Greetings, comrades of the Seventh Cabinet of the DSA!

Congratulations on being elected or reelected to your respective Cabinet positions and I look forward to working with all of you in this new cabinet. The issues below are what the cabinet will be deliberating on, and like in previous cabinets, these recommendations are simply what I would like the 7th Cabinet to discuss as its shared agenda. All of you are free to provide any feedback, ideas, or additional issues that you believe should be discussed by our cabinet.

For all new cabinet members, this meeting is designed to be a discussion of our region's issues as a whole and the various initiatives concerning each individual Cabinet member. Therefore, I recommend that all of you participate in this meeting at least once per meeting in order to keep the entire Cabinet informed of your various tasks, duties, and concerns. Each meeting, you will receive a small list of recommendations for your ministry to address, but you do not need to discuss all of your recommendations at once, as long as you get to each of them eventually. And with this statement, I officially open the 1st Cabinet Meeting of the 7th Cabinet.

1. Amendment #39: Total Revision of the Charter

2. Complete commendation for Grolsch

3. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum)

4. NS Cultural Expo
I have not heard from the main nation about this in quite some time, but this is still a possibility.

5. Leftist Alliance (Continuation of IRALL)
I think this discussion should start all over again, possibly on the NS forum, to try to create a large leftist alliance, like what was proposed with the IRALL treaty.

6. International and Embassy Expansion
After some recent incidents, I think it is important to look for some new regions and approaching them about diplomatic relations. We already have one embassy (UDLS) on the way, but I would like to find some other new embassies.

7. Automated Welcoming Telegrams

----------------------------------------------------------------------------------------------------------------------------------------------------------------------
Items for individual ministries to address:

Secretary General (SG):
1. Along with me, encourage maximum participation for the Charter Revision so that it gets done.
2. Make sure everything is updated (Amendments, Charter nations, etc.)
3. Once the Charter Revision is finished, start a voting process for both the revision and the commendation for Grolsch.
4. Appoint an advisor, if desired

Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD
2. Keep an eye on the UDLS. The embassy should be established soon.
3. Try to find new regions to potentially establish embassies with. Also, try to create some closer friendships and alliances with some of our existing embassies.
4. Appoint an advisor, if desired

Minister of Justice/Head of Supreme Court (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance
2. Make recommendations to P/WAD for nations to eject, if any
--I would like to eject as few nations as possible until Charter Amendment #39 is completed, but report all of the violators anyway.
--Last term, Ratateague and I would give extensions to improving nations in order to prevent ejections of nations that are trying to improve.
3. Contact Ratateague to familiarize yourself with the position

Minister of Immigration/Regional Promotion (MIRP):
1. Make sure the auto-telegram system is transferred and working properly.
2. Try to find more info about the NS Cultural Expo

Minister of Domestic Affairs (MDA):
1. Come up with new debate ideas.
2. Try to come up with a new contest or game, although we already have a lot at the moment.
3. Update all the information in the NS Wiki.
--There should not be too much to change. Mainly population and a few other minor details.
4. Update all the information in the DSA Capitol
5. Appoint an advisor, if desired

Minister of Cartography (MoC): (or interim MoC)
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Add nations from map opt-in subforum who request placement on map
3. Essentially just keep the map current and updated
4. Contact The Saint James Islands to familiarize yourself with the position.

If anything happens, we'll be right there along side the newly formed army of the Versutian Federation. They seem to be very able to hold their own.

I've been busy lately, and I haven't been able to catch up on the forum here, which explains my absence from the Cabinet Meeting.

Terlibe, exactly. SLU will probably be fine, and if necessary we could pitch in and have nations aid SLU.

Regarding the new nation on a "endorsement spree', it's probably no big deal. Many new WA nations I've seen dont understand to endorse in moderation, and I'm sure that's the case.

I'm pleased to present the final report from the recent conference of Ministers of Justice. Jenlom of the VF was a great partner in this and I think you'll all enjoy taking a look at our conclusions. MoJ Conference Report

In MFA news, the UFN has adopted their constitution! Everyone take a look!

http://w11.zetaboards.com/UnionofFreeNations/topic/9290508/1/

The only think that is a little concerning is that I believe the founder will remain president while the other Cabinet positions change every month. I am not completely sure though, as it wasn't clear in the document. If he does remain president, the region will run a bit like a constitutional monarchy, which isn't entirely bad.

I don't think that's necessarily bad, the UDLS does the same thing.

I for one support continuing diplomatic relations with them, and opening an embassy with them in the future would be a smart move.

I believe Azerzia has been continuously elected, but I could be wrong.

I was under the presumption that Azerzia will always be president, while electing their Prime Ministers.

I received this telegram from Killadonia today:

" Good morning. I saw your message on the UFN RMB and I had an opportunity to look over the concerns you and your fellow DSA members had raised. I would like to address those concerns here (I apologize in advance for the length, but there was a lot that needed to be said).

While most of the criticism was constructive,I feel theneedto addresstwo comments I found to be upsetting. Both Riasy and Gervase characterized me and my region as "dictatorial". In the Union of Free Nations, if someone has ever had an issue with the direction we have taken as a region, we have always debated it and not moved forward with something unless the concerns had been resolved. This is the way it's been since we've started and this is the way we will continue to do things (our offsite forum and RMB are full of examples of debates and discussions regarding the operation of our region).

I also vehemently disagree with the assertion that the Prime Minister has no power. Though the wording of the powers is not terribly grandiose, the position of Prime Minister is an extremely vital part of our region. Great Franconia and Verana has worked tirelessly to make the UFN a better place. The position of Chief Communication Officer, whoseresponsibility is to keep the region active, was his idea entirely and the position has made us stronger as a region. He almost singlehandly got our regional RP off the ground, which has attracted new members. His input and opinions have kept us active and guaranteed that we havemovedin a positivedirection. The position and Great Franconia and Verana are indispensibleto the region.

I would also like to clarify how our regional government operates. To aid in the democratic process, the regional government is free and open to all member nations of the region. Each department can have an unlimited number of members (so, for example, if twenty members wanted to join the Intelligence Directorate, all twenty could join). That way, everyone has a voice in the way we run our region. Regular elections are held for each of the department head positions as well as the Prime Minister and Chief Communications Officer positions. Every member nation has the chance to be elected to a Cabinet position; we have had nations new to the region beat out longtime residents on a few occassions. Our regional government has operated this way as long as we've ever had a regional government.

You don't know me personally, but I carefully and deliberately choose my words when I write something, particularly if the document in question is important. Section I of the Constitution says "The President shall work with..." because I believe in a collaborative effort. The Cabinet members and I have not taken action without a discussion to determine the best course of action for the region, whether it's intelligence gathering, foreign relations, recruting, or just social interaction amongst us. We always have been and always will be committed to the democratic process.

In the Preamble, I stated that the Constitution is a social contract between me and the rest of the region and that my powers and position exist solely to serve the interests of all member nations. While the DSA might view my role at best as a benevolent monarch or at worst as a corrupt despot, my role is much closer to being an administrator, using the powers given to me by Nationstates and our Constitution to serve the interests and will of the people. If any member nation believes I have not held up my end of the social contract or believes the region would be better served by a different arrangement, I encourage dissent, constructive conversation, and reform. In the history of the region, I have only ever ejected one person: an obvious raider puppet adorned with a Nazi flag and fascist motto. Other than our ban on Nazis/fascists, I have never suppressed freedom of expression in any way, shape, or form and I don't intend to start. We will change when we determine change is necessary to better serve the region.

For now, the UFN will convene and discuss the situation at hand. I encourage you to ask for clarification on any matter; I will do my best to address any concerns. Thank you for your time in reading this.

It is a bit upsetting that they have been offended by some of the comments coming from our region. I'm still a bit in the middle about this issue, but like Sodankyla suggested, we can figure out this issue through a vote.

@Terlibe Also, I know that Azerzia responded, but had Millyland said anything yet? I want every regional leader to accept the idea of an alliance before I actually create the forum.
