is currently in discussions with the South Pacific on the DSA's role in the World Fair. Our region may want to start getting its presentation ready.

6. DSA-TI Relations
Given the continuing military zone in force in the Internationale and the continuing evacuation of non-WA nations, I would like the Cabinet to determine a future for the as of yet unofficial and limited DSA involvement in the situation.


7. Proposals from region-mates
Commendation of Haltari for service as P/WAD and MIRP
Fifth Cabinet entry in Capitol Factbook (proposed by Grobladonia, in progress)
Ministry of World Assembly Affairs (proposed by United Federation of Canada)

Secretary General (SG):
1. Make sure everything is updated (Amendments, Charter nations, etc.).
2. Organise an evaluation of the Eighth Cabinet before the end of the term.
3. Appoint an advisor, if desired.

Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD.
2. Try to find new regions to potentially establish embassies with.
3. Monitor ambassadors for potential inactivity.

Minister of Justice (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance.
2. Make recommendations to P/WAD for nations to eject, if any.

Minister of Immigration/Regional Promotion (MIRP):
1. Keep tabs on the auto-telegram system and make sure its working properly.
2. Continue negotiations and discussions on the NS World Fair.


incoming Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game.
3. Update the DSA Capitol factbook.
4. Appoint an advisor, if desired.
5. Contact Suceavija or Arahu to familiarise yourself with the position.

Minister of Role Play (MoRP):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Keep the map current and updated.
3. Encourage new roleplays in the Gymnasia.
4. Appoint a chair for the DSA currency discussion.

In re UDL: I think you have a point, Suc. I won't pester Uni about it, though. (He and I really haven't had much in the way of contact with each other, especially given that our NS fortes don't overlap.)

Sounds good. He seems to be good about dropping the matter if you don't bring it up. I've never made a big deal of my suspicions with him because he's pretty cool about it; and if Opalaland ever C'sTE, we would need to be in Uni's/UDL's good graces as a matter of regional security at that point.

In re MIRP report: I've been kind of frustrated that the datasheet hasn't been updated every Saturday. As NSHistory would tell you, the DSA has had some wild population swings since the last proper update. Other than that, I'm happy to hear that things are running smoothly.

I do apologize for any frustration I have caused. I will certainly get our population sheet updated with as much data as I can get for this Saturday, as requested.

In re Factbook Code thread: I can move that to the Help Desk if you think it's appropriate. :unsure:

I think that would be good. The only reason I brought it up was because Kiptoke was asking me to share my personal factbook code and I found it a bit difficult to find the thread in order to pass it along to him since the current location wasn't intuitive to me. It seemed like more of a technical thing than anything else since it's dealing with the code itself rather than the content. Not a big deal, though, either way. There is also another thread in the RP subforum called Factbook Creation. I think combining the content from this thread with the post created by Lemur Isles so that everything is in one thread would make it easier for people to find.

In re Elections: If I'm not mistaken, the nominations start on Saturday. I'll ask Haltari if they still want to pursue the amendments and we can see if we clean up a few things over the next week. Meanwhile, I think the regional currency would be better if it was disconnected from the Congress, since not all nations (TSJI included) would want to adopt the common currency.

Currency: That makes sense.
Elections: Just a heads up for everyone - I won't have the time to devote to a ministerial role in an effective way this coming term; so I won't be running for any position or accepting any nomination. I should be able to serve the Cabinet as needed behind the scenes in a limited capacity, if desired.

The SLU has offered TI an official position on the declaration and treaty proposal.

"Hi, this is Kanoria, minister of Foreign Affairs for the Social Liberal Union. We have now discussed all that the Internationale set forth in the DECLARATIO GRATIAE SOLIDARIETATISQUE, which we were greatly heartened to have received.
The future steps proposed to strengthen ties, are however, a difficult set for our region. Obviously we are aware of what has transpired between ti, and the Democratic Socialist Assembly, and of the nature some of your other allies, who we view with suspicion. That being said, we are eager to engage in a limited diplomatic exchange. Specifically, we would like to send an official observer to your region to report to us on the development of your charter, and on the current political situation in the Internationale, this would be a temporary measure, as we do not, at this time, feel able to accept an embassy, though we feel we may be in the near future.
Regarding the Leftist Interregional Council, depending upon the nature of such a thing, the SLU may be willing to participate, but it would be secondary in our priorities to the one being set up between ourselves, the DSA, the UDLS, and the VF.
We are, as I say grateful for the recognition given to us by the Internationale, and for the diplomatic overtures made.
Please let me know regarding the observer.

@ Terlibe: The SLU is definitely playing with fire; but they don't have the same history with TI that we have. This surprises me because of the large numbers of UDL members in the ranks of the SLU. Historically, in our case anyway, any affiliation with the UDL by even one member of a region (Bazlantis & to a lesser extent Unibot) has been grounds for TI to engage in a prolonged (three years and running...) campaign against it while viewing every innocent nation also residing there as collateral damage. I can only imagine that TI is unaware of this fact about the SLU or they wouldn't be so eager. Regardless, that's the SLU's mistake to make; we should keep out of it entirely, as they have with us. The SLU has apparently been paying attention to TI's behavior and have chosen to proceed hesitantly.

Is the LIC a new organization? What is its mission?

@ Corujean: I have no objections with appointing Herrebrugh for that. He's been very engaged and has put forth design ideas as well as keeping the discussion going. I think it's a smart move and an appointment he will hopefully choose to take on.

Since there were no objections, I talked to Herrebrugh and he accepted the role as the Chair of Common Currency talks.

His first duty will be the definition of the Currency name and format.

And now, a Request For Comments:

Since the Common Currency will not be compulsory, nor it is part of the game system, I want to take the liberty of creating the DSA Central Bank or something along these lines, which would be responsible for the maintenance of this currency.
My initial plan is to set it up as an institution with a cert degree of autonomy, but anyway under the responsibility and oversight of the MinRP.

I like it. If we are going to start a central bank, I was wondering if we'd like to also start a RP thing involving trade. I have been conjuring up some kind of scheme for a while. I basically wanted to have a socialist alternative to the WTO and the WA where we could come up with a mutual trade agreement among willing participants to promote fair trade, worker-owned businesses, safe working conditions, living wages, environmental protection, etc. In this respect it's more like having a WA just for our region that could expand beyond economics but at least start there. I thought it would be a good and fun way to both get people to think about these issues and also to be a form of restorative mental therapy after enduring the terrible legislation in the WA :P

If that sounds interesting to you, I'd be happy to help set it up during the next term. Perhaps we could merge the central bank with the regional economic policy.

Brilliant idea, Suceavija. It sounds like an RP version of the International Labor Organization, which has always inspired and fascinated me.

I like these ideas!

Suceavija, I believe the LIC is the organization TI proposed constructing between the regions that helped them. However, I know nothing about its intention. I'll see what I can find.

I like the idea mucho, Suceavija. :) I was kind of thinking of it having an RP element and being at arms length from the actual government. Given that the Congress and Cabinet deal in mostly gameplay matters, I think that separation would make our region more attractive to roleplayers.
