Greetings Members of the 5th Cabinet, The cabinet discussion has fallen silent recently, and I hope that this slightly delayed 3rd cabinet meeting will open up some more cabinet discussion. The last cabinet meeting has been largely concerned with referendums and votes, so I would like to move on from that for now to focus on other issues. However, everyone should continue to come up with ideas for Amendment #39, and if you have any votes and amendments to propose, feel free to do so. Items for the entire Cabinet to address: 1. Peace Treaty with The Internationale The possibility of restarting these talks is returning, and I would like there to be significant discussion over the future of these talks. I have been communicating with some of you about the treaty via telegram, so feel free to share those ideas in the Internationale forum discussion. 2. Complete commendation for Grolsch I would like this taken care of soon because nothing has been done with this for 3 months. We need to decide who will be writing this commendation. 3. Prepared ministerial statements workshop (ongoing project) Now that the auto-telegram system is being implemented, it would be good to look at creating a more standard set of telegrams and statements to be sent out automatically. 4. Proposed back up Secretary-General and President in the case of inactivity (Grobladonia) 5. PF and CR requirements amendment (Currently Being written by Suceavija) There definitely needs to be more discussion over this. 6. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum) Try to apply this constructive criticism to your cabinet position. 8. Discuss the possible implementation of the API telegram system This could actually be a good recruitment technique if we could somehow create a CR and PF filter. 8. Revitalization of the Newspaper The newspaper has been very silent for a long time except for Terlibe's article a few days ago. I would like more articles to be written for newspaper just to use it more often. This is not really a priority at the moment, but I just want Solidarity to be used more often. ---------------------------------------------------------------------------------------------------------------------------------------------------------------------- Items for individual ministries to address: Secretary General (SG): 1. Determine if appropriate to declassify previous closed-door Cabinet meeting notes --It would be better to hold off on releasing these until TI treaty is either abandoned or completed. 2. Create Frequently Asked Questions (FAQ) section in 'Introduction' forum, edit 'About the Democratic Socialist Assembly' to include link to FAQ's. --I am currently working on a few of these, and you can come up with your own ideas to add. This can be discussed through telegram. 3. Make sure everything is updated (Amendments, Charter nations, etc.) 4. Actively participate in the discussion over the future of the Internationale treaty. Minister of Foreign Affairs (MFA): 1. Make embassy recommendations to P/WAD --Secular Alliance 2. Prepare interregional intelligence report for CAB --Interregional partners/allies --Interregional adversaries --Other regions of interest, if any 3. Actively participate in the discussion over the future of the Internationale treaty. Minister of Justice/Head of Supreme Court (MoJ): 1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance 2. Make recommendations to P/WAD for nations to eject, if any --Like I stated before, I would like to eject as few nations as possible until Charter Amendment #39 is completed, but report all of the violators anyway. Minister of Immigration/Regional Promotion (MIRP): 1. Try to add filters/improve the API as much as you can 2. Verify if/when interregional leftist fair is being held 3. Look into the possibility of creating an auto-message for welcoming telegrams-->discuss with Grobladonia --The only problem I can think of with this is that nations that just briefly left will be welcomed all over again, which may seem strange. Minister of Domestic Affairs (MDA): 1. Continue coming up with new debate ideas. 2. Later today, when I'll do my Daily Spam update I'll also star that discussion about the second exodus. It's a little pet project of mine since I want to expand the history section of the DSA. Also, I've come up with a debate idea for when the energy debate finally slows down. It will be entitled: "What philosophical system best describes you", or something along those lines. EDIT: Lemur Isles informed me that due to studies they will no be able to take care of his duties as Role Playing Coordinator. He's also said that it would be acceptable to him if I named someone else for that job and suggested either Gullud, Sodankyla or Suceavija. I'd probably ask Gullud or Sodankyla since Suceavija is busy with Amendment #39 at the moment. What do you think, should I do it? Edited by Grobladonia, 23 May 2013, 21:17.

I like your discussion idea. You should post it as soon as possible. Also, one thing similar that I was thinking of was starting some kind of detailed historical articles of the DSA. That way our history will be easily attainable and often updated. Regarding the debate, that is an interesting idea but I would make the question a bit more specific than it currently is. Also, I agree that it should be posted once the energy debate dies down. I think both Sodankyla and Gullud could be great RPCs (Role Playing Coordinators), but I would suggest Gullued because he/she is almost always in character. Also, I think a new thread should be started for the actual role-playing because the current thread has essentially become a discussion about what the roleplaying is actually going to be like. |

Okay, I've posted Stories of the Second Exodus in The Great Debate Hall. Please put it up in the Contests and Debates section of the Current Major Business. Also, please remove the Democratic Socialist Movement debate since it seems to have died. I'd do more historical articles, but being new means I just don't know of any other events. Could you mention any specific ones? About the title of the future debate, do you have any suggestions on how I could change it? I'll send Gullud a TG soon. Also, I was thinking that I will need greeters to help me when the recruitment app is running. My first idea was to borrow the recruiting team, but that wouldn't work. Given how many new nations can come in at one time I will need to split the work into eight hour shifts and have one person responsible for each interval. Because of that I'll need people that know they can be online within those time periods. Now, I have a proposal to make that is outside of my responsibilities as MDA but which I feel is important. I noticed way back when my term started that we had been discussing an alliance with the UDL that was suspended due to the negotiations with TI. With the UDL currently without a stable leader and having gone through two scandals just since I joined the game in March (spying in TNP and Solm's involvement in the Milograd's coup) such an alliance doesn't seem like a good idea to me at the moment. On the other hand, the future security of the DSA is an important topic. So I've come up with an idea that could solve that problem in a much better way. In short, I was wondering if Opalaland would be willing to give control over their nation to someone else in the DSA if they ever chose to leave the game. The new caretaker would be chosen by the Congress from among former P/WADs. At the moment however I don't know if Opalaland would be willing to do this in the first place. So, could you ask them Haltari? In my opinion, this solution would ensure the future security of the region in a much stronger way than any alliance, rid us of a potential diplomatic hot potato and allow us to maintain our policy of neutrality. Since Amendment #39 is being drafted at the moment, it would be a perfect opportunity to codify the whole process of passing on the founder puppet. If Opalaland agrees I will post my proposal in the Amendment thread. Of course, I will make no mention of the UDL discussions in there or anywhere else. So, what do you think? EDIT: Gullud won't be able to take up the job so I'm left with a bit of a problem. I'll talk to Suceavija and see if he has any ideas. Edited by Grobladonia, 24 May 2013, 01:03.

When I was talking about the historical articles, what I meant was that there should be some kind of timeline or article that is updated every day, and this record would be a simple and easily accessible way for various nations to learn about our region's history. The only thing I would specify would be the kind of philosophy (political philosophy, social philosophy, metaphysics, etc.). However, I think that leaving the question more vague could bring up some more varied responses. Besides Gullud, you mentioned Sodankyla, so I think you could ask him if he would like to be the RPC. The greeter shifts sounds like a good idea. 3 shifts would definitely be enough, and I think that 2 shifts would be adequate as well. I am usually active at the exact opposite times as you are, and that is clearly because of our 10 hour time difference. So if you can't find any greeters, I can easily do it. Regarding the founder, I think that rather than asking Opalaland to give up his/her nation, we should ask if several back-up nations could receive passwords to his/her account. This way, Opalaland will be able to keep his/her nation, and a back-up person will be able to take over if Opalaland CTE or gets close to it. |

1. So this timeline would include when an amendment was proposed and voted on, which failed and why, when new sections of the forum were added and that sort of thing? 2. I'd like to see more varied responses in that debate. I don't want it to be just about political philosophy, but a more general discussion about people's personal philosophy's. 3. Lemur Isles recommended Sodankyla because they seemed eager to see RPs started, but by checking their forum posts I see no RP experience at all, so they're off the list. I'll talk to Suceavija when I have the time. 4. The job is now posted 5. The transfer of the founder nation would only go into effect if Opalaland decided to leave the game entirely. What you propose could work, but I hesitate to go for that option. The Communist International League had a similar system of multiple caretakers for the founder nation for a while, but then one of them decided one day to hijack the founder and threatened to destroy the region. In the end that person never did that in part because the mods deleted all their nations (including CILs founder) for some unmentioned reason. Transferring the founder nation to somebody else (preferably a former P/WAD in my opinion) that is chosen by the Congress in case Opalaland leaves the game for good seems like the best option to me. In the end, the most important thing is for the region to be protected, preferably by the founder nation in some way. For the moment I don't see Opalaland quitting NS, but this issues needs to be addressed at some point since the risk is always there. |

1. Yes. That's essentially what I was thinking. I'm open to suggestions about that though. 2. Ok. It's your choice. It will be an interesting debate either way. 3. I think Suceavija is fairly busy at the moment, but you can still ask him. I would actually rather have a newer nation take that positions in order to give him or her more opportunities, but an old DSA veteran would work fine as well. 5. That makes sense, and in that case, I think Suceavjia makes the best candidate. Also, if Opalaland ever decides to leave the game I am sure he or she will definitely announce it, so we can enter a serious discussion about that if it ever happens. Also, like you said, there are currently no signs of the founder leaving NS, but it would be a good idea to start a broader debate about it. @Terlibe I think that a separate account should be created for the back-up admin, and I don't think that the assistant SG has been entirely agreed upon as the back-up admin. I still think we need more discussion about this. If anything, I would like to assign 2 veteran nations that I trust to this account, like Suceavija, Herrebrugh, Ratateague, or Jotunland. |

Hi all, just wanted to check in as it's been a while. The auto-telegram continues to do its thing, which is to provide us with some good nations and some not-so-good ones. I seem to recall that Laevendell is pretty tech-savvy -- is there anyone else around who could help us with whipping the API system into shape? This is pretty much going to remain at the top of the MIRP's to-do list until someone figures this out for obvious reasons (and whoever does it has earned themselves a nice commendation if you're asking me). I'm waiting to hear back from St. Vincent about the commendation for Grolsch. They said they'd have it done two days ago but replied to a telegram tonight saying that they were working on it, so we'll see. Also -- and I'm putting this as mildly as is possible -- something tells me that it's going to need a bit of proofreading. Great job to the Cabinet members that are helping out our new members. I think we've nabbed a few good, solid active nations. |

1. Okay, I'll look into that. The first thing would be to work on the backlog that exists at the moment, in part through a thread similar to Stories..., but with a broader scope. 3. I want to talk to Sucaevija mostly to see if he has any ideas on who might be suitable for that post. 5. In essence I want us to codify the process of transferring the founder now, given that we are working on a Charter overhaul anyway. But despite being confident that Opalaland would be willing to give away their nation if they chose to leave it would still be nice on our part to ask them before I propose this. So could you do that please? It somehow doesn't feel right for me to ask for some reason. Also, Opalaland isn't the most active nation in the region, so I was wondering if we have any means of contacting them outside of the game (such as an email) in case we are attacked. While the odds of someone trying that slim, I like to be prepared for all sorts of things. 6. I've created a version of the welcoming telegram for charter violators and I'd like some feedback.
For the most part it is the same as the standard telegram, but with an extra paragraph at the end. Since several have arrived to the region recently I'm going to send it to them as it is, even if it may have some flaws. I'm developing a bit of a backlog on violators. Also, I will be posting this and the standard telegram in the public offices of the MDA for use by greeters, once it has been refined. |

5. I'll contact Opalaland. It is true that he/she is not the most active nation, but he/she always seems to login at least every few days. I might resort to email only in the most drastic of circumstance because I feel as if that personal email should be kept out of sphere of NationStates. I am still able to do it though because as an admin, I can look at all the emails everyone used for their forum accounts. 6. The telegram is good for the most part, but I would also include a bit about the whole probation process and the possibility of an ejection. Also, I have essentially agreed with Ratateague that we will be using the "Average" as the minimum for non-Charter nations and "Good" for Charter Nations. This is what is currently written in the Charter Revision, and we are doing this in order to avoid ejecting to many nations. I know that Amendment #39 has not yet been voted on, but I would be ejecting far too many nations if the "Good" rule was applied. |
