Greetings to you, my fellow comrades of the Second Cabinet!

Thank you for your reports from last week, and I will address some of the questions and issues posed in that last meeting here. I apologize for the late start of the normal weekly meeting; it's been a busy week. Below are the various items I would like to bring to address and for which I would like your feedback this week:


1) Progress report from last week’s meeting:


a. The three proposed referendums consisting of 28 Charter amendments and two commendations are currently up for vote before the Congress - to date, it looks quite promising that these will all be resoundingly accepted.


b. The Map project: I am inclined to keep it simple and easily accessible so that pretty much anyone with basic operating software can edit it (keep it in .jpeg format) rather than limiting its design to those who have access to/are fluent in Photoshop, specifically. Our comrade, [nation]New Andureo[/nation], has created two conceptual maps for our region to consider: Map 1 and Map 2. I am inclined to pick up and run with one of these since they are by far the best ideas brought before us at this time. Subsequently, I will be drafting a new referendum soon that will create a new cabinet ministry: The Ministry of Cartography. Depending on the interest expressed in the Congress for this new position, I will either propose a special election to get someone in this position during our current term, or set it up to begin with the election of the Third Cabinet.


c. I have revised the WFE to incorporate Arcomo’s direct link to the opt-in forum; though I have left the original link to the charter itself on the WFE as well.


d. There were a few items from last week's meeting that didn't get addressed/resolved for which I would like your feedback:

I) Updating the Wiki: Historically accurate only up to early 2012 - are there any volunteers among you to make the appropriate revisions and updates?

II) I would like to begin the first of the our cabinet-inspired regional discussions in the forum this week. Arcomo - would you like to present your discussion on the relationship between religion and government at this time? If not I can offer my topic instead, or any of the other members of the cabinet are free to start one of their topics if they've been chosen yet. I would like to extend an invitation to our interregional partners to take part in this as well once it is posted in the forum.

III) New Andureo has brought to our attention that the secondary database that was supposed to be established in Article III, Section VII, Clause III, of the Charter is not in service; does anyone know what we can do about this or if this alternative forum exists and is just not properly referenced?

IV) I would like each of you to review our regional tags and propose whether or not to add additional tags and/or delete existing tags. I am not proposing any change at this time; but I would like the rest of you to provide input based upon your perceptions of our region and how you think we should present ourselves to the rest of the world, if you think such a change is needed.


e. "As for your ethical worries, I think it is very good to think about matters like this. Of course a national government is different from the regional government - after all the same people will never be in both. However, people in the regional government are here because we were chosen to be here, individually. For that reason, each individual member of Congress is representative of our region and its current government; because we are all an inherent part of it. As such, I think it is wise to steer clear from potentially negative PR in dangerous WA politics. Any SC activity seems particularly risky, whereas I think a resolution in the GR will generally be better received. As long as it isn't about male circumcision or cannibalism ;)"

Thank you for your perspective, Arcomo. Subsequent this post, I had included in referendum 2012.8.1 an amendment that would allow the President to act on such matters independently since the window of time to approve a WA proposal is brief; but also created the stipulation that the Congress must be notified of any such approval or role in authoring WA proposals to review for ethical oversight, giving the Congress the ability to take appropriate action against the President in the event that a majority finds the President in any violation of their duties to or against the interests of the region as a result of such approval or authoring.



2. Other items I would like to address during this meeting:


a. Minister of Foreign Affairs:

I) What is the current state of affairs in our troubled interregional partner, The [region]United Peoples Front for Socialism[/region]? What is your recommendation with regard to maintaining embassies with this region? Shall we construct embassies with their temporary/alternative region?

II) What is your recommendation for the embassy request from the [region]International Union of Socialist Youth[/region]? I see that they've been busy gaining enough nations to meet our base criteria since the last time.

III) What is your recommendation for the embassy request from the [region]Union of Socialist and Democratic States[/region]?

IV) What are the statuses of our other interregional partners (if there is any news to report)?


b. Minister of Immigration/Regional Promotion:

I) What is the status on recruiting in the newly-founded and resurrected nation regions? Shall I place an embassy request within some/all of these regions, and if so, which ones would you like to focus on?

II) Is there any news about other recruitment initiatives to report at this time?


c. Minister of Justice:

I) Are there any nations currently on probation?

II) Are there any other issues or concerns to report on?


d. Secretary General:

I) Is there any news to report regarding your collaboration with Laevendell on the Guide to Recruitment Application? It looks like a description of a very sophisticated script/code - is my perception accurate? I am not opposed to using this as a recruitment tool so long as we aren't contributing to the barrage of impersonal automatic telegrams that besieges new nations upon founding.


e. Is there a central sub-forum for those who would like to provide links to various media sources, books, documentaries, interviews, articles, etc. of various RL socialist venues, issues, current events or notable/prominent figures? I wasn't able to locate one in the forum. I recently had the pleasure of viewing a couple quite provocative and interesting documentaries on US foreign intelligence and the rise of plutocracy that I think would be of interest to many in the region. If no such sub-forum exists, I will create one as I think it would be a great way to get a lot of different sources of input for an exchange of RL knowledge and ideas.

Concerning the points of our President and WAD:

1.b, The maps look good, plenty of room for any nation's desired surroundings. If this map things gets off of the ground, I think it would be an interesting debate on what nation gets to host the Palace of the Cabinet of the Assembly - or whatever we'll call our halls of the regional government. Another option besides hosting by a member nation, is deciding where a (small) sovereign city/state, as the place of residence of the regional government, will be placed on the map.
1.d.I, I do not feel up to the task of updating our Wiki, perhaps, if no other member of Cabinet steps forward, we could open this question up to input from the Congress; ask the member nations what they think should be in the Wiki.
1.d.II, The topic of the relation between pseudo-science and the government hasn't been worked out yet, but I could do that this evening if there are no other enthusiasts to open the first debate.
1.d.III, I'm not aware of a secondary forum existing at this time. I could whip something up as a back-up with the most essential information being updated every now and then. Such I would do in the understanding that that forum would serve the purpose of getting the DSA through turbulent times when the main forum is down or our region finds itself in other forms of disarray. If it is the wish of the Cabinet, I can create a basic set-up for us to review next Sunday.
1.d.IV, The only issue I have with our current tags is the 'map', which we don't have as of yet. If it has no great consequence and such thing can be altered without much fuzz, I would suggest leaving that one out until we actually have a map for member nations to opt in on.

2.c.II, I would like to note that, as my weekly repost below will show, several Charter Nations are currently in contrast to the Charter. The Minister of Justice has been informed of this.
2.d, I have not gotten around to exploring the application sufficiently for me to feel confident in handing it over to a member nation to go on and use it. The intent of the application is clear, as is the function - which was well explained in the telegram I posted last week, by Laevendell. With any luck this should be settled before next week's meeting and New Andureo, the initiator of these inquiries, could begin using it.
2.e, I would think the Great Debate Hall would benefit from a Library section where useful websites may be posted. All I hope for is that we won't be creating a spam attraction - a moderator's nightmare.

1 I've spent much of yesterday telegramming all non-Charter Nations (those which haven't opted in on our Charter) to inform them through Telegram of the regional happening that is our three referenda, and encourage them to opt-in and vote. So far, at least three of those telegrammed nations have opted-in and been accepted. Now they just need to vote, but with eleven days to go, I thought we could do another telegram round when only five days are left. In, I think about 41 hours, nations which are then not yet a Charter Nation, can no longer vote on R.2012.8.1 (the Charter Amendments), in accordance with our Charter. This is when the countdown on the message header of our forum first reaches "9 days" (which is 9 days and 23.59 hours).

Currently, there is one nation on probation for Charter violation (La Pays de Soliel - currently classified as a 'Father Knows Best State'). The probationary period expires on 17/09/12 at 18:00 GMT. Currently no concerns otherwise within my Ministry.

All extant ex-Charter nations have been telegrammed to inform them of their removal from the Charter Nations group as per the Secretary-General's request.

I have launched a new forum called, State, Corporation & Media Watch. This is a place to post links to articles and videos of pertinent news about real-life abuses of state's power, injustice, or other interesting tid-bits of related information or perspective to let others in our region become aware of growing developments and concerns from your own communities as well as the rest of the world. My hope is that this will help other nations in our region become more aware of the world around them and become active citizen watch dogs of our society's most powerful and influential institutions. I would like to introduce this forum to our interregional partners via our Ambassadorial Nations of the Ministry of Foreign Affairs along with our controversial topical forum when the first one is posted.

@Aeoliland: I thank you for your continued recruitment efforts. Despite numerous CTE's occurring in recent weeks, our region appears to at least be treading water relative to our size - your commitment and contributions are duly noted by this cabinet. To address each of your embassy requests, as Arcomo has pointed out, we do already have an active embassy with our sister region, the [region]Democratic Socialist Alliance[/region]. Regarding the embassy requests for [region]Renaissance[/region] and [region]Alternative Left[/region]: We actually once held embassies with both of those regions; however there was a lack of commitment to active relations from both regions that made the time and effort required of the Ministry of Foreign Affairs to maintain relations rather fruitless. I do however think either of those regions would be fair game for recruitment grounds as both regions contain many like-minded nations. It is more desirable to spend the MFA's time and effort strengthening relations with our current interregional partners that do maintain relatively active relations with us. I do support the opening of the embassy with [region]International Union of Socialist Youth[/region] as it meets our basic criteria and seems to be well organized, and their founder individually sought out relations with our cabinet via telegram to me indicating their interest in building active relations. I believe them worthy of a new interregional partnership. I am awaiting Herrebrugh's recommendation before making a decision. Please let us know if there is more we can do to help in your recruitment efforts!

@Fyrossarian: Is it your recommendation that I eject La Pays de Soiel at this time?

I like the idea of having a sovereign city-state, personally. Hopefully this will be determined once the map gets to the next phase.

Not a problem - I was also thinking of farming this project out to one of our eager members of congress because I sense that we're all pretty extended already with respect to our duties.

This would be great if can be easily done. I honestly don't quite know if the redundant forum needs to be outside the Zetaboards interface or if we can just create an alternative, password-protected forum within Zetaboards to be rolled out if we ever encounter such crises. Does Laevendell know anything about this?

I agree with you; I feel that it's false advertisement at this point - hopefully won't be too long though before we can add it again! I will take the tag off our RFE at this time.

Thank you for your diligence in keeping us abreast of this very peculiar situation. I am inclined to terminate our embassy with this region due to it technically not meeting our basic criteria, and I would like to see what happens between now and the refounding of the UPFS with respect to how many former nations will rejoin before reestablishing embassies - I would like [nation]Herrebrugh[/nation] to weigh in on this.

Nations would have to request an account in order for them to use the application, administrative powers lie with me and Laevendell. I would suggest the Minister of Immigration and Regional Promotion also be added to the team of admins, but this is up to him.

And I find myself using 'him' all the time, but am I really incidentally right in assuming all of our Cabinet members are male? (I know I am...)

Hey all! Before the end of this meeting, I want to share with you the beginnings of the new regional map that [nation]New Andureo[/nation] has created: http://i50.tinypic.com/2mq5klu.png

I have requested that the map be posted in the forum and I will make the formal announcement and WFE updates, and also calling for members of Congress to stake their territorial claims - hopefully a peaceful, cooperative process ;) For the next meeting I will create another amendment to create the Ministry of Cartography and get that whole process rolling.
