Greetings Members of the 5th Cabinet,

The cabinet discussion has fallen silent recently, and I hope that this slightly delayed 3rd cabinet meeting will open up some more cabinet discussion. The last cabinet meeting has been largely concerned with referendums and votes, so I would like to move on from that for now to focus on other issues. However, everyone should continue to come up with ideas for Amendment #39, and if you have any votes and amendments to propose, feel free to do so.

Items for the entire Cabinet to address:

1. Peace Treaty with The Internationale
The possibility of restarting these talks is returning, and I would like there to be significant discussion over the future of these talks. I have been communicating with some of you about the treaty via telegram, so feel free to share those ideas in the Internationale forum discussion.

2. Complete commendation for Grolsch
I would like this taken care of soon because nothing has been done with this for 3 months. We need to decide who will be writing this commendation.

3. Prepared ministerial statements workshop (ongoing project)
Now that the auto-telegram system is being implemented, it would be good to look at creating a more standard set of telegrams and statements to be sent out automatically.

4. Proposed back up Secretary-General and President in the case of inactivity (Grobladonia)

5. PF and CR requirements amendment (Currently Being written by Suceavija)
There definitely needs to be more discussion over this.

6. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum)

7. Discuss the performances of the other cabinet members in Terlibe's cabinet member evaluation.
Try to apply this constructive criticism to your cabinet position.


8. Discuss the possible implementation of the API telegram system
This could actually be a good recruitment technique if we could somehow create a CR and PF filter.

8. Revitalization of the Newspaper
The newspaper has been very silent for a long time except for Terlibe's article a few days ago. I would like more articles to be written for newspaper just to use it more often. This is not really a priority at the moment, but I just want Solidarity to be used more often.

Items for individual ministries to address:

Secretary General (SG):
1. Determine if appropriate to declassify previous closed-door Cabinet meeting notes
--It would be better to hold off on releasing these until TI treaty is either abandoned or completed.
2. Create Frequently Asked Questions (FAQ) section in 'Introduction' forum, edit 'About the Democratic Socialist Assembly' to include link to FAQ's.
--I am currently working on a few of these, and you can come up with your own ideas to add. This can be discussed through telegram.
3. Make sure everything is updated (Amendments, Charter nations, etc.)
4. Actively participate in the discussion over the future of the Internationale treaty.

Minister of Foreign Affairs (MFA):
1. Make embassy recommendations to P/WAD
--Secular Alliance
2. Prepare interregional intelligence report for CAB
--Interregional partners/allies
--Interregional adversaries
--Other regions of interest, if any
3. Actively participate in the discussion over the future of the Internationale treaty.

Minister of Justice/Head of Supreme Court (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance
2. Make recommendations to P/WAD for nations to eject, if any
--Like I stated before, I would like to eject as few nations as possible until Charter Amendment #39 is completed, but report all of the violators anyway.

Minister of Immigration/Regional Promotion (MIRP):
1. Try to add filters/improve the API as much as you can
2. Verify if/when interregional leftist fair is being held
3. Look into the possibility of creating an auto-message for welcoming telegrams-->discuss with Grobladonia
--The only problem I can think of with this is that nations that just briefly left will be welcomed all over again, which may seem strange.

Minister of Domestic Affairs (MDA):
1. Continue coming up with new debate ideas.

1. Verify all nations on map are:

--Reside in the region (domestic puppets okay, too)
2. Add nations from map opt-in subforum who request placement on map
3. Essentially just keep the map current and updated

Oh, in that case it's a moot point really. I think the odds of us getting raided at this point are slim and I also believe that emails are a last resort, but in case of attack the sooner the founder restores order, the less the damage is. In any case, if you can access Opalaland's email in case of emergency the this is already covered.

If you are a member of the World Assembly, please endorse the currently elected World Assembly Delegate [nation=short]Haltari[/nation] so that we can have a stronger voice when voting on resolutions. If you are not a member of the WA you may want to consider joining it in order to get the full experience of NationStates, but this is not mandatory and your standing in the DSA won't be affected if you don't join the WA.

Finally, since we place a strong emphasis on equality, democracy and freedom we have chosen to enforce a high standard when it comes to the nations that reside in this region. For this reason we expect that nations have their Political Freedoms (PF) and Civil Rights (CR) at Average or higher and we have a set of prohibited nation categories that you can find here (http://s1.zetaboards.com/DemocraticSocialist/topic/4904377/1/). If you are receiving this version of the welcoming telegram, it is because your nation is in violation of the Charter in some way. This doesn't mean that we will automatically eject your nation however. The Minister of Justice (MoJ), [nation=short]Ratateague[/nation] will contact you shortly and you will be put on probation for the next five days, in which time you will have to work towards improving you PF and/or CR. If you make progress but you are still not up to our standard at the end of the five days the MoJ can give you some extra time.

@Terlibe I would wait until SSR's term ends. Then it should be safe enough to declassify those.

@Grobladonia The welcoming message looks good!

Also, I sent the telegram two days ago, and Opalaland is yet to respond. Strangely, it looks like he/she has been inactive for the past 7 days. If he/she remains inactive for another 15 or so days, I will contact Opalaland by his/her email. At that point, things would be getting drastic.

Don't worry too much about Opalaland. I've seen them disappear from the game for a week or so before. It seems to be their pattern of activity, as far as I can tell. They'll be back.

EDIT: Sodankyla seems to be interested in WA matters. They might be a good choice for that Special Adviser on WA affairs that I mentioned before (warn me if I'm getting pushy on this one). It might lighten your load with regarding the WA and involve an eager new member of our community more strongly in government matters :). A win-win if you ask me.

Good eye on scouting out new nations which are going to be active and involved, Grobladonia. New talent will definitely strengthen the region.

I had an idea that I think the Cabinet might be interested in: Each of us could think about coming up with a sort of manual for our position as a way to pass on knowledge to the next generation of Cabinet members. The job descriptions in the Charter are fairly basic (the current revision process notwithstanding), and it could really put some meat on the bones if we added some institutional knowledge, if you will, to what's there. For example, the MIRP's would have auto-telegram information, information on gathering population statistics, sample recruitment telegrams, and so on. I'm sure that the other Cabinet members could think of their own useful information to keep in one place.

@Grobladonia I'll contact him about the position, but I think that a separate clause should be added in the charter for the assistant WAD.

Also, Opalaland responded and he/she said that he/she does not plan on leaving NS anytime soon, and that Opalaland will announce if he/she will ever be leaving NS.

@Gervase That sounds like a great idea. I was a bit unsure as to the full duties of P/WAD when I first got elected, but a lot info from Suceavija helped me immensely. I think it would be even more helpful to have this kind manual in each of our office subforums.

@Gervase: I was actually thinking of something along those lines myself. After I had to use three separate polls in the same thread to do the Best Name contest I got the idea of starting a thread in the MDAs closed doors subforum where I could give some advice to the next MDA based on my experience in this term.

When I started my term I felt like my head was going to explode. There was a big backlog of stuff to do and DSA Day was only a few days away. If I had a thread like the one I described available I would have probably had a much easier time.

@Haltari:

1. Yes, it would be a pretty important position and having it codified somehow would probably be best, but that can be done when the Charter revision takes a much clearer shape.

2. So should I propose an amendment or not? I don't want to make Opalaland feel like were pushing them to give up their nation, I just want to make sure we have legal mechanisms already in place to transfer the founder nation in case we need to, even if that won't happen for years, or ever.

3. Please put The Scientific States' WA resolution draft up in the GOVERNMENT section of the CURRENT MAJOR BUSINESS for maximum visibility.

The Universal Adult Education WA workshop seems to have died.

4. When do the nominations start? A far as I can tell we're getting closer and closer to the end of the 5th Cabinet's term.

@Grobladonia Nominations start June 1st. The next cabinet will take office on June 14th.

I think we should drop the entire Opalaland amendment because he/she does not want his/her password given to anyone else. Opalaland said that is he/she ever leaves NS that he/she will give the password to a chosen candidate.

Also, I'll change the Current Major Business.
