Greetings, comrades of the Seventh Cabinet of the DSA!

Congratulations on being elected or reelected to your respective Cabinet positions and I look forward to working with all of you in this new cabinet. The issues below are what the cabinet will be deliberating on, and like in previous cabinets, these recommendations are simply what I would like the 7th Cabinet to discuss as its shared agenda. All of you are free to provide any feedback, ideas, or additional issues that you believe should be discussed by our cabinet.

For all new cabinet members, this meeting is designed to be a discussion of our region's issues as a whole and the various initiatives concerning each individual Cabinet member. Therefore, I recommend that all of you participate in this meeting at least once per meeting in order to keep the entire Cabinet informed of your various tasks, duties, and concerns. Each meeting, you will receive a small list of recommendations for your ministry to address, but you do not need to discuss all of your recommendations at once, as long as you get to each of them eventually. And with this statement, I officially open the 1st Cabinet Meeting of the 7th Cabinet.

1. Amendment #39: Total Revision of the Charter

2. Complete commendation for Grolsch

3. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum)

4. NS Cultural Expo
I have not heard from the main nation about this in quite some time, but this is still a possibility.

5. Leftist Alliance (Continuation of IRALL)
I think this discussion should start all over again, possibly on the NS forum, to try to create a large leftist alliance, like what was proposed with the IRALL treaty.

6. International and Embassy Expansion
After some recent incidents, I think it is important to look for some new regions and approaching them about diplomatic relations. We already have one embassy (UDLS) on the way, but I would like to find some other new embassies.

7. Automated Welcoming Telegrams

----------------------------------------------------------------------------------------------------------------------------------------------------------------------
Items for individual ministries to address:

Secretary General (SG):
1. Along with me, encourage maximum participation for the Charter Revision so that it gets done.
2. Make sure everything is updated (Amendments, Charter nations, etc.)
3. Once the Charter Revision is finished, start a voting process for both the revision and the commendation for Grolsch.
4. Appoint an advisor, if desired

Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD
2. Keep an eye on the UDLS. The embassy should be established soon.
3. Try to find new regions to potentially establish embassies with. Also, try to create some closer friendships and alliances with some of our existing embassies.
4. Appoint an advisor, if desired

Minister of Justice/Head of Supreme Court (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance
2. Make recommendations to P/WAD for nations to eject, if any
--I would like to eject as few nations as possible until Charter Amendment #39 is completed, but report all of the violators anyway.
--Last term, Ratateague and I would give extensions to improving nations in order to prevent ejections of nations that are trying to improve.
3. Contact Ratateague to familiarize yourself with the position

Minister of Immigration/Regional Promotion (MIRP):
1. Make sure the auto-telegram system is transferred and working properly.
2. Try to find more info about the NS Cultural Expo

Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game, although we already have a lot at the moment.
3. Update all the information in the NS Wiki.
--There should not be too much to change. Mainly population and a few other minor details.
4. Update all the information in the DSA Capitol
5. Appoint an advisor, if desired

Minister of Cartography (MoC): (or interim MoC)
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Add nations from map opt-in subforum who request placement on map
3. Essentially just keep the map current and updated
4. Contact The Saint James Islands to familiarize yourself with the position.

Really, the idea was more to please those in the CIL, but I understand your concerns. I was just throwing the idea out there.

I wasn't thinking so much about the CIL, but I see your thought process now. I still haven't a problem if you want to introduce that amendment.

I don't think I will, now that I think about it. I'm sure it won't prove anything.

As for the VF, I am interested in creating an offsite forum. Should I just go ahead and do it?

What's the plan for the offsite forum?

By the way, have we looked into relations with Union of Democratic Leftist States?

With an off-site embassy, our ambassador would have access to the forums. Also, we get our very own subforum where we would probably report on happenings here in the DSA. It's basically a forum embassy as well as an in-game one.

Also, an embassy with the UDLS has been in the works for probably about two months now. We have already voted on their treaty, and they are currently voting on it. I'm not sure when the voting ends, but I have a non-diplomatic puppet over there, and I obviously voted "for." I have no doubt the embassy will be passed.

I was told an embassy would have been built last week, but clearly that didn't happen. I'd expect one within the next couple of weeks.

Hm, okay. Does the VF not allow ambassadors access to their own forum? I'm just all for using existing forums where they exist for convenience's sake. Whatever works, though. Good news about the UDLS.

Also, I finally found the time to come up with my first list of Category violators. Here's the list: Violators. I'll be looking into ways to streamline the process of searching for violators, potentially using some new technology (as is my habit) if I can find something workable. I'd really like to work with the (interim) MDA to get as many of these nations up to speed as possible. I really, really want to minimize ejections and have been contemplating ways of making the auditing process more predictable, including doing ejections on a consistent day of the week and setting a weekly cap on nations ejected. I've also thought about creating a ranked list to ensure that we're ejecting the worst offenders first.

With the automated welcoming telegram, I think I'm just going to use the old one. The only issue is that usually we have 2 different welcoming telegrams: one for charter violators and one for non-violators.

@Terlibe I would open up a forum embassy as well. Many of the other embassies have one, and I think it would be useful to have one as well. Also,
still no luck with finding any ambassadors. I might just ask certain nations I know might be willing to do it like Ratateague and Suceavija.

@Gervase Thanks for posting those violators. The spreadsheet format is really nice, and I think it'll make the whole process a lot quicker. I like the various prevention ideas, but you will have to look in the current charter to find some loopholes with that.

I'm starting to lose hope in the IDU. They finally responded, but all I got was "Apply for an embassy off-site first, we have no policy on diplomatic relations without embassies." I'm paraphrasing.

Also, I am just going to use the non-charter violator welcoming telegram with some minor alterations:

Quote:

Hello and welcome to the Democratic Socialist Assembly comrade!

We are a friendly community of people dedicated to equality, solidarity, democracy as well as freedom of expression and we welcome all nations who share those ideals. We have a very active regional government and we are always happy to see a new nation get involved.

Now that you are here the first thing I recommend that you do is join our forum by copying and pasting this link in your browser: http://s1.zetaboards.com/DemocraticSocialist/index/ (sorry, hyperlinks don't work in telegrams :( ). The forum is the place where most of our activity takes place and at the top of the page you will find a list of the current major business in the DSA.

Once you are there you can also read out Charter (http://s1.zetaboards.com/DemocraticSocialist/topic/4976770/1) and consider opting in here (http://s1.zetaboards.com/DemocraticSocialist/topic/3308885/1/). While any nation within the DSA can participate in the debate on any issue, only Charter Nations can vote on legislation and elect or be elected to the Cabinet (elections take place once every 75 days). However, since we place such a high emphasis on equality, democracy, and freedom, in order to become a charter member, your Civil Rights (CR) and Political Freedoms (PF) have to be at least “Good,” and to remain in the region, you will have to have both of these at at least “Average.”

If you are a member of the World Assembly, please endorse the currently elected World Assembly Delegate [nation=short]Haltari[/nation] so that we can have a stronger voice when voting on resolutions. If you are not a member of the WA you may want to consider joining it in order to get the full experience of NationStates, but this is not mandatory and your standing in the DSA won't be affected if you don't join the WA.

Finally, If you're looking for help in building your nation, Comrade [nation=short]Ratateague[/nation] has created a FAQ with several useful links that will help you improve your Economy, Civil Right, political Freedoms or just simply help you understand the game in a more in-depth manner. This is the link: http://s1.zetaboards.com/DemocraticSocialist/topic/5052223/1/.

You can also find many of the links above on our World Factbook Entry and on the factbook of [nation=short]The Capitol of the DSA[/nation], along with other helpful info.

Thank you for choosing the DSA and I hope you enjoy your stay here :). If you have any questions feel free to contact any of the cabinet members via telegram or to ask on our Regional Message Board.

Sincerely,

[nation]Haltari[/nation]
President and World Assembly Delegate of the Democratic Socialist Assembly

P.S. If you are just here for a visit or if this is a puppet of a nation that is already part of the DSA then feel free to ignore this telegram.

It is essentially the regular welcoming telegram that has been used with 2 added sentences in the 3rd paragraph. Also, I am considering taking out the highlighted red area because it seems a bit selfish to ask someone to endorse me, at least from my perspective.

@Terlibe I think we should just drop it. If it takes them that long to respond, then there is no point in establishing an embassy.
