Greetings to you, my fellow comrades of the Second Cabinet! I apologize for the late start to this week's meeting - I appreciate your patience while I have been tending to pressing RL issues. I will address some of the questions and issues posed in that last meeting here. 1) Progress report from last week’s meeting: 1.a) Comrade [nation]Arcomo[/nation] and I have been working on a new referendum. I request each member of this Cabinet review these and let your opinions about these be known either way here. Upon receiving adequate feedback, we intend to bring these before Congress to be edited, critiqued and scrutinized before bringing them up for vote. Arcomo has created a discussion thread for these amendments: Link 1.b) The new discussion forums have been up and running. Not as much traffic as I had hoped; but it is what it is. I may have time to set up a new debate this coming weekend to keep the thread fresh. I also have a couple new posts ready for the SCMW forum that I will try to post between now and the end of this meeting. 1.c) The regional map is on hold for the time being as Comrade [nation]New Andureo[/nation] needed to resign indefinitely to attend to RL issues. I am hoping to get some interest from some of our newer comrades between now and the next election to do basic maintenance on it as there is a bit of a backlog of nations wanting to get their territories on it. I may have time to get these done by Sunday, time permitting... 1.d) The design contest has a couple cool entries from Comrades [nation]Jotunland[/nation] and [nation]Haltari[/nation] - I encourage you all to check them out! Link Do any of you have any suggestions as to how we should proceed with this contest? I'm inclined to put these up for approval with the upcoming referendum voting; but let me know if any of you think it's premature. I envisage the designs to be ratified first, and then in an upcoming referendum we can let Congress nominate & vote for recipients of these awards which we can make a monthly(?) routine. What do you all think? 2) This week's business: 2.a) I would like a status update from each ministry this week so that we can stay in better communication and help each other out if need be. 2.b) Comrade [nation]Laevendell[/nation] has notified me that the UDLR's Administrator Account CTE about two weeks ago which leaves them vulnerable to a raid. [nation]Herrebrugh[/nation], do you have any news to report about the status of the UDLR? Also, do you know the exact/approximate date that the UDLR was established? This is pertinent to one of our proposed new holidays as we are trying to determine what calendar day to list. 2.c)
These all look great, Diederick! Thank you so much for establishing and maintaining this nation for the region! The only change I would propose is removing New Andureo as the MoC given his recent resignation. I will also provide a link to this nation on the WFE right by the About Us! link when you feel it is ready. 2.d) Is there any progress to report about the UPFS' refounding? 2.e)
I am satisfied with those listed. They are descriptive yet concise; which I think is just what we need since the full descriptions for these are listed in the Charter. Excellent work! Does anyone else have any feedback to offer? 2.f) I am delighted that despite a high level of turnover lately that our region is up to 130 nations from last week! Currently there are five nations on probation (Toka313, Shambahala, Port Mirico, Chorkill and Flastville). Their probation ends on the 25th of October. Two nations have been on probation and have attained an acceptable category (Amerchissia and Filibuster Islands). Also, my term as MoJ lasts until the 9th of November, and a new cabinet will take office on the 1st of November. You're right that I couldn't hold two posts even for that short time, so if I am elected MoFA, I'll end my term as MoJ prematurely. |

I've been thinking to cut the coming MoJ term short to let it coincide with the elections for the Fifth Cabinet. That should help avoid this situation and save the Secretary-General some time, besides looking good (< subjective).

Thank you very much for your updates, Arcomo, Jotunland and Fyrossarian. Arcomo: for what it's worth, I agree that it would be best to synchronize the election cycle so that by the Fifth Cabinet elections our Congress may vote on all candidates at once for administrative ease and ballot simplification for voters. I think this will result in more voter participation as well. I wouldn't mind having this as a general policy for all Ministries/positions, regardless of any unexpected run-off elections that would shorten any one candidate's term. Shall we draft language for an amendment to this effect for the November referenda? Also, would you please let me know all the comrades who have been helping you in your recruitment efforts? I would like to draft appropriate commendations since the overwhelming successes of all your efforts are certainly worthy of formal praise from the Congress, and I want to make sure that everyone who has been actively working to achieve these goals is included. Jotunland: Thank you for stepping forward to keep the map updated and keeping our eager Comrades who had been waiting to be drawn on it satisfied. Please let me know if the link I have at the top of the WFE is current. Would it be helpful if I put a separate link to the map discussion thread up there as well, or would you find that redundant? Fyrossarian: Thank you for your diligence in keeping the statuses of our Comrades current. Please let me know when I should administer ejections if any of those you listed haven't met their obligations by the 25th. |

Quick probation update: Amerchissia's probation has been reinstated because their new category is prohibited, and Port Mirico has now obtained an acceptable category. Also, I think it'd be good if we had a link to the Capitol's factbook somewhere in the WFE, I had to do a bit of searching to find it myself. And regarding the MoJ section in the factbook, could we make a slight change - 'head of the Supreme Court (on a first among equals basis)'. Other than that, it's perfect. |

I believe Suceavija already had the intent to put a link to our capitol on the WFE. I also altered the MoJ section in the Factbook on the Cabinet of the Assembly of our regional capitol. Active nations on the recruitment tool are: The Norhteast, Ritchardville, Aeoliland, New Andureo and myself. Sadly, statistics for New Andureo and Aeoliland's efforts were lost because they requested a new account (password lost or account dodgy) and I obliged them. Ritchardville has been extremely active, with over 450 recruitment messages sent - however, it may be questioned how effective his methods are. That is why I look forward to pulling resources in the 'recruitment tactics' thread. A direct link to the Capitol City has been added to the WFE as requested. There is still the link to it from inside the 'About Us!' link, too. I have also created a link to the 'Map Opt-in' forum so that comrades can go directly to it if they want to get on the map. Arcomo: Thank you for the update on the recruiting efforts. Since the specific levels of contributions to the recruiting efforts from all participants seem to be somewhat ambiguous, do you think a combined commendation would be more suitable than individual ones? |

I would wait with the commendations until the next cabinet's term starts, foremost. And a combined commendation sounds good, especially noting the doubts surrounding the numbers. Concerning the WFE: I noticed the link to our forums is now called "discussion forums", I think this might be misleading, because there is more than discussion going on here. "Regional forums" seems more appropriate. And the link to our newspaper is no longer just our newspaper, it is an interregional newspaper now. On the Solidarity issue, I have had the following communication with the CIL's WAD:
So, I'd like to know who is the chief editor of our regional newspaper, what are the agreements made with the participating regions (if any), what is the construction or hierarchy for publishing the newspaper, and what is the prognosis for the future development and broader inclusion as mentioned in the question by the WAD of the CIL? Personally, as I stated in my response, I support the idea of including more viewpoints (directly meaning the inclusion of an aggressive region). My answers to those questions would be: Chief editor = Laevendell, he hosts the newspaper, he should have the final say, and certainly not secundary to that, I think he is excellent for it. Organization The chief editor should theoretically operate under our Minister of Domestic Affairs, since Solidarity is published under his office according to our current Charter [ANOTHER CHARTER AMENDMENT LOOMS]; however, this is now an interregional affair and above that, this would be more fitting wholly outside of our regional government - keeping the press free. I think an interregional committee, with one of our own (Laevendell), though theoretically neutral, as the indisputable chair would be the best and most inviting solution to interregional involvement in Inclusion of non-allies The interregional newspaper currently aims to become one filled with contributions from our current allies. The only two problems I see with including regions which are not allied to us (but may be allied to one of our allies, (is the ally of my ally my friend, or my ally?)), are that there needs to be a clear mission statement or constitution for the newspaper, to restrict inclusion to democratic socialist regions - not others; and the second, is that of possible space restrictions of the newspaper, in either the program, Laevendell's hosting or the amount of text people are willing to be confronted with. So what do we as a regional government think of this, in the few remaining days of our existence in this Second Cabinet of the Assembly? Also, Suceavija, would you please check out this thread in the Technical section? >link< And lastly, so far I have established the desire for the following proposals for a new round of referenda: R.2012.10.1 - Charter Amendment 27, the Regional Humanitarian Programme >link< R.2012.10.2 - Commendation of recruiters R.2012.10.3 - Charter Amendment 28, dropping 'Solidarity' newspaper from the Minister of Domestic Affairs' tasks R.2012.10.4 - Charter Amendment 29, Cabinet members must register on both forums Some of us may leave, but the regional government goes on! Arcomo: I will hold off on the shared commendation for now, as recommended. I will change the title of the 'forums' link and will classify Solidarity as an interregional paper as well. As always, I am grateful for your diligence in keeping up with our interregional partners and with current events outside the region - you are truly a gift to this Cabinet and to the DSA!

If we are relinquishing our regional control over the paper, then I would be more comfortable removing all aspects of its management from the Cabinet and Congress of the DSA entirely. This way the paper could be as open and free as possible and there would be no direct ties to our government; it would just be individual nations writing their own articles and reading those of others. Let The Internationale, Antifa and even CMK write as much and as often as they like; but if the Cabinet of the DSA is even loosely linked to it hereafter, then the articles and opinions expressed therein will potentially always be a political liability to us. I say let's just get the paper completely off our Charter (though still keeping a link to it in the WFE) and let Solidarity be its own independent entity from now on, managed and operated at the sole discretion of Laevendell and its readers (who may collectively decide on their own whether/how to establish a managing committee or not) <-- If all this is what you had already suggested, then I will just say "ditto."
I have been contacted by Kyrftland earlier about this, and I will make these changes shortly after the 3rd Cabinet is in place (this weekend is too tight, I believe, but it should be done for sure by next weekend). I will be adding a "Help Wanted" section to each ministry so that comrades who wish to serve the region but who haven't been elected to the Cabinet may still do so in an assistant capacity to get their feet wet in regional politics while lightening our work loads in the process. Essentially, job postings will listed here for ambassadors, clerks, assistants, etc. that each ministry may post at their discretion. R.2012.10.1 - Charter Amendment 27, the Regional Humanitarian Programme - Really like it! Very fair and progressive approach to accompany our raised minimum standards to optimize the ability for Comrades to stay in the DSA! R.2012.10.2 - Commendation of recruiters - Should be ready to be scrutinized by the Congress by next weekend. R.2012.10.3 - Charter Amendment 28, dropping 'Solidarity' newspaper from the Minister of Domestic Affairs' tasks - Exactly! R.2012.10.4 - Charter Amendment 29, Cabinet members must register on both forums - I am familiar only with Zetaboards; what is the other forum? I received your telegram about comrades who are in violation of the new provisions for CR & PF, and I am wondering if Aeoliland is technically able to still hold the position of Min. of Immigration/Regional Promotion (albeit for just 3 more days) since they are no longer a member of Congress - As I read the Charter, only a member of Congress may run for office; but what about this scenario? *Fyrossarian* please let me know your thoughts on this as well. Also, since our term ends in just a few days, I will extend this meeting until the first day of the 3rd Cabinet so that all the remaining business of the 2nd Cabinet can be handled here without disruption. Hello Suceavija, Yes, that is what I think I was trying to say with my post on Solidarity. My idea changed a bit as I was writing it, so I'm sorry if it reads a bit schizophrenic. I think Laevendell should be the chief editor, and other regions should bring in one editor each, and this regional government should have nothing further to do with it. I have started working on another new forum, the previous service was too much of a drag. All I need to do with this new secondary forum is make the Charter and some other significant information available on it, and it's ready for a Cabinet review. Proposed Charter Amendment 29 is aimed to secure the smooth passage from one forum to the next for the regional government. After all, if we'd have to have Cabinet members create forum accounts before they can respond to a situation where our primary forum is down; things could take too long because the obstacle of having to register first might demotivate people in their response. Also, it prevents me from being the only one with access to the forum, especially since I am currently the sole administrator, and as with this forum, the function of admin should be passed on from President to President and from SG to SG. In other words: there must always be an active administrator on a forum, CA29 attempts to ensure that. As for the situation of Aeoliland, I too read the Charter in the sense that someone who is not a member of Congress cannot be a member of Cabinet; you have to accept and be in compliance to the Charter in order to execute it.
