Greetings to you, my fellow comrades of the Second Cabinet! I apologize for the late start to this week's meeting - it's been a busy week. Thank you for your reports from last week, and I will address some of the questions and issues posed in that last meeting here. Below are the various items I would like to bring to your attention and for which I would like your feedback this week: 1) Progress report from last week’s meeting: a) Recent referendums: While it is slightly premature (by a few hours as of press time, anyway) to say definitely so, I see the approval of our last three referendums to be imminent; and so I will move forward with this meeting as though they have been. I would like to congratulate you, Arcomo, on the resounding passage of your commendation by the Congress! b) Updating the Wiki: I will be putting a call out to creative writers in the DSA to volunteer to update the Wiki when I create my brief Cabinet update 2.2 in Solidarity, as we all seem to be fully extended with our current obligations; and it may be a fun way to get additional nations interested in government. Depending on the results, I will draft a formal commendation for whoever among our region takes this task on through completion (or whatever sort of reasonable incentive they would deem appropriate for doing so, if any). c) The regional map project is up and running! [nation]New Andureo[/nation] has done a fantastic job creating a new political map for the region and has been highly responsive to those comrades who have requested a place for their nations therein. d) Regional tags: I have restored the ‘Map’ tag in our WFE to reflect our new and active map initiative. I have also added the ‘NSwiki’ tag in anticipation that ours will be updated soon. e) Debates: The renewed debate forum is alive and well with the first of several debates being initiated by Arcomo on the issue of separation of church and state – I encourage all Cabinet members to chime in, even if it is to say no more than a couple sentences. I will put another plug in the RMB for these debates as well as in the CU 2.2 as I would like to get more involvement among comrades here and abroad (I have set these specific debates to be fully accessible by guests/visitors and registered forum members alike). I will be initiating a new debate this week based upon Arcomo’s recommendation that I take on the issue of Queer rights as it relates to RL and NS alike (this was spurred by the discovery of one of our comrades having made homosexuality punishable by death via their response to one of the NS issues recently). I would also like suggestions for topics from the rest of the Cabinet if you have any, even if you don’t wish to initiate them; I would be happy to get them rolling on your behalf. f) Pet projects: I) I have started up a new forum, State, Corporation & Media Watch for the purpose of letting comrades post interesting articles from all sorts of different sources to help keep each other more informed about the RL world as many of the topics I have highlighted tend to be swept under the carpet of the mainstream media or presented through a distorted lens to the masses. This is open for anyone to post links or initiate topics as they find them and to respond – it’s all about the free exchange of information! Arcomo, I heed your warnings of the potential for spammers and I will be vigilant; I'm more concerned with the current relative lack of use of the forum ![]() II) In hopes of increasing communication and camaraderie among comrades here in the DSA, I am proposing we do a series of opinion polls or mini contests based upon various aspects of the lighter side of NS, such as everyone’s favorite flag designs, national mottos, etc. I will draft a couple to present to you all before the end of this meeting to get your opinions. I may end up using something like Survey Monkey or similar as the engine for these as I don’t know that the NS interface easily would allow such a thing. My hope is to appeal to those who are more inclined to participate in regional matters on a more superficial level as opposed to the other ways I have been trying to increase participation up to this point. III) Regional Holidays: I was thinking of making official holidays for our region. One of the holidays I am proposing is the anniversary of our region’s founding on April 8th, calling it something like “Founder’s Day (in honor of Opalaland)” or “DSA Day” or something relatively generic, though descriptive, like that. I was also thinking that we could declare May Day to be an official DSA holiday. They certainly all don’t have to be relative to RL. I would like to get your perspectives on this initiative as well as any ideas as to additional holidays we could declare (this is something that I thought can be fun and not too time consuming to implement – I’m looking for things like that all over the place these days ). I can draft a referendum to this effect that we may use as a template for declaring future holidays.III) Medals of honor: After contemplating different ways to create incentives that may entice comrades to help us with our initiatives and to get them generally more involved, I looked to one of Herrebrugh’s factbook entries that I thought would be a cool thing to try on a regional level: Creating medals/badges of honor for various acts of service – we could also award these retroactively to recipients of commendations- that we could either post in the Hall of Honour for public display or let individual nations post them in their factbooks, or perhaps both. Not believing any of us to have an abundance of free time to design these, I was thinking of appealing to other creative/artistic comrades in the RMB and in CU 2.2 to volunteer to do this for the region. I think this will be a good feature to add in order to boost morale and camaraderie. Let me know your thoughts. I will draft this referendum before the end of this meeting along with the holiday thing (Both will be in referendum, R2012.9.1) IV) I will be drafting another round of formal charter amendments that will create the position of the Minister of Cartography which will be available for you all to review (will be much more concise than the last one ) before it will be put before Congress to approve this term. This is so that the position will be able to be on the ballot for elections next term where we all will be up for reelection (I will nominate New Andureo for this position when the time comes).V) Reorganizing the forum: I haven't forgotten about this initiative, but it is on my back burner currently. I do plan to get various things more organized with respect to the Cabinet government design and also archive those things that were carried over from the old Alliance that are safe to put away or that are no longer relevant to our region. VI) Trade agreements: I honestly haven't had an opportunity to revisit these since we discussed them in the first meeting; so I think I will realistically be able to seriously address them in the next term after some of our more pressing projects are implemented and behind us. I don't mean to discourage any initiative by the other members of the cabinet; so if any of you feel so inclined to put something together as a preliminary draft for an interregional trade agreement, by all means feel free to run with it - I won't stand in the way! 2) Other items I would like to address during this meeting: a) Minister of Foreign Affairs (and our Interregional Ambassador): I)I would like to thank you, Herrebrugh, for continuing to keep us all informed as to what is going on outside our regional borders – I deeply appreciate you being our eyes and ears in the NS world! II)I would like to know if there has been a consensus between you and Arcomo on the issue of keeping/removing our embassy with the UPFS since the last meeting. Both of you make excellent points in your arguments for taking opposing courses of action on the matter. My inclination is to defer to our regional precedent for upholding the equitable treatment of -and the impartial application of standards on- our interregional partners under the Charter, as well as any recommended criteria and courses of action from the Minister of Foreign Affairs on just this sort of thing. I feel that a reasonable compromise may be to establish normal diplomatic relations with [region]PanSocialist Union[/region] and suspend/terminate those with the UPFS until they request that we do otherwise. However, I don’t have the depth of intimacy and long-running relationship with the UPFS like our ambassador has. I know Diederick doesn’t take such things lightly, and if he feels that a substantiated exception should be made for the case of the UPFS, then I am open to reexamining my position if there is any additional compelling information about the progress of the UPFS on its refounding. Diederick: Have they (govt of UPFS) been able to secure a definite minimal number of nations that will return to a new UPFS despite all the prolonged turmoil of their situation? Is there a timeline for when they would be finished with this initiative so that our relations could be normalized without taking alternative measures? My hope is to resolve this issue one way or another by the end of this meeting on the 30th. Herrebrugh and Arcomo, please let me know your thoughts on this if there is more to consider than what was already mentioned since the last meeting. III)On revitalizing the UDLR: I don’t have any recommendations for this initiative; so Herrebrugh I will defer to your best judgment based upon your wisdom and experience of working with the other members of this coalition. I will keep a safe distance so that you are free to do as you see fit on the matter. I only ask that all dealings are done within the legal bounds of our Charter and that you keep the process and its results transparent for the rest of the Cabinet to observe and reasonably contribute/collaborate to the best of your ability. What ideas are you considering at this time or that have been posed by the other members of the UDLR? IV)Are there any interregional initiatives such as the LeftEXPO on the horizon during the rest of this term? I’m not looking to add things to our plate at this point (such as initiating something like this ourselves at this point); I just want to make sure we are ‘in the loop’ so that we can plan accordingly if there are any being initiated by others soon. V)Is there any significant news to report from our interregional partners or generally from abroad? b) Minister of Immigration/Regional Promotion: I) I would like to thank you for your continued efforts of reaching out to other nations in an attempt to woo more to join us! While we continue to lose a steady amount through attrition, our numbers are keeping stable due in large part to new members coming in from all over the place – your efforts are paying off for all of us! II) Have you had a chance to use the new recruitment tool yet? If not, telegram Laevendell or Arcomo; they both seem to know the most about it. I would like to coordinate the use of this tool with my timely requests in the spawning/resurrecting regions for embassies that I plan to complete by the end of this meeting. It appears from last week’s meeting that [nation]New Andureo[/nation] knows how to do this as well and is apparently willing to if you would like to delegate this task instead. III) Is there any news about your recruitment initiatives to report at this time, or is there anything you need from the rest of the Cabinet at this time to make your job easier? c) Minister of Justice: I)I would like to thank you for keeping me abreast on the statuses of our comrades’ compliance with the regional Charter and for your timely recommendations for appropriate actions – You do an excellent job, Fyrossarian. Are there any nations currently under probation? II)I have established an interim position for [nation]New Andureo[/nation] as Minister of Cartography until the referendum for formally creating this position is (presumably) passed by the Congress. I did this out of pragmatism as New Andureo had a map designed and a willingness to take on the project at this time. I have made them aware that the interim appointment is only for the duration of the rest of this political term and that they will need to stand for election as we all will in the upcoming term. III)Are there any other issues or concerns that you would like to bring to the Cabinet’s attention? d) Secretary General: I)I would like to thank you for your efforts in keeping the members of the Congress updated and reminded of their right and chance to vote in the recent referendum voting, as well as for setting up the election process – I know these had to take a significant amount of time and effort on your part. II)Implementing the results of the approved referendums: I know there is a lot of text to transfer and to document; so let me know if you would like me to assist you with any of this at all. III)Would you like to do the honors of notifying [nation]New Bazlantis[/nation], [nation]Ratateague[/nation] and [nation]Laevendell [/nation] of the approval of their commendation by the Congress once it is posted in the Hall of Honour? IV)Would you be so kind as to notify our interregional partners of the commendations and charter amendments? I’ll be curious to get outside opinions and perspectives on the evolution of our regional government. V)I will also request that you make a formal announcement of some kind in each of our interregional partners of our new/renewed forums hosting the current steady debates; the State, Corp. & Media Watch; and map project as I would like to increase the level of general communication between our regions; and I think these initiatives may achieve that, at least for a while, hopefully. VI)Not that you don’t already have enough on your plate, but I would be remiss if I didn’t ask: What is the status on the alternative forum site that would be established in order to satisfy the requirements for such a forum in the Charter? VII)Are there any other updates, initiatives or concerns from your ministry at this time? That is all I have this week. To Arcomo: -You have done a beautiful, quality job establishing our region's Capitol city state - it looks great! -I am all for raising the minimum standards. Do you have language for the Charter amendment that would increase the minimum standards for regional membership that I can throw in the Series R2012.9 amendments, or would you like to add that one later? -Do you have language for the Charter amendment that would establish British-English as the official language of the DSA that I can throw in the Series R2012.9 amendments, or would you like to add that one later? -I will be able to help draft the language soon; but it will have to wait until after midterms (end of next week) as I'm just swamped right now with studies. I won't be putting this series in front of the Congress before then anyway. -What is your opinion on my proposal to adjust the text size and spacial arrangements of various components of the Charter and other recommendations for the sake of quality control (in the 21 Sept post of this thread)? I think implementing these will be helpful in eliminating errors in the future. -Jotunland has offered some designs for medals/badges of honour in the Design Contest thread. I remember you mentioned that you had some medal designs that you were working on to contribute as well, though I wasn't able to locate them in the forum; would you provide the thread to these or transfer these in the Design Contest thread so they are all together? I am planning to hold our first related contests as a part of next week's agenda as I hope they will spur some regional interest and activity. The people altering the Charter will always be high-ranking elected officials in this region's government; I therefore don't see the need of such a provision, since I think those who alter the Charter will be careful and considerate in doing so. -Jotunland has offered some designs for medals/badges of honour in the Design Contest thread. That's all-right. By the way, we didn't really consciously have a period of scrutiny with the previous Charter amendments, this is something we need to think of this time :p -I thought that we had done this in this discussion thread where the amendments were placed before the Congress for scrutiny between 24 August and 5 September: link to pre-vote scrutiny thread The actual vote for these then began on 6 September at this thread: link to voting thread What would need to be done in addition to the pre-vote scrutiny period like we did the last time? Do you suppose she would have a malicious inclination towards our allies? From what I gathered reading the DSAlliance's RMB, they're not really worried. -I have no specific reason to worry. Given that her irrational behavior, abuse of power, and delusions of grandeur were the catalysts for the founding of our region, I have no reason to trust that she's completely content in The Internationale without some kind of tyrant-outlet. Knowing that the DSAlliance is not worried about her is calming for sure, however. |

Yes, I recall the period of scrutiny thread, all I meant to say was that we didn't clearly define the timeframe for the period of scrutiny - we just went and had one. As for the DSAlliance woman, I figured she was the culprit causing the 'The Great Split'. I'll contact their regional government for a comment on this issue. Would this be something to take up within the UDLR? As, I suppose, this constitutes a matter of regional defence and interregional security. |

As for the DSAlliance woman, I figured she was the culprit causing the 'The Great Split'. I'll contact their regional government for a comment on this issue. Would this be something to take up within the UDLR? As, I suppose, this constitutes a matter of regional defence and interregional security. -Well since the DSAlliance isn't concerned about it, and she hasn't done/said anything constituting an actual threat, then I don't see any need for any specific action at this time. I do think each ambassador within the UDLR should be made aware (if they aren't already) that she is back in NS and has made a raider region that harbors hostility towards non-raiders her new home. Do you have an opinion about this, [nation]Herrebrugh[/nation]? |

Proposed legislation:
The current provisions on the probation period are written so that I don't believe they need to altered to include a probation period for nations which have fallen below our new standard on Civil Rights and Political Freedoms. To clarify that this is the case, I have created the last phrase in the above Charter Amendment. An Alternative to the ".a" and ".b" Clauses, is to create a new Clause II, which moves everything down with it and thereby creates a lot of work to check the references to the important Clause I and then also Clause II.
"...popular British English." because language is very much a cultural phenomenon and changes constantly as a result of popular use. We wouldn't want to tie ourselves to old English... Having read through the other, previously proposed referenda for this month (not that much remains, but there you go) once more, I think they're all good to go. |

To Arcomo: R2012.9.6 & 10.7 (are there 6 other October amendments already or is this meant to go in with the September series as well?) look good to me. Please let me know how to proceed in order to properly give adequate notice to the Congress to begin their review of these. |

Thank you. I could post the referenda myself, that would be tomorrow - or Tuesday at the latest; but wouldn't you rather wait for the rest of Cabinet to take a look? Of course they can do this during the period of scrutiny, but I'd think it to be more prudent to let our colleagues have a look first. I also have news from the DSAlliance, from their Secretary-General. They are not worried about CMK returning from the dead, because she is in a different region, made no visits and has not contacted the DSAlliance in any way. Also, it is said she wanted to mend the relationship between the two DSA's at the end of the period of turmoil, so she might have had a heart after all. Finally, the SG didn't believe a bit of 'irrational, unpredictable and destructive acts' wouldn't be able to hurt the DSAlliance, because it is basically inactive either way. My response was mixed, of course I showed our relief from the assuring message, but also some care towards the inactivity of our friends. |
