Greetings to you, my fellow comrades of the Second Cabinet! I apologize for the late start to this week's meeting - I appreciate your patience while I have been tending to pressing RL issues. I will address some of the questions and issues posed in that last meeting here. 1) Progress report from last week’s meeting: 1.a) Comrade [nation]Arcomo[/nation] and I have been working on a new referendum. I request each member of this Cabinet review these and let your opinions about these be known either way here. Upon receiving adequate feedback, we intend to bring these before Congress to be edited, critiqued and scrutinized before bringing them up for vote. Arcomo has created a discussion thread for these amendments: Link 1.b) The new discussion forums have been up and running. Not as much traffic as I had hoped; but it is what it is. I may have time to set up a new debate this coming weekend to keep the thread fresh. I also have a couple new posts ready for the SCMW forum that I will try to post between now and the end of this meeting. 1.c) The regional map is on hold for the time being as Comrade [nation]New Andureo[/nation] needed to resign indefinitely to attend to RL issues. I am hoping to get some interest from some of our newer comrades between now and the next election to do basic maintenance on it as there is a bit of a backlog of nations wanting to get their territories on it. I may have time to get these done by Sunday, time permitting... 1.d) The design contest has a couple cool entries from Comrades [nation]Jotunland[/nation] and [nation]Haltari[/nation] - I encourage you all to check them out! Link Do any of you have any suggestions as to how we should proceed with this contest? I'm inclined to put these up for approval with the upcoming referendum voting; but let me know if any of you think it's premature. I envisage the designs to be ratified first, and then in an upcoming referendum we can let Congress nominate & vote for recipients of these awards which we can make a monthly(?) routine. What do you all think? 2) This week's business: 2.a) I would like a status update from each ministry this week so that we can stay in better communication and help each other out if need be. 2.b) Comrade [nation]Laevendell[/nation] has notified me that the UDLR's Administrator Account CTE about two weeks ago which leaves them vulnerable to a raid. [nation]Herrebrugh[/nation], do you have any news to report about the status of the UDLR? Also, do you know the exact/approximate date that the UDLR was established? This is pertinent to one of our proposed new holidays as we are trying to determine what calendar day to list. 2.c)
These all look great, Diederick! Thank you so much for establishing and maintaining this nation for the region! The only change I would propose is removing New Andureo as the MoC given his recent resignation. I will also provide a link to this nation on the WFE right by the About Us! link when you feel it is ready. 2.d) Is there any progress to report about the UPFS' refounding? 2.e)
I am satisfied with those listed. They are descriptive yet concise; which I think is just what we need since the full descriptions for these are listed in the Charter. Excellent work! Does anyone else have any feedback to offer? 2.f) I am delighted that despite a high level of turnover lately that our region is up to 130 nations from last week! Point 2.c: Done. Point 2.d: Not for as far as I know. The official embassy no longer exists and the remaining ambassadorial nation has not received information on a likely resettlement yet. The UPFS is currently busy deciding upon a title for this situation, for future reference.
Regarding the implemented forum ranking theme, I noticed it puts the title where we have our actual regional government titles. This didn't work out the way I wanted it to, so I'll hurry a series of rank images to solve this issue. I noticed The Northeast had been made an administrator in the DSA recruitment tool. This might have been a mistake and I have taken the liberty of removing those powers from that nation. I would urge the Minister of Foreign Affairs and the Minister of Immigration and Interregional Promotion to maintain some restraint in handing out admin access to this tool. Besides aforementioned ministers, current administrators are Laevendell, the creator of the application, and myself, as Secretary-General. Regarding the period of scrutiny, that one is already happening. I figured it would be wise to get this thing over with a.s.a.p. since we'll be beginning a new election period in seven days (the start of the nomination period), and a new Cabinet term will start on the first of November. |

Arcomo - Thank you for your quick turn-around and helpful update from your Ministry. I second the notion that we should be conservative in allowing non-cabinet members access to admin privileges in the forums and recruitment tools. I thank you for the work you are doing on the Regarding referendum R2012.9.2: I would like to amend this to include the following additional clause: "Clause VI. The Minister of Cartography shall have authority over redistributing (or not) the territories of nations that have either departed the region (for any reason), resigned or have been removed from the Congress, or who have ceased to exist for any length of time. Any disputes arising from the related actions taken by the Minister of Cartography to redistribute said territories shall be resolved by following the appropriate procedure as prescribed by Article II, Section X, Clause III, of this Charter." I want to add this to the referendum because I considered the fact that [nation]Zayaz[/nation] had submitted a claim for territory in the map discussion thread before departing the region; and I want to establish protocol for this and similar eventualities when they arise to make life easier for everyone involved. I would also like to change the wording of existing Clause IV of this same amendment to read: "Clause IV. The Minister of Cartography shall have jurisdiction over international administrative boundary claim disputes between all nations that are represented on any DSA regional map. Any member of Congress who has their nation represented on any DSA regional map may appeal the rulings of the Minister of Cartography following the procedure as prescribed by Article II, Section X, Clause III, of this Charter." While trying to implement forum rank icons, which was sadly unsuccessful, I have adjusted the government titles to make them stand out more (shortened and <<< ... >>>), adjusted the forum ranks (added "..."), and disabled the option regular members have to change their custom title - only admins can do that now, as I figured the only times when this needs to be changed is when someone becomes or leaves as a member of the Cabinet. |

A few things: [nation]Jotunland[/nation] has volunteered to be the interim MoC, and I was also approached my [nation]Ritchardville[/nation] and I am eager to delegate that responsibility for the remainder of the term; so I will do so unless there are any objections from the Cabinet. I regretfully ask the Cabinet to prepare for dismissal of Comrade [nation]Herrebrugh[/nation] as MFA since he has been absent from his duties (and the game) for longer than the Charter-allowed period of time without prior excuse or notification of absence. I shall solicit nominations from the Congress for a replacement. If anyone knows who would be a good replacement I would be happy to appoint them. I shall in the mean time assume his duties as best I can as specified by the Charter: Article III, Section 1, Clause V. Any official that has been inactive in his or her duties for more than fourteen days shall be removed from office and another nation elected in a special election for that position, to be held within seven days of the departure. In the mean time, the President of the Congress shall appoint an immediate replacement or fill the office him/herself. However, any official that has informed the Congress of an absence or vacation lasting longer than fourteen days shall remain in his or her position and have a representative appointed by the President of the Congress for the duration of their absence. Should the majority of the Congress disapprove of the President's selection, the President of the Congress shall select another candidate who commands the support of the majority of the Congress. I have sent a response indicating the change in our administration and apologized for our region's perceived silence in the UDLR, and indicated that Grolsch may keep in contact with me through the end of our term. On the subject of the UDLR: I have observed the fact that [nation]Cynthia McKinney[/nation] has removed herself from the DSAlliance's regional ban list... this does not bode well for our interregional partner. What are opinions about the situation at this point? I am wondering if I should approach the UDLR with a tentative defensive strategy to deal with aggression from CMK or [region]The Internationale[/region]? To Arcomo and/or Aeoliland: Not to be too paranoid, but would either/both of you please verify if your recruitment efforts have been concentrated in the Pacifics recently? I am happy to see our membership up so much so quickly recently; but I also would be remiss if I didn't verify with our recruiters as to why so many nations have found our region to be so appealing all at once... If we are in the midst of a raid, I will take every effort to change the situation and to protect the region. To all: Please let me know here in this discussion thread whether you intend to either run for reelection of your current Cabinet positions, wish to run for a new position, or wish to decline from running for any position within the Third Cabinet. Herrebrugh's status is regrettable, so shortly before the end of his term. Regarding CMK, an assisted refounding of the DSAlliance might be a good, quick and relatively painless option. If they manage to protect their forum from CMK interference, the matter becomes a NationStates logistical one only. For as far as I know, the refounding would have to be under a new name, because CMK would always have control over the current DSAlliance region. The region might, at this time, be able to convince CMK to let go of the executive powers of the founder. Perhaps by suggesting the alternative (an exodus). This would be something to discuss in the UDLR. Many nations came with a sidetrack into other regions before entering ours, and many are newly founded or not WA members so they couldn't possibly be raiders. Greetings comrades, Today the nation of New Immortallia has posted a most inflammatory comment in our Regional Messaging Board. The comment in question suggests our most established comrade, New Bazlantis, had the "gall" to post a message on their (United Socialist Republics) regional messaging board, three months ago, to notify them of the retreat of our embassy with the USR. New Immortallia also plainly questioned whether New Bazlantis was acting according to the First Cabinet at that time, and openly shows dismay at the message New Bazlantis issued them. Besides immediate RMB responses by Laevendell and myself, I would like to send a corrective telegram to the nation in question, and notify their WA Delegate (though non-executive) of what has happened. Arcomo: I have made a formal response to New Immortallia's inquiry/accusations/rant in the appropriate discussion thread. I don't have any changes that I'd personally like to make to the MFA embassy criteria at this point. I have nothing to report about CMK/DSAlliance/UDLR-related events. All seems to be fine for now. Is there anything notable going on with any of our interregional partners? Fyrossarian: Please provide an update as to the status of nations on probation. I have noticed several nations in our region lately who have prohibited classifications. Please verify the length of your remaining term as MoJ; I'm not sure you are able to serve as MFA and MoJ simultaneously. I would like to thank those working towards our recruitment efforts in the last few weeks - our region has grown by almost 50% from our nadir of 104 early last month, placing us in the top 50th percentile in NS for regional size. Commendations seem in order! Please indicate in this discussion who all has been involved (I've been able to ascertain that Comrades Aeoliland, Arcomo and The Northeast have taken part; but I don't want to leave out anyone who I may have missed). I will draft these after the general elections and include them in the November referenda. To all: What are your opinions about our recent embassy requests from [region]South Bee cave[/region] and [region]United Region of the People[/region]? I'm leaning towards SBC but against URP. Regarding the embassy requests, neither seems worth our time, but I might say the South Bee Cave stands a minor chance of growing on me. Neither are outspoken socialist regions, and even though they suggest they are democratic, both their regional governments are questionable (many unfilled positions, tiny). And then there is the lack of activity in those regions, far worse even than the DSAlliance - URP doesn't even have messages in its RMB! Edited by Diederick Antonius, 22 Oct 2012, 10:09.
