Greetings to you, my fellow comrades of the Third Cabinet of the DSA!

I hope all is well with you all and that you've had a good week. I would like a status update from each ministry by the end of this meeting next Sunday. Below I have a few specific questions for each of you:

1) Updates since last meeting (it's been busy):
a) Forum structure revisions are complete. Barring some unforeseen error, I think that the new format should be easier for everyone to use. I will conduct a poll later to confirm this; but I'm taking the fact that I've received a little bit of positive feedback - and no negative feedback to date - as a positive sign :D I have added a couple new forums and combined some others. A lot of inactive stuff from years before 2012 has been placed in their forums' respective archives to simplify things. If you haven't explored it yet, please feel free to check it out and let me know your thoughts.

b) R2012.10.# series of referenda are currently up for vote. As of today (1 Dec., 2012) it looks as though all initiatives are passing by large margins. There is still almost a full week until voting is over, however; so I remain merely cautiously optimistic of this outcome.

c) Contests - The first contest is underway and appears to be going well. My hope is to create a new one every couple weeks.

d) Govt. Jobs - We have started to get some replies from volunteers to fill in the advertised positions in the MFA and as regional artists. My hope is to entice one or two others to help out with the admin side of things as well here in the region; but all in good time I suppose.

e) CMK - As you are all probably aware by now, I have started a joint effort in our forum to draft a condemnation of CMK that will be then run through the mill of the WA when everyone gives me the green light to proceed. I have received an abundance of help and contributions already and my hope is to have a rough draft ready for scrutiny by this week.


2) Minister of Cartography (MoC), [nation]Ritchardville[/nation]:
a) Let me know if the instructions I sent in the telegram last week made sense and whether you are able to successfully upload and link to your map files. If you are having any difficulty just let either me or Jotunland know so that you are able to do this with ease and confidence in the future.

b) I vaguely remember a couple posts mentioning that there was interest in developing an additional map - is this something you would be interested in creating or have time for? If not, that is fine as I don't remember if anything came of it; but I don't want to discourage any efforts to make this happen if you are willing to either. Let me know your thoughts.


3) Minister of Domestic Affairs (MDA), [nation]The Northeast[/nation]:
a) Would you be willing to set up the nominations for a new contest? Pick whatever thing you want. Let me know if you have any questions about using the polling tool as I now understand how to use it pretty well (it took me a couple tries before I figured it out :P ). Herrebrugh has created a Peace Prize medal in the 'Medals of Honour' discussion, and I think medal designs for best national anthem are in the works right now.

b) Thank you for starting the latest music debate - the first 24 hours was the most active I've ever seen the Forum at one time! Good job! Would you be willing to start a new topic this week?

c) Thank you for helping me welcome new Comrades to the region - a appreciate your continued assistance!


4) Ministry of Foreign Affairs (MFA), [nation]Fyrossarian[/nation]:
a) Are there any further developments in the DSAlliance with regards to CMK?

b) What is your recommendation for the embassy request from [region]Slavia[/region]?

c) What is your recommendation for the embassy request from [region]The Democratic Republic of Panhellenic Socialist Movement[/region]?

d) What is your recommendation for the embassy request from [region]League of rogues[/region]?

e) Have either [nation]Der Nordland[/nation] or [nation]Kryftland[/nation] been acting as ambassadors for your ministry yet? If not, would you like me to telegram them?

f) Thank you for reviving our ambassador nation, [nation]DSA Ambassador to UDLR[/nation]. Would you please change its flag to the DSA regional flag? This will make it consistent with our other ambassador nations. Laevendell has a link to the flag located in the 'Technical' forum.

g) Are there any new regions with whom you would like us to share embassies?

h) Is there anything I or this cabinet can do that would be helpful to you at this time?


5) Minister of Immigration/Regional Promotion (MIRP), [nation]Haltari[/nation]:
a) Our numbers are pleasing! Is there anything this Cabinet can do to further aid in the recruitment efforts?

b) Thank you for volunteering your artistic talents to promote our regional ideology through pictures! I look forward to seeing what you and Herrebrugh come up with!


6) Minister of Justice (MoJ), [nation]Jotunland[/nation]:
a) I apologize for not getting back to you earlier about your request for clarification. I would like for you to contact those nations on your list to let them know that they are able to begin reforms to bring their nations into compliance in accordance to the RHP. If they decline your offer, I will eject them immediately per your recommendations to me. If they fail to respond before the end of elections, I will extend the amnesty period until the RHP (presumably) passes. Beginning next Sunday, all nations out of compliance will have to agree to the terms of the RHP or be subject to the normal ejection procedures. Does that sound fair? I feel like it's pretty merciful considering most have had weeks to turn things around when they would have been ejected a long time ago. Let me know your thoughts.

b) Herrebrugh & Haltari will begin working on DSA Propaganda posters and emblems and I'd like to extend that project to you as well if you have time for it and are interested. I have a description of this in the Help Wanted section.


7) Secretary General (SG), [nation]Arcomo[/nation]:
a) The revisions that were requested in the scrutiny forum have been implemented and they are up for vote right now. I used the polling tool for voting so that votes could be done anonymously. I would appreciate your feedback to determine if this will be something we will do in the future or if there are improvements that can be made to the way the voting process is set up.


8) From the office of the President:

a) Finals are fast-approaching; so I will likely be less active on NS than normal/desired for a couple weeks. I will still be checking in at least once every day or two during this time. I preemptively apologize for my likely absence and for things from my office slowing down as a result! All should be back to normal by the third week of this month.

b) After reading the last couple meeting notes, it occurred to me the extent of the work that you are all doing for the region and for your fellow Cabinet members. As a result, I will be drafting a new regional holiday called 'Cabinet Appreciation Day.' You all deserve at least that :D

c) I will have a couple minor referenda coming up addressing some ideas and concerns that were generated in the RMB and the Forum.

d) Here's the full telegram I received from the founder and ambassador of the [region]Arab Alliance[/region] last week after rejecting their embassy request: "accept our request, fascist." I hope [nation]Socialist Egypt[/nation] fully appreciates the irony of this demand :P

I have an update:

The United States of Boyznichov accepted probation 12\3\2012 due to their Civil Rights and Political Freedoms being 'Below Average'. They have made efforts to improve and have raised their Political Freedoms to 'Good', but their Civil Rights increased to 'Average' which is still unsatisfactory (below the 'Good' rating). I've decided to recommend ending their probation and forestall ejection.

Technically the MoJ can't apply probation\ejection notices to non-Charter nations within our region, right?

I argue that you can apply probation and ejection rules to non-Charter nations. Not being a member of the Congress does not exempt one from the rules of conduct, membership, etc. of the DSA; so therefore all nations are under the jurisdiction of the Supreme Court, and therefore the Ministry of Justice, whether they are a member of Congress or not (I'm interpreting the term 'Supreme' quite literally in terms of authority and jurisdiction).

The big difference being that a nation opting to not be a member of Congress (not being bound by the Charter) basically forfeits the right to a formal/proper trial that the Charter affords those who do opt-in in cases of probation/ejecting/banning, in addition to forfeiting all voting privileges and the ability to compete for government positions. While this may seem like a harsh interpretation or application of justice, I argue that there should be some significant, inherent benefit for any nation who opts into the Charter rather than essentially rewarding nations who do not bind themselves to it with a sort of defacto immunity from probation/ejecting/banning for violating regional standards and practices; for this would unfairly disadvantage members of Congress who willingly subject themselves to the various provisions of the Charter and the high standards of conduct that it requires on all members.

The control that is in place to keep the Supreme Court from abusing this power over non-Charter members is that we by definition of our respective Cabinet positions would be bound to the protocol of the Charter for such actions regarding probation/ejecting/banning; so we could not arbitrarily begin probation/ejecting/banning nations without subjecting ourselves to possible disciplinary action from the Congress for a breech of our Charter-mandated obligations to a high and restrained standard of conduct while in positions of power. Basically what I mean by all this is that a legal justification is still required of the Supreme Court for actions taken against any resident of the DSA, though the courtesy and right of a formal/proper trial for non-members of Congress is not required.

This could be a juicy topic in the Great Debate Hall... let me know what you think about my legal opinion on this.

Since Obamama has already been warned (12/3/2012) and has made absolutely no effort to change, I suggest immediate ejection for the following reasons:

1.) They have self proclaimed themselves a 'Dictatorship' "The Dictatorship of Obamabama" meaning they had to type that in manually as they're preferred name.
2.) Since last warned they have remained the same category (Corrupt Dictatorship) and same Political Freedoms rating (Rare). Even looking at their trend tab shows that their PF reached 0\100 in their most recent past activity.
3.) From what I've seen of his posts on the RMB he seems to be trolling discretely (bordering inflammatory remarks).
4.) I think his nation is supposed to be politically satyric of the Obama administration, which I don't mind so much, but it inherently means he intends to be a banned Category.

Having said all of that, his response ("RHP ME!") cements my fears that he intends to troll (intentional irritation)

Boyznichov accepted probation 12/3/2012 and successfully reached acceptable standards. Their Civil Rights have dropped back down to 'Below Average' and thus received the warning telegram sent out 12/17/2012. I feel their response is earnest and has already displayed good intentions before. I think the warning itself is enough, but probation\extended probation would be appropriate.

Sooners is a new member and so I have no reason suggest denying them their request for assistance from the RHP.
