President of the Congress/World Assembly Delegate (P/WAD):
1. Opening statement from the President to the 5th Cabinet
2. Initiatives for the 5th Cabinet (President's wish list of things for the 5th Cabinet to accomplish over the next 75 days)
3. President's pet projects (President's independent projects to accomplish over the next 75 days, if any)
4. Select 5 featured nations for the week --> current nations are good through next Monday
5. Appoint Presidential World Assembly liaison (assistant w/ specific focus on reviewing solicited proposals in the WA for the President)
6. Award those banned by Cynthia McKinney, have MDA post them in the Hall of Honour using the medals of their choice from those created in the Design Studio
7. Appoint adviser, if desired

Items for the entire Cabinet to address (CAB):
1. LRA Charter & Treaty (essentially replaces the UDLR)
2. Peace Treaty with [region]The Internationale[/region]
3. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum)
4. Charter amendment #36 (Haltari)
5. Charter amendment #37 (Terlibe)
6. Arnhelm Declaration of Recruitment Standards (ADRS)
7. Complete commendation for Grolsch
8. Prepared ministerial statements workshop (ongoing project)
9. Prohibitions on Cabinet members' extra-regional activities workshop (ongoing project to conclude with a Charter amendment)
10. Review your respective ministerial subforums to familiarize yourselves with them (each subforum has its own archive subforum)
11. Review the Charter to familiarize yourselves with the scope of your duties

Items for individual ministries to address:

Secretary General (SG):
1. Update list of Charter Nations (coordinate w/ MoJ's audit)
2. Update Forum nation registry (admin CP tab in Forum --> coordinate with your list of Charter Nations)
3. Determine if appropriate to declassify previous closed-door Cabinet meeting notes (Current Cabinet meeting notes are never declassified during the current term) --> due to sensitive commentary about The Internationale, I recommend to wait until the peace treaty is resolved before you decide to declassify the meeting notes.
4. Prepare first referendum of the 5th term: R2013.04.01 to address LRA Charter, TI Peace Treaty, CA #36, CA #37, ADRS, Commendation for Grolsch, etc. (any other item requiring Congressional vote --> requires 7-day period of Congressional scrutiny once prepared, then 7-day voting period)
5. Press release in Solidarity announcing new Cabinet to readership
6. Delegate duties to volunteer assistant
7. Create Frequently Asked Questions (FAQ) section in 'Introduction' forum, edit 'About the Democratic Socialist Assembly' to include link to FAQ's.
8. Appoint adviser, if desired

Minister of Foreign Affairs (MFA):
1. Appoint ambassadors to interregional partners
2. Create new password for ambassadorial nations in MFA closed-door subforum
3. Make embassy recommendations (if any) to P/WAD --> there is currently an invitation from [region]The Dominion of Ujjanistanian lords[/region]
4. Prepare interregional intelligence report for CAB
--Interregional partners/allies
--Interregional adversaries
--Other regions of interest, if any
5. Appoint adviser, if desired

Minister of Justice/Head of Supreme Court (MoJ):
1. Audit region for Civil Rights (CR), Political Freedoms (PF), and National Categories (NC) compliance --> Report to SG
--Give violators notice of probation, requiring them to choose either to improve their nations within the Charter-prescribed probationary period or enrolling in the RHP if they need more time (or face ejection if no action taken).
2. Make recommendations to P/WAD for nations to eject, if any
3. Appoint adviser, if desired

Minister of Immigration/Regional Promotion (MIRP):
1. Appoint recruitment staff
2. Review standard recruitment telegram
3. Determine target regions (verify none are included in the ADRS)
4. Verify if/when interregional leftist fair is being held
5. Appoint adviser, if desired
6. Coordinate with MDA the extent to which each ministry will address welcoming telegrams and RMB posts for new arrivals

Minister of Domestic Affairs (MDA):
1. Verify factbook entries of DSA Capitol City are up to date
2. Update DSA's NationStates Wiki page
3. Determine winners of both Factbook contests --> record winners in Hall of Honour with respective medals
4. Establish new contest (see badges and medals of honour in the Design Studio for ideas)
5. Declare new juicy/interesting debate in Debate Hall
6. Set up new fun poll (see Arcomo's poll in the [region]Global Humanitarian Initiative[/region] for ideas)
7. Determine best way for region to recognize/celebrate DSA day on 8 April (2nd anniversary)

Minister of Cartography (MoC):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Add nations from map opt-in subforum who request placement on map
3. Coordinate with Terlibe to create database of old maps

I have a question. Article II, Section II, Clause III of the charter says that the cabinet shall except or decline embassy requests, but as far as I know, the MFA has been the one who informs the P/WAD whether to accept or decline embassy requests.

looks like another case of where the charter is different from reality.

Article II
Section VI
Clause VIII. The Minister of Foreign Affairs shall have the authority to establish and revise base criteria at any time during their term that will be used to recommend whether an embassy request from abroad is accepted or not, and with which to recommend whether an embassy should be pursued by the President of the Congress with another region or not. These criteria do not constitute firm requirements or a monolithic or inflexible doctrine; and any combination of these may be partially or fully recognized or disregarded by the Minister of Foreign Affairs in order to justify a recommendation to the President of the Congress to accept or deny an embassy request from abroad or to pursue establishing an embassy with another region. The Minister of Foreign Affairs shall publish these embassy criteria in their respective Forum for public and Congressional digest once they are established so that the general foreign policy of the DSA and this ministry’s basis for reasoning may be known each term.


I think this goes into much greater detail than that clause.

Finally, if you are a member of the World Assembly, please endorse the currently elected World Assembly Delegate [nation=short]Haltari[/nation] so that we can have a stronger voice when voting on resolutions. If you are not a member of the WA you may want to consider joining it in order to get the full experience of NationStates, but this is not mandatory and your standing in the DSA won't be affected if you don't join the WA.

I've now partially updated the Factbook of the Capitol. Mostly I've updated the list of the Current Cabinet and things like that. Feel free to take a look:

I'm not exactly sure when the term of the current cabinet ends and when the nominations and elections will be. What I've written there is just an approximation. If someone here could provide me with the exact dates I'll update it again.

The map section is still out of date. I've tried to compare the list with the current map in the WFE and the old map linked to there, but it's hard and there's a bug chance I'll make mistakes. I've sent a TG to New Andureo to ask if he/she has a list of the current nations that are on the map.

What red banners? All I did was update the data. The layout was there to begin with :P

There is also this section of text that seems to refer to a previous motto of the Capitol:
