Greetings to you, my fellow comrades of the Second Cabinet!

We are off to a good start following the transition from the first cabinet to the second. Below are the various items I would like to bring to your attention and for which I would like your feedback this week:


1) Progress report from last week’s meeting
a. "The Recycling Center" has been established and publicized in the RMB and on the World Factbook. This is an effort to increase nation retention in the region.

b. New forums entitled, Declassified Records, have been established as sub-forums in the Cabinet and Ministries of Justice and Foreign Affairs forums where any closed-door discussions or information that is no longer case-sensitive from those forums shall be transferred/copied for public digest. This is an effort to increase government transparency.

c. Jotunland has been contacted and indeed still has the map. Here is the telegram that they sent me:
"Well, The United Socialist States of Suceavija,
the map is a 741MB .psd, Photoshop CS4 and I posted finalized copies of the map as .jpeg's (which I think were resized since I was posting them through the use of the website called Photobucket).
I can either send you the .jpeg copy of the map through Photobucket [you would have to right click on the image and save it to your computer, because once I remove it from Photobucket the image link I sent you will disappear.]-
-or I could email you directly the .jpeg file or perhaps even the .psd (I'm not sure if it is too large to send.)
If you plan on carrying on with .psd file you will need a member who is skilled with Photoshop and dedicated to applying a lot of time and effort into it. Otherwise you can simply edit the .jpeg copy of the map with any program that can edit a .jpeg, such as Microsoft Paint which is provided with all Windows operating systems. The simplest solution is a blank black and white .jpeg copy of the map only of the geographic border outline without even the political borders. This would be simplest because you could start fresh but with a base land formation to work with.
Just let me know what you guys decide and I can send you the copy of the map agreed upon.

I have offered a couple suggestions in reaction to this in section 2 below.

d. I have implemented the 'featured nations' section in the WFE. This I hope will boost morale and increase feelings of camaraderie in the region by shedding light on our quieter comrades.


2) Below are the items I’d like for us to address in this week’s meeting:

a. Referendum R2012.8.1: Consisting of 28 Charter amendments and two commendations can be found at this link to the public forum for congress to review: http://s1.zetaboards.com/DemocraticSocialist/topic/4902734/1/#new

b. Updating the Wiki: Historically accurate only up to early 2012 - are there any volunteers among you to make the appropriate revisions and updates?

c. Establishing jurisdiction over the Declassified Records forums:
Shall we add the duty of transferring/copying these documents from the closed-door sessions to the public forums to their respective ministers, or does this fall under the jurisdiction and duties of the Secretary General? In either case I can draft language for the appropriate charter amendments that can be established in the next referendum.

d. The map project: Unfortunately, I can guarantee that I won’t have time to maintain the map in an effective way as I go back to school in less than two weeks; so I would like to solicit help from those in the region or possibly from our interregional partners. Once I receive the file from Jotunland I will let the cabinet determine whether it can/should be maintained or if we will develop an entirely new one, and develop a new Ministry of Cartography and nominate a Minister of Cartography to maintain it. What are your thoughts on this?

e. I would like to begin the first of the our cabinet-inspired regional discussions in the forum this week. Arcomo - would you like to present your discussion on the relationship between religion and government at this time? If not I can offer my topic instead, or any of the other members of the cabinet are free to start one of their topics if they've been chosen yet. I would like to extend an invitation to our interregional partners to take part in this as well once it is posted in the forum.

f. New Andureo has brought to our attention that the secondary database that was supposed to be established in Article III, Section VII, Clause III, of the Charter is not in service; does anyone know what we can do about this?

g. I would like each of you to review our regional tags and propose whether or not to add additional tags and/or delete existing tags. I am not proposing any change at this time; but I would like the rest of you to provide input based upon your perceptions of our region and how you think we should present ourselves to the rest of the world, if you think such a change is needed.

h. Two questions of ethics regarding my role as WA Delegate (real situations):

h.1. I have been approached by a nation outside the region to sponsor a controversial WA resolution. I not only would like to offer my sponsorship, but would also like to coauthor it. Before offering an official response, I would like to know what the rest of the Cabinet, and perhaps the Supreme Court, think of this situation. Am I able to independently sponsor & coauthor the resolution as myself (Suceavija) only, or because I am representing the DSA as its current WA Delegate/President, would such action unduly represent the region as being in support of a proposal in which certainly not all members of congress may approve my involvement?


h.2. I have been approached by [nation]Skyrim Diplomacy[/nation] to sponsor a condemnation. While I personally am in support of the condemnation, it has been proposed by a nation that falls within our banned categories list. My question is essentially the same as from h.1.
This is the initial response that I gave: "Your condemnation is compelling and I personally support it. However, I must run this by my region's cabinet to review for ethical compliance before officially approving it. Hopefully shouldn't be more than a day or two.

i. I am concerned that the closed-door sessions of this cabinet may not actually be closed. I was able to view it while logged in as one of my other nations from another region. I don't know if the game is just using my IP address to gate-keep this forum; but I thought I should bring this to everyone's attention as this may be an error we want to fix if this particular forum is not actually restricted to only the members of the cabinet (if raiders got wind of this it could be problematic for us to protect ourselves in the future).

j. FYI - I will be camping with friends on Lake Superior from 30 August through 2 September and will not have access to a computer during most of this time; so I will be unavailable for a few days coming up.


3) Please provide a brief update of the statuses of your respective ministries for the other members of cabinet as replies to this discussion thread before the end of this meeting on Sunday, 2 September, 2012.

I, for one, am in favor of a new Ministry of Cartography to maintain the map. Who would maintain it otherwise?

Also, my ministry is regularly contacting other new-ish Nations in the Pacifics to join our Asslembly. We are also contacting Nations in closely related Regions.

My Ministry has been pretty quiet. I didn't see it as neccessary to change ambassadors. As such, Arcomo is currently ambassador to the SLU, dsa, CIL and UPFS. I myself am currently ambassador to, and chair of, the UDLR.

During my term as Minister of Foreign Affairs, no embassy request has been accepted, as they did not meet the terms put up in the "Embassy Reform".

Suceavija has (with my recommendation) rejected the following embassies:

The Alfsphere (not enough nations)
International Union of Socialist Youth (not enough nations)
Massive Wartorn Wasteland (not enough nations)

The New Coalition of Nations has expressed interest into opening relations with us. However, it isn't eligible for an embassy with the DSA, seeing as 26,6% of the member states is of one of our prohibited categories, while 25% is the maximum.

Oh, by the way, I will be gone to the Ardennes next week for four days. So I will not be available then.

The Ministry of Justice has also been quiet recently (due to a small electrical fire in my computer, I've not been able to be as active as I'd like this week).

Two Charter offenders were dealt with last week (Freestuff4all, Coppolastan), two this week (Seth Prozinski, New Johannesburg), and there are currently no nations within the DSA in breach of the Charter.

Finding our embassy with the UPFS increasingly pointless, is this a humanitarian aid thing?
Also, they are refounding their region, by instituting a new founder (as I understand it). In the transition time, nations belonging in the UPFS reside in the Pansocialist Union. This was decided upon by a vote through telegram, so as to "avoid spying". I'm not sure what's up in this little region, but it beats me. Whatever is going on, I moved the embassy to this temporary home region with the rest of the (active) UPFS crowd, so as to keep it available to them.

As for your ethical worries, I think it is very good to think about matters like this. Of course a national government is different from the regional government - after all the same people will never be in both. However, people in the regional government are here because we were chosen to be here, individually. For that reason, each individual member of Congress is representative of our region and its current government; because we are all an inherent part of it. As such, I think it is wise to steer clear from potentially negative PR in dangerous WA politics. Any SC activity seems particularly risky, whereas I think a resolution in the GR will generally be better received. As long as it isn't about male circumcision or cannibalism ;)

I would like to request a change in the destination of the link on our regional Factbook entry, directing to the Charter. It currently leads to new posts, which it shouldn't since the Charter and the attached list of Charter Nations is not a thread in the sense that there can be no new posts, only updates in the list of opt-ins. My issue with this is that it now leads to the post with the list of nations, while I would rather see it lead to the first post, the Charter - which is what the links tend to advertise. The correct URL is as follows:

Furthermore I have received a request from New Andureo regarding recruitment from the Pacific, and the potential use of an online application which, I assume, has been created by our previous Secretary-General, Laevendell. I have notified New Andureo that I am currently unaware of any use of this application and that I will approach Laevendell for further information. Which, of course, I have. I also noted, to both, that we, as a regional government, are opposed to the use of mass-telegrams or (other) scripts for the purpose of recruitment. There is a forum entry describing the program:

It is my intention to await Laevendell's information on this application before reviewing it. I would like to offer a week's delay to New Andureo's question in order for this entire Cabinet to judge the merit and desirability of the application.
