Greetings to you, my fellow comrades! I congratulate you all for being elected to your new positions and I eagerly look forward to working with all of you this term. In the interests of keeping up the momentum of the elections, I am immediately proposing a new regional administrative agenda for us, the second cabinet of the Democratic Socialist Assembly. Below are my recommendations and wishes for what I would like this cabinet to approve and commit to as its shared agenda. I invite each of you to provide any feedback on my proposed initiatives and also provide any additional ideas or initiatives that you would like this cabinet to pursue over the next 75 days of our term. Please respond to my recommendations within this forum by 23:59, Sunday, 19, August, 2012, and following any changes, we will vote on whether to adopt and commit to it together as a cabinet shortly thereafter. Outline of this agenda: 1) Weekly cabinet meeting structure 2) Propose any charter amendments 3) Two separate proposed commendations 4) Supplementing the role and duties of the vacant Ministry of Domestic Affairs this term. 5) Recruitment strategies 6) Trade agreements with interregional partners 7) Stimulating domestic and interregional interest in our discussion threads 8) Pet projects 9) Updating the structure and functionality of the DSA forum boards Proposed regional administrative agenda for the second cabinet of the Democratic Socialist Assembly: 1) Weekly cabinet meeting structure: I propose that our business be conducted in weekly closed-door cabinet meetings that will conclude by 23:59 each Sunday. In these meetings each minister will update the rest of the cabinet on the progress of any of their initiatives as well as any news from their respective ministries, or express any concerns or ideas that they may have. These don’t need to be lengthy, even just a couple sentences will likely suffice for any given week (we're all busy and there will always be lulls in regional activity); but I would like to do this routinely and consistently to maintain regular participation of all members of cabinet and to foster open communication between each of us. I would like these meetings to be a place of candid discussion where ideas, opinions and criticism can be freely expressed by all cabinet members without fear of judgment, reprisal or ridicule. 2) Propose any charter amendments: I would like each member of this cabinet to review the charter and bring forth any ideas for proposed amendments that you may like to make to it (if any). Please bring your ideas to the next cabinet meeting beginning at 00:00 on Monday, 20 August, 2012, and lasting through 23:59 on Sunday, 26 August, 2012. We will bring forward any amendments to the congress to ratify shortly thereafter. 3) Two separate proposed commendations: i) Combined commendation of our three veteran outgoing cabinet members for their substantial contributions to our region and repeated, devoted service since its founding: [nation]New Bazlantis[/nation], [nation]Ratateague[/nation] and [nation]Leavendell[/nation] ii) Commendation for [nation]Arcomo[/nation]’s outstanding service as an ambassador in the Ministry of Foreign Affairs to four interregional partners. I will have my final drafts of these commendations ready for your review and approval by 23:59, Sunday, 19 August, 2012. 4) Supplementing the role and duties of the vacant Ministry of Domestic Affairs this term: Below are a few ideas I have for boosting regional morale and nation retention: i) As they periodically log in, all members of the cabinet will take the collective initiative this term to offer quick greetings to any new nations that join the region on the RMB (resulting in multiple messages for each one to make them feel welcomed, special and included). ii) In addition to doing this, I as president will personally telegram all nations that move to the DSA, and will concisely do the following: -Welcome them to the region -Encourage them to opt into the charter -Encourage them to join in the chat in the RMB and forum -Provide a link to the ‘basics’ of our region (in our forum) iii) Like the game does on a global level, I would like to add a new use/function to our regional factbook by highlighting individual nations of the DSA (or groups of five or something) every few days. My hope is that this will be a way for the region to engage and bring awareness to those nations that are less active by making them feel special, and that this may nurture overall regional camaraderie and perhaps increase overall participation as well. 5) Recruitment strategies: [nation]Arcomo[/nation] had proposed a couple weeks ago to establish embassies in the starter regions (the Pacifics), and I in the resurrection regions ([region]Lazarus[/region] and the like) to boost awareness of our region in those areas where recruitment opportunities are most bountiful and likely. Even if they all reject our embassy requests, we would still have a few days of notoriety on those regions’ respective regional happenings boards; which is a kin to free advertising for us, essentially, that would at least briefly reach all those new/renewed, angsty socialist malcontents just waiting to find a better home. 6) Trade agreements with interregional partners: My recent efforts to create a trade agreement with the [region]Communist International League[/region] were derailed by their minister of commerce ceasing to exist mid-stream. I would like the Ministry of Foreign Affairs to continue to work towards this goal, probably with the other cabinet members of the CIL, most likely, in lieu of a minister of commerce, unless they hold their special election for that cabinet position soon. I think it would be interesting if we expanded this concept by extending trade agreements to our other interregional partners as well. I think this initiative would be a great way to strengthen our diplomatic ties with those partners as well as a great way to passively advertise our region abroad by incorporating our regional values and ideologies into our trade agreements and promoting the DSA through an economic prism. I think it would also benefit the nations in our region and those in others as well if this initiative creates a broader discussion and brings heightened awareness to the impacts of global trade policy on socialist economies, and will spur ideas as to how make those economies function and thrive in a global marketplace while upholding core socialist values. 7) Stimulating domestic and interregional interest in our discussion threads All members of the cabinet select at least one political issue or topic that they feel is important or relevant, and then initiate a new forum chat to discuss that issue or topic. Don’t be afraid to take on culturally-or socially-sensitive controversies. I would like to open these discussions up to our interregional partners as well. I will announce on the RMB when the discussions have been started, and periodically provide links to the discussions on the RMB to keep their existence fresh in the minds of the DSA. I would like this initiative to commence no later than 00:00, Monday, 20 August, 2012, and be fully implemented by 23:59, Sunday, 26 August, 2012. 8) Pet projects: i) Create a regional map: A really cool idea once in the works here that I think should be revisited. I am considering reaching out to [nation]Jotunland[/nation] in [region]Archipelago[/region], a former member of our DSA who had at one time been working on a regional map for us. If that doesn't work out, another option I am considering is to farm this project out to another nation in one of our interregional partners, hopefully finding an eager cartographer/artist in their ranks (assuming there are no takers here) who would either do this for fun or for some kind of formal honor/commendation from this cabinet. Depending on how successful the map initiative is, perhaps we could add a new Ministry of Cartography to the cabinet for future elections (I think that idea had floated in the RMB several months ago, too). I have completed physical and political maps (designed for Suceavija specifically) that could be used to jump-start the initiative. Thoughts? ii) Establish a new sub-forum titled, ‘The recycling center’: Dismayed by the struggle of the region to keep up its numbers due largely to attrition, I propose creating a new forum where those who get bored with the game or who otherwise no longer wish to participate in NationStates can leave the passwords to their unwanted nations for others in the region to carry them forward under their control in order to prevent well-established nations from just expiring, retaining them in the region instead. iii) Add a line to the World Factbook Entry indicating that all WA members should endorse the democratically-elected WAD each term and also indicate when the next election occurs. Historically, this process has always been a bit cumbersome; so hopefully adding this along with the implementation of two of my proposed charter amendments (see my reply to this posting) will make this an easier, smoother process in the future. iv) Following [nation]Fyrossarian[/nation]'s suggestion, I would like to establish a new sub-forum titled, 'Closed-door meeting minutes,' that will be a public archive of all closed-door meeting minutes that shall made available after such meetings have concluded. This will ensure more transparency in the regional government. See revised section 9 below. 9) Updating the structure and functionality of the DSA forum boards: I propose we simplify the forum and archive the current structure. My hope is that doing this may spur interest among those less-active members in our region by making participation and contribution easier and more streamlined by making it more closely reflect the current parliamentary government structure. i) Change forum boards headline to read (and double text size): WELCOME, COMRADE, TO THE DEMOCRATIC SOCIALIST ASSEMBLY (DSA) FORUM BOARDS -These forum boards are where most of regional decisions and dialogue take place – check them out and voice your opinions! -Want to be able to vote, run for office or shape your regional government? Opt in to the charter to become a fully-fledged member of the DSA congress! (<link to DSA charter>) -If you have any questions about the forum, please telegram the Secretary General (<link to Secretary General’s Forum Boards Q & A forum) -(Keep the ‘CURRENT MAJOR BUSINESS:’ section the same; double text size) ii) REGIONAL GOVERNMENT (change to all caps): Reorganize the ‘Regional Government’ sub-forum to match the new parliamentary structure by creating respective sub-forums for each ministry. The two sections for each cabinet office regarding agendas and announcements will have individual archives organized based upon previous terms so that each cabinet member’s administrative history during their tenures may be easily documented and retrieved for future public use and reference. Your changes look good, many of them are things I overlooked and would have created potentially dangerous loopholes. However, I am strongly opposed to trial by jury. I think it is an ill concept to lay the professionalism of our Justice - not even beginning to mention the consequence put on disruptive behaviour, in the hands of the fickle mass. I would strongly recommend avoiding placing the fates which are tied to Justice in the hands of common member nations, and instead retain the current proposal of having bench trials (trials with an assembly of judges, not random members of the public). For professional justice, protection of minorities, greater objectivity (against populism) and to ensure a swift trial, I urge this Cabinet to refrain from making Justice a direct democracy, in whatever instance. |

@Arcomo - I apologize for the incorrect reference to a jury in my explanation of amendment 23. I revised it to more accurately describe it as a "trial-by-committee (whose members are chosen by the Minister of Justice)" Let me know if this will be sufficient. To anyone who knows for sure: Do I need to do anything special or get certain permission to declare a referendum for the congress to vote on these amendments, or can I just start a new discussion in the elections forum and announce it on the RMB? Our Charter states that we have to allow the proposed amendment to be scrutinized by our members, this should last at least seven days. After that, the voting can begin, which lasts another seven days. Only member nations who have opted-in on the current Charter may vote on the new one. The Charter states the Secretary-General delivers the required notifications to the RMB. I would propose opening a thread on the amendment in the appropriate forum, so our members may 'scrutinize' it. As for the Charter itself, something I have been missing for a while is a central time for this region. I would propose, for the administrative concerns, to set UTC/GMT for our standard count, in elections and other limited time affairs. |

Thank you for your insight, Arcomo! I will get the public forum for these amendments and commendations started so that the congress may review them. Article III, Section VII, Clause IV indicates "The time zone of the DSA shall be Greenwich Mean Time. This shall be used in elections and votes on amendments." Would you like to extend this definition to specifically state something like "all time-sensitive functions of the region"? If so, I will draft the language for an appropriate amendment. I will telegram you when all the rest of this is completed so that you may then notify the region and the members of congress.
