Greetings to you, my fellow comrades of the Third Cabinet of the DSA! I congratulate you all for being elected/reelected to your Cabinet positions and I eagerly look forward to working with all of you this term. Below are my recommendations and wishes for what I would like this Cabinet to approve and commit to as its shared agenda. I invite each of you to provide any feedback and to also provide any additional ideas or initiatives that you would like us to pursue over the term. For those who are new, I aim to conduct closed Cabinet meetings each week that generally begin and end each Sunday; and so I ask that each of you check in to these meetings at least once per week to update everyone on the status of your respective Ministries. Your input need not be more than a sentence or two as there are always times where not a lot is going on; though I ask that each of you at least provide that much for the rest of your fellow Cabinet members. I will typically have a small list of Items for each ministry to address each week; so you will know what I am looking for in terms of your input. I apologize for my delay this week, and I will be extending this meeting until next Sunday. Without further ado, here is my agenda: Outline of this agenda: 1) Weekly cabinet meeting structure a. For those who are new, I aim to conduct closed Cabinet meetings each week that generally begin and end each Sunday; and so I ask that each of you check in to these meetings at least once per week to update everyone on the status of your respective Ministries. Your input need not be more than a sentence or two as there are always times where not a lot is going on; though I ask that each of you at least provide that much for the rest of your fellow Cabinet members. I will typically have a small list of Items for each ministry to address each week; so you will know what I am looking for in terms of your input. 2) Referenda and Charter amendments: Two separate proposed commendations a: R2012.10.2: Shared commendation for the Comrades who aided in the successful recruitment and regional promotional efforts of the last term: R.2012.10.2 Shared commendation of Comrades Aeoliland, Arcomo, Lavendell, New Andureo, The Northeast, and Ritchardville The Congress of the Democratic Socialist Assembly hereby formally commends the following Comrades for promoting the values of the DSA and for extraordinary public service to the region (in alphabetical order): Former Minister of Immigration/Regional Promotion of the Second Cabinet, [nation]Aeoliland[/nation]; Secretary General of the Third Cabinet, Fourth-Degree Ambassador, and DSA Capitol City State Administrator [nation]Arcomo[/nation]; Former Secretary of State (multiple terms), [nation]Laevendell[/nation]; Former Interim Minister of Cartography of the Second Cabinet, [nation]New Andureo[/nation]; Minister of Domestic Affairs of the Third Cabinet, [nation]The Northeast[/nation]; and Minister of Cartography of the Third Cabinet, [nation]Ritchardville[/nation] These Comrades took the initiative to implement the use of a very effective recruitment tool in order to recruit hundreds of nations in several regions abroad to resounding success. Primarily due to their efforts, the population of the DSA has increased by over 60% since the beginning of the Second Cabinet and continues to grow. These impressive results and ongoing successes of their efforts have strengthened our region, increased our diversity and level of regional participation, and have consistently placed the DSA in the top 50 regions of the NationStates World for its size. The Congress expresses its sincere gratitude towards and commends each of these Comrades for their combined, extraordinary efforts to increase the size and vitality of the DSA. b: R2012.10.6: Shared commendation for the Comrades who reinvigorated the regional map project: The Congress of the Democratic Socialist Assembly hereby formally commends the following Comrades for promoting the values of the DSA and for extraordinary public service to the region: Former Interim Minister of Cartography of the Second Cabinet, [nation]New Andureo[/nation]; and Minister of Justice of the Third Cabinet and Former Interim Minister of Cartography of the Second Cabinet, [nation]Jotunland[/nation] Comrade New Andureo had volunteered to design the core geography of the regional map and proceeded to administer and populate the map as Comrades made claims for territory upon it. All this was due to the efforts and willingness of Comrade New Andureo to share his talents and time with the DSA; and so the Congress thanks and commends him. Comrade Jotunland, who has in the past designed and administered regional maps for our region, offered his assistance in the creation of the current map and even stepped in to administer it when Comrade New Andureo needed to step down from this position. Comrade Jotunland proceeded to administer and populate the map as Comrades made additional claims for territory upon it, giving us the current map that we all appreciate and enjoy. The Congress thanks and commends Comrade Jotunland. 4) Add ‘government job listings’ section to forum for each ministry to open their offices up to volunteers from the region who want to participate in government. a: Kryftland has volunteered to serve as an ambassador to serve the Ministry of Foreign Affairs and I encourage the Min. of Foreign Affairs to recruit him in your diplomatic corps. 5) Begin Declassifying documents from old cabinet meetings a: Each ministry shall review meeting notes and various discussions from your respective classified forums to be declassified and we can discuss it as a cabinet in this closed forum before any records would be declassified. 6) Debates a: New debates for the Great Debate Hall: I would like each member of this cabinet to put forward ideas for new debates. Arcomo had stimulated discussion about the role of religion in politics last term and I would like to continue such discussions turning this term. I would like these to be informative and provocative to stimulate regional and interregional interest. These are a couple that I will be willing to start: i: Merits of hate-crimes legislation ii: Vote your conscience or for the lesser of evils 7) Updating the structure and functionality of the DSA forum boards & WFE a: The big project I would like to work on this term is to improve the ease of use and navigation of our regional forum by reorganizing sections of them to reflect our government structure and current patters of usage. I will be working closely with Arcomo and Laevendell during this process, but I also would like the candid and frequent feedback of the whole cabinet to make sure that the changes will be beneficial. Below are suggestions brought forth by Laevendell: * Remove the link to Charter Opt-in and put a big, clearly visible link to the opt-in in the first post of the Charter thread. (this has been done) * Let the Charter link point to the first post of the Charter thread (remove /#new in the link). (this has been done) * Make a thread in the forums for only the newest updated map and put a link there to the map opt-in. * Remove the link to the Map Opt-in in the WFE. * Remove the links to the Recycling center and IRC channel and instead put them as category links in the forums. * The above changes should make room for important events to be posted in the WFE, like nomination and voting periods, when they start and end and other current affairs. Thus the Current affairs link can also be removed. Current affairs should also be posted in the Current Major Business section in the forums so it is easily available. 8) Establish a regional calendar: a: I am proposing establishing a regional calendar. I think this will be helpful not only for smooth administrative operations, but also to help those comrades who are less active but who would like still like to take part in elections or even plan to make nominations for elections (having a graphical representation of time for them to plan). I also thought it would be fun to have our regional holidays posted on it so we can plan for any festivities or corresponding regional events if we all so wish. -Regional Holidays -Regional Elections -RL political events (birthdays of prominent figures, events of significance to labor and civil rights, political rallies, elections, etc.) 9) Establish May Day as official DSA Holiday This I thought would be a good one to make official since it is so relevant to all of us and our regional ideology. 10) Reinstating Ritchardville and The Northeast to the WA via appeal to game mods Several Comrades have expressed support for this initiative, and while the momentum has slowed a bit, I will be submitting this appeal to the game mods in defense of my Comrades who were unjustly ejected. Here is the link if you like: Link 11) Trade agreements with interregional partners a: This is an initiative that I put on the back burner last term to take care of more pressing matters. Basically, the initiative began when I was in discussions with the CIL earlier this year to develop a symbolic trade agreement which was meant to express our region's interpretation of Socialism through the prism of interregional trade. It is sort of like a manifesto of our region's values expressed as a trade agreement where we codify the conditions that we place on our interregional partners' conduct and ideology in order for trade to occur between our two regions (environmental standards, labor relations, minimal living wages, democratization of workplace management, min. civil rights & political freedoms, etc.). Beyond espousing our ideology, some ideas floated before included listing quantities of commodities that are traded between our interregional partners if that form of role-playing appealed to anyone. The Min. of Commerce in the CIL C'dTE before we could get this idea solidified to an actual document beyond an abstract concept. Now that we have a new cabinet in place, I thought I would bring forth this idea once again to see if there are any of you interested in drafting language for such a document. Let me know if you would like to help draft this. 12) Awards Comrades Jotuland and Haltari were kind enough to share their artistic talents with the region a while ago, and I would like to now combine these ideas into awards and start awarding them to our comrades. I will draft a poll for this for next week's meeting. My hope is that this will be a fun way to boost regional morale and to increase participation by introducing a lighter side to the NS game for those who are less involved in heady political or ideological discussions. Let me know if you have ideas for these between then and now! 13) Regarding the impending expulsion of several comrades: Below is the list of comrades who Arcomo had diligently followed while acting as interim MoJ to monitor for compliance with our regional Charter. Before I move forward to expel these nations (I'm worried that I may not personally have enough regional influence NS credit accrued to carry out all the expulsions at once, which could lead to either doing these in phases -which will be inconsistent with application of regional law- or possibly a joint effort by me and Opalaland to carry all of them out at the same time), I would like to propose allowing those nations up for immediate ejection to be given a 'stay of execution' while we await a vote on the new Regional Humanitarian Programme (RHP). I think that this delay will reflect well on our region and increase support of the new RHP by providing a real-time demonstration of its use by letting these nations enter it on a 'trial' basis. Those on this list who chose to participate and commit to make appropriate changes will be allowed to stay without expulsion, and those who choose not to or who don't respond to the offer will then be expelled summarily in compliance with my responsibilities as specified by the regional Charter. I will heed the advice of Arcomo and forego the expulsion of Bethorik and Greater Ireland given their willingness to make appropriate changes to stay here. Now that Jutunland is our MoJ, I would like to get his opinion on my proposal to delay carrying out justice given the current circumstances surrounding the recent increase of minimum CR & PF standards and upcoming vote on the RHP. He has invited ~500 new nations to our region. 3) Add ‘Corporate Bordello’ to list of prohibited nation categories. What are your thoughts on this? Well, they are a corporate state, and as socialists we look down on that, but if what Fyrossarian says is true about Political Freedoms and civil rights, I don't think it is nessecary to ban them. 4) Add ‘government job listings’ section to forum for each ministry to open their offices up to volunteers from the region who want to participate in government. a: Kryftland has volunteered to serve as an ambassador to serve the Ministry of Foreign Affairs and I encourage the Min. of Foreign Affairs to recruit him in your diplomatic corps. I believe that the records can most likely be declassified after what we have discussed has taken effect. Other than that, I don't think declassifying records would have any major consequences. 6) Debates a: New debates for the Great Debate Hall: I would like each member of this cabinet to put forward ideas for new debates. Arcomo had stimulated discussion about the role of religion in politics last term and I would like to continue such discussions turning this term. What I effectively see described is that most of the links currently on the region description will be moved to the forum. I think that is a great idea, as it will encourage nations to get more involved in the forum. No matter what I do, they seem to not care about my pleas. If it were me, I would not eject nations based on their "ratings", but on their nation type and their influence in our region. Nations should not be banned if they are withing the non-banned categories, and if they are largee nations, or have contributed in some way to the region, they should not be expelled. We have recently reached a huge population landmark, and we are beginning to be noticed on the world scale (as shown by lurkers) and any nations here will be great to keep, as long as they want to be here. |

1.This structure is good, and I have already posted my updates in my comment above 2. I fully support the commendations for all four of the nations. They have definitely contributed a lot to our region. 3. I agree with Fyrossarian on this one. The "Corporate Bordello" category easily has high enough CR and PF ratings, and I have actually recruited some nations from this category in the past week. 4. I think this is a great idea. This will definitely help with getting other nations more involved as they can now hold smaller positions in the government. I think each ministry should have a few additional positions below the minister, that will have their own set of responsibilities. 5. I'm fine with this. 6. i don't have any new debate topics in mind, but I do think that the debates should be more promoted. This is because the debate hall is very inactive at the moment, and more debates could help with regional participation. 7. I agree with The Northeast on this. This would cause more people to go on the forums, but it would cause newer members to possibly have more difficulty in finding certain links in our forum. It would also cause less new nations to join or forum 8. This is a very good idea. A calendar could definitely help with organization and communication. 9. I think a DSA holiday would be great. 10. Even though all of us probably want this to happen, the game mods will not change their minds. Also, The Northeast has already created a new nation to act as its WA delegate. 11. This is an interesting idea, but I doubt it will work well. I also don't think very many nations on either side will actually participate in this kind of trade because it does not really affect their nations. 12. I obviously support this. I could also add more designs or improve my current ones if needed. 13. Trying to expel all of these nations at once is not a good idea. I think we should only eject those nations that significantly violate our charter (very low CR and PF, and in the banned categories). For the others, we should send them some warnings, and if they don not improve, we expel them. I also think that some of these nations like The Jingoistic States of Aanal Zone and The Kasperian Republic of Au Moi en Californie have improved recently. Edited by Haltari, 12 Nov 2012, 13:17.

If we processed probation\expulsion members weekly (or maybe biweekly), then we could consolidate their deadlines and show them on the calender (otherwise there would be too many different deadlines to post). 9): Agree - I am okay with May Day, but if it is possible to determine, I would prefer a date significant due to some regional history. (such as the founding\reforming of the region) 10): Undecided - It is worthy to raise awareness and at least try to contact the mods, but it doesn't concern me because I am uninterested in the WA. I completely agree, and it was my original intent to commend everyone who had worked on the recruitment initiative; I will revise my commendation to include all who contributed right away. I was unaware that the CR & PF were of acceptable levels within a Corporate Bordello before bringing this to the Cabinet; I thank you and the others for informing me and I rescind my proposal to make such a revision. That is an excellent idea for the use of the calendar - I like it! Yes, I will definitely incorporate that into it. (such as the founding\reforming of the region)" We did establish that holiday earlier in the previous term, I think right before you arrived (buried within a large group of other amendments and referenda). It is in Art. III, Sec. IX, Cl. II of the Charter; established 8, April, as 'Democratic Socialist Assembly Day.' We also have a holiday to commemorate the founding of the UDLR. I will draft the language for the May Day holiday soon. I agree that it is likely futile (I can't ever get the mods to admit error/fault even when giving detailed, irrefutable evidence to the contrary); but I still feel compelled to try since I want to be an active advocate for my Comrades when matters of principle arise. You are correct that these are not meant to actually affect other regions; it is just a symbolic gesture between like-minded regions (our interregional partners only) to be a refreshing counterpoint to the free-trade agreements sought by the WTO in RL. No problem; it will be at least a week before I will have set up the initial polls for the awards. Then there will be about a week for people to cast their votes before the awards would be given; so at least 2-3 weeks before we need them. Unless there is explicit opposition to doing so from other members of the cabinet, I will postpone the expulsions until those nations in violation of the Charter have been offered a chance to try out the RHP prior to its (likely) passage as a gesture of good will towards the DSA; indicating their desire to stay here and make the related improvements. If any of those nations refuse or ignore the offer, then I will eject them. I am not opposed to resetting the clock for those on the list; but please let me know those who do not reply to your message by the end of the meeting on the 21st. While our dramatic increase in regional size is impressive and exciting, I don't want to compromise our principles or neglect my duties to keep a tidy region as mandated by the Charter. My justification for delaying the usual sentence is the unique circumstance that we are soon to have the RHP in place; and for the sake of unity/camaraderie and good faith, I think those nations out of compliance at this time should be able to take advantage of the new standards and extension of time offered to those nations who do partake in it. In an unrelated note, I needed to suppress a defamatory post in the RMB earlier this afternoon (12 Nov. 2012). I assume I will have to submit something to the MoJ or Supreme Court justifying this action:
In the context of the suppressed post, the obscenity is being used to slander another NS player (albeit no one from our region) which is historically not allowed in the DSA per the Charter. I cite Article III, Section V, Clause II: "As evidence of this reaffirmation, the Assembly hereby limits the authority of the Regional Founder, the World Assembly Delegate or any other DSA official to censor both the Regional Forum and the Regional Message Board. These officials shall retain their right to edit or suppress a member’s post for the sole purpose of removal of overly obscene posts, threatening or malicious posts, defamatory or libellous statements or unwanted spam." In this case the post was defamatory and therefore inappropriate for the RMB. Comrade Jotunland, please let me know if you need anything more from me regarding this matter. |
