President of the Congress/World Assembly Delegate (P/WAD):
1. Opening statement from the President to the 5th Cabinet
2. Initiatives for the 5th Cabinet (President's wish list of things for the 5th Cabinet to accomplish over the next 75 days)
3. President's pet projects (President's independent projects to accomplish over the next 75 days, if any)
4. Select 5 featured nations for the week --> current nations are good through next Monday
5. Appoint Presidential World Assembly liaison (assistant w/ specific focus on reviewing solicited proposals in the WA for the President)
6. Award those banned by Cynthia McKinney, have MDA post them in the Hall of Honour using the medals of their choice from those created in the Design Studio
7. Appoint adviser, if desired

Determine if appropriate to declassify previous closed-door Cabinet meeting notes (Current Cabinet meeting notes are never declassified during the current term) --> due to sensitive commentary about The Internationale, I recommend to wait until the peace treaty is resolved before you decide to declassify the meeting notes.
4. Prepare first referendum of the 5th term: R2013.04.01 to address LRA Charter, TI Peace Treaty, CA #36, CA #37, ADRS, Commendation for Grolsch, etc. (any other item requiring Congressional vote --> requires 7-day period of Congressional scrutiny once prepared, then 7-day voting period)
5. Press release in Solidarity announcing new Cabinet to readership
6. Delegate duties to volunteer assistant

--Give violators notice of probation, requiring them to choose either to improve their nations within the Charter-prescribed probationary period or enrolling in the RHP if they need more time (or face ejection if no action taken).
2. Make recommendations to P/WAD for nations to eject, if any
3. Appoint adviser, if desired

Minister of Immigration/Regional Promotion (MIRP):
1. Appoint recruitment staff
2. Review standard recruitment telegram
3. Determine target regions (verify none are included in the ADRS)
4. Verify if/when interregional leftist fair is being held
5. Appoint adviser, if desired
6. Coordinate with MDA the extent to which each ministry will address welcoming telegrams and RMB posts for new arrivals

Minister of Domestic Affairs (MDA):
1. Verify factbook entries of DSA Capitol City are up to date
2. Update DSA's NationStates Wiki page
3. Determine winners of both Factbook contests --> record winners in Hall of Honour with respective medals
4. Establish new contest (see badges and medals of honour in the Design Studio for ideas)
5. Declare new juicy/interesting debate in Debate Hall
6. Set up new fun poll (see Arcomo's poll in the [region]Global Humanitarian Initiative[/region] for ideas)
7. Determine best way for region to recognize/celebrate DSA day on 8 April (2nd anniversary)

Minister of Cartography (MoC):
1. Verify all nations on map are:
--Existing
--Reside in the region (domestic puppets okay, too)
2. Add nations from map opt-in subforum who request placement on map
3. Coordinate with Terlibe to create database of old maps

Greetings, fellow comrades of the Fifth Cabinet of the DSA!

Congratulations on being elected or reelected to your respective Cabinet positions and I look forward to working with all of you in this new cabinet. Although the meeting for the 4th Cabinet was all done in one large topic, I would like to start a new Cabinet meeting every 2 weeks from this point forward. The majority of the issues below are a restatement of the agenda proposed by our former President, Suceavija, and like in previous cabinets, these recommendations are simply what I would like the 5th Cabinet to discuss as its shared agenda. All of you are free to provide any feedback, ideas, or additional issues that you believe should be discussed by our cabinet.

For all new cabinet members, this meeting is designed to be a discussion of our region's issues as a whole and the various initiatives concerning each individual Cabinet member. Therefore, I recommend that all of you participate in this meeting at least once per meeting in order to keep the entire Cabinet informed of your various tasks, duties, and concerns. Each meeting, you will receive a small list of recommendations for your ministry to address, but you do not need to discuss all of your recommendations at once, as long as you get to each of them eventually. And with this statement, I officially open the 1st Cabinet Meeting of the 5th Cabinet.

Items for the entire Cabinet to address:

1. Peace Treaty with The Internationale
This is a priority because it is currently interfering with the further discussion of other issues like the DSA-UDL Treaty.

2. Review jobs offered in the 'Help Wanted' subforum (if you want an assistant for your ministry, post the job in the subforum)

3. LRA Charter & Treaty (essentially replaces the UDLR)
This discussion has been rather silent lately, and I would like to continue these discussions as soon as possible.

4. Charter amendment #37 (Haltari)
This Amendment has already completed its period of scrutiny, so it can now be voted on. However, I believe we need wait with voting for this amendment until the Amendment currently being discussed in the extra-regional activities workshop completes its scrutiny period.

5. Charter Amendment #36 (Terlibe)

6. Arnhelm Declaration of Recruitment Standards (ADRS)
The discussion for this declaration has already taken place, so I think a vote needs to be done to approve the ADRS.

7. Complete commendation for Grolsch

8. Prepared ministerial statements workshop (ongoing project)

9. Prohibitions on Cabinet members' extra-regional activities workshop (ongoing project to conclude with a Charter amendment)

10. UDL-DSA Treaty Discussion
We should most likely hold off on the discussion this treaty until at least the peace treaty with the Internationale is finished. I am actually think we should postpone this indefinitely. If we actually discussed this the Internationale would try to undermine and attack us in every way possible.

11. Recommencement of the IRC channel
This has been out of use for quite some time, but it could be a good way to improve communication on the forums, if reinstated.

12. Proposed back up Secretary-General and President in the case of inactivity (Grobladonia)

13. Review your respective ministerial subforums to familiarize yourselves with them (each subforum has its own archive subforum)

14. Review the Charter to familiarize yourselves with the scope of your duties

In the last election we voted on Amendment #35. It was the one about creating special advisors for the cabinet.

It looks like you're right. It was already voted on. I'm not exactly sure why it was never numbered or added as an amendment to the passed amendment page, but I guess its now you're job to add it in. :)

From now on, my Amendment will be known as #37, and you can add your amendment in as #36.

Another thing we could do is somehow re-establish our IRC channel. It was doing so well, but then something happened. Either because it wasn't linked in the WFE or we somehow lost admin status. I wouldn't know who would be in charge of that, but preferably someone who is tech-savvy enough. ;)
It could potentially help centralize and speed up communication and cut down on RMB postings.

The amendment I proposed was passed before amendment #35. Should I move that one to #36 and yours to #37 while putting mine in as #35? Or should I just make mine and yours #36 and #37 respectively?

@Ratateague I'll add that to the agenda. I don't know who is in control of the IRC channel, but that would a useful method of communication.

What I've done so far:

1. I've reviewed the Capitol's Factbook and most of it is fine as far as I can tell. The new cabinet is of course still not added to the list, but that was to be expected. The biggest problem I can see so far is that the "Map" section seems to be completely out of sync with the situation on the ground and will have to be addressed. I'll probably have to wait for the new MoC to settle in and the MoJ to do the Audit first.

The Charter specifies that the preferred member of the Cabinet to be Caretaker of the Capitol is the MDA and I'm willing, if nobody has any objections.

2. I've hit a bit of a snag regarding the Wiki. I tried to make an account but it gave me an error. It said something about my IP being an "open proxy" an I'm not sure what that means. Could it have something to do with the fact I'm using a wireless router? If so it's a pretty big problem since I can't connect via cable due to a faulty component in my laptop.

Could somebody create an account for me and the give me the password? I'm not sure if that will help or not, but I have no better ideas.

3. I've so far had one idea about what to do for DSA Day, and hopefully I'll have more soon.

It involves crating a special flag for the DSA to mark the occasion, and possibly a special skin for the forum. The first one I think is feasible while the second might be too much on such short notice.

It could even be turned into a competition for best anniversary flag. I'm not sure really since I've never had to do anything like this before.

I'm pretty sure this is not all that creative, but for now it's all I've got :unsure: .

I'll come back with updates on my progress when I have them.

EDIT 1: Just to be sure I'm doing this right, is there just one winner for the factbook competition, or are there also second and third places?

EDIT 2: I just thought of something. On the Paradox Interactive Forums where I used to have some activity they organized a competition for best AAR. It was in organized once every three months (Q1,Q2,Q3,Q4 of every year). I was wondering if we could do that over here for factbook entries since as far as I can tell it was a one time thing. If we make it a permanent feature we can stimulate and reward the writers among us :). What do you think?
