Greetings to you, my fellow comrades! I congratulate you all for being elected to your new positions and I eagerly look forward to working with all of you this term. In the interests of keeping up the momentum of the elections, I am immediately proposing a new regional administrative agenda for us, the second cabinet of the Democratic Socialist Assembly. Below are my recommendations and wishes for what I would like this cabinet to approve and commit to as its shared agenda. I invite each of you to provide any feedback on my proposed initiatives and also provide any additional ideas or initiatives that you would like this cabinet to pursue over the next 75 days of our term. Please respond to my recommendations within this forum by 23:59, Sunday, 19, August, 2012, and following any changes, we will vote on whether to adopt and commit to it together as a cabinet shortly thereafter. Outline of this agenda: 1) Weekly cabinet meeting structure 2) Propose any charter amendments 3) Two separate proposed commendations 4) Supplementing the role and duties of the vacant Ministry of Domestic Affairs this term. 5) Recruitment strategies 6) Trade agreements with interregional partners 7) Stimulating domestic and interregional interest in our discussion threads 8) Pet projects 9) Updating the structure and functionality of the DSA forum boards Proposed regional administrative agenda for the second cabinet of the Democratic Socialist Assembly: 1) Weekly cabinet meeting structure: I propose that our business be conducted in weekly closed-door cabinet meetings that will conclude by 23:59 each Sunday. In these meetings each minister will update the rest of the cabinet on the progress of any of their initiatives as well as any news from their respective ministries, or express any concerns or ideas that they may have. These don’t need to be lengthy, even just a couple sentences will likely suffice for any given week (we're all busy and there will always be lulls in regional activity); but I would like to do this routinely and consistently to maintain regular participation of all members of cabinet and to foster open communication between each of us. I would like these meetings to be a place of candid discussion where ideas, opinions and criticism can be freely expressed by all cabinet members without fear of judgment, reprisal or ridicule. 2) Propose any charter amendments: I would like each member of this cabinet to review the charter and bring forth any ideas for proposed amendments that you may like to make to it (if any). Please bring your ideas to the next cabinet meeting beginning at 00:00 on Monday, 20 August, 2012, and lasting through 23:59 on Sunday, 26 August, 2012. We will bring forward any amendments to the congress to ratify shortly thereafter. 3) Two separate proposed commendations: i) Combined commendation of our three veteran outgoing cabinet members for their substantial contributions to our region and repeated, devoted service since its founding: [nation]New Bazlantis[/nation], [nation]Ratateague[/nation] and [nation]Leavendell[/nation] ii) Commendation for [nation]Arcomo[/nation]’s outstanding service as an ambassador in the Ministry of Foreign Affairs to four interregional partners. I will have my final drafts of these commendations ready for your review and approval by 23:59, Sunday, 19 August, 2012. 4) Supplementing the role and duties of the vacant Ministry of Domestic Affairs this term: Below are a few ideas I have for boosting regional morale and nation retention: i) As they periodically log in, all members of the cabinet will take the collective initiative this term to offer quick greetings to any new nations that join the region on the RMB (resulting in multiple messages for each one to make them feel welcomed, special and included). ii) In addition to doing this, I as president will personally telegram all nations that move to the DSA, and will concisely do the following: -Welcome them to the region -Encourage them to opt into the charter -Encourage them to join in the chat in the RMB and forum -Provide a link to the ‘basics’ of our region (in our forum) iii) Like the game does on a global level, I would like to add a new use/function to our regional factbook by highlighting individual nations of the DSA (or groups of five or something) every few days. My hope is that this will be a way for the region to engage and bring awareness to those nations that are less active by making them feel special, and that this may nurture overall regional camaraderie and perhaps increase overall participation as well. 5) Recruitment strategies: [nation]Arcomo[/nation] had proposed a couple weeks ago to establish embassies in the starter regions (the Pacifics), and I in the resurrection regions ([region]Lazarus[/region] and the like) to boost awareness of our region in those areas where recruitment opportunities are most bountiful and likely. Even if they all reject our embassy requests, we would still have a few days of notoriety on those regions’ respective regional happenings boards; which is a kin to free advertising for us, essentially, that would at least briefly reach all those new/renewed, angsty socialist malcontents just waiting to find a better home. 6) Trade agreements with interregional partners: My recent efforts to create a trade agreement with the [region]Communist International League[/region] were derailed by their minister of commerce ceasing to exist mid-stream. I would like the Ministry of Foreign Affairs to continue to work towards this goal, probably with the other cabinet members of the CIL, most likely, in lieu of a minister of commerce, unless they hold their special election for that cabinet position soon. I think it would be interesting if we expanded this concept by extending trade agreements to our other interregional partners as well. I think this initiative would be a great way to strengthen our diplomatic ties with those partners as well as a great way to passively advertise our region abroad by incorporating our regional values and ideologies into our trade agreements and promoting the DSA through an economic prism. I think it would also benefit the nations in our region and those in others as well if this initiative creates a broader discussion and brings heightened awareness to the impacts of global trade policy on socialist economies, and will spur ideas as to how make those economies function and thrive in a global marketplace while upholding core socialist values. 7) Stimulating domestic and interregional interest in our discussion threads All members of the cabinet select at least one political issue or topic that they feel is important or relevant, and then initiate a new forum chat to discuss that issue or topic. Don’t be afraid to take on culturally-or socially-sensitive controversies. I would like to open these discussions up to our interregional partners as well. I will announce on the RMB when the discussions have been started, and periodically provide links to the discussions on the RMB to keep their existence fresh in the minds of the DSA. I would like this initiative to commence no later than 00:00, Monday, 20 August, 2012, and be fully implemented by 23:59, Sunday, 26 August, 2012. 8) Pet projects: i) Create a regional map: A really cool idea once in the works here that I think should be revisited. I am considering reaching out to [nation]Jotunland[/nation] in [region]Archipelago[/region], a former member of our DSA who had at one time been working on a regional map for us. If that doesn't work out, another option I am considering is to farm this project out to another nation in one of our interregional partners, hopefully finding an eager cartographer/artist in their ranks (assuming there are no takers here) who would either do this for fun or for some kind of formal honor/commendation from this cabinet. Depending on how successful the map initiative is, perhaps we could add a new Ministry of Cartography to the cabinet for future elections (I think that idea had floated in the RMB several months ago, too). I have completed physical and political maps (designed for Suceavija specifically) that could be used to jump-start the initiative. Thoughts? ii) Establish a new sub-forum titled, ‘The recycling center’: Dismayed by the struggle of the region to keep up its numbers due largely to attrition, I propose creating a new forum where those who get bored with the game or who otherwise no longer wish to participate in NationStates can leave the passwords to their unwanted nations for others in the region to carry them forward under their control in order to prevent well-established nations from just expiring, retaining them in the region instead. iii) Add a line to the World Factbook Entry indicating that all WA members should endorse the democratically-elected WAD each term and also indicate when the next election occurs. Historically, this process has always been a bit cumbersome; so hopefully adding this along with the implementation of two of my proposed charter amendments (see my reply to this posting) will make this an easier, smoother process in the future. iv) Following [nation]Fyrossarian[/nation]'s suggestion, I would like to establish a new sub-forum titled, 'Closed-door meeting minutes,' that will be a public archive of all closed-door meeting minutes that shall made available after such meetings have concluded. This will ensure more transparency in the regional government. See revised section 9 below. 9) Updating the structure and functionality of the DSA forum boards: I propose we simplify the forum and archive the current structure. My hope is that doing this may spur interest among those less-active members in our region by making participation and contribution easier and more streamlined by making it more closely reflect the current parliamentary government structure. i) Change forum boards headline to read (and double text size): WELCOME, COMRADE, TO THE DEMOCRATIC SOCIALIST ASSEMBLY (DSA) FORUM BOARDS -These forum boards are where most of regional decisions and dialogue take place – check them out and voice your opinions! -Want to be able to vote, run for office or shape your regional government? Opt in to the charter to become a fully-fledged member of the DSA congress! (<link to DSA charter>) -If you have any questions about the forum, please telegram the Secretary General (<link to Secretary General’s Forum Boards Q & A forum) -(Keep the ‘CURRENT MAJOR BUSINESS:’ section the same; double text size) ii) REGIONAL GOVERNMENT (change to all caps): Reorganize the ‘Regional Government’ sub-forum to match the new parliamentary structure by creating respective sub-forums for each ministry. The two sections for each cabinet office regarding agendas and announcements will have individual archives organized based upon previous terms so that each cabinet member’s administrative history during their tenures may be easily documented and retrieved for future public use and reference. Here is my list of proposed charter amendments. Amendments 4-13 are just minor corrections for spelling and punctuation that my office software caught. I offer my advanced apologies to my non-American comrades if any of these are actually correct and just look incorrect to me due to the fact that I am primarily accustomed to American-English spellings (and far too dependent upon Microsoft Office for my writing and editing 'prowess' ):1) Add: Article II, Section IV, Clause IV: ”Following any given term of service, if not reelected, the outgoing WA Delegate is either required to summarily resign from the WA or temporarily move out of the region (to immediately shed their undue majority-share of accumulated endorsements) within three days of the end of their term so as to expedite the process of placing the rightful WA Delegate-elect in their new position. This rule shall also apply to undemocratically/serendipitously-elected WA Delegates, who must immediately resign or temporarily depart upon discovery of or being alerted to their incorrect technical appointment to the position of WA Delegate or within three days of the appointment; which ever comes first. Once this transition has occurred, if the former WA Delegate chose to resign from the WA, that former WA Delegate may reapply for membership to the WA.” (new charter provision that expedites the transfer of power from the former WA Delegate to the WA Delegate-elect by placing a greater burden of action to correct an improper technical appointment on the former WA Delegate to prevent large lapses of time between old and new cabinets and the subsequent negative impacts on effective regional government) 2) Add: Article II, Section XI, Clause IV: “The founder shall eject the former or undemocratically/serendipitously-elected WAD if that nation is unwilling or otherwise unable to satisfy the requirements of Article II, Section IV, Clause IV.” (new charter provision that expedites the transfer of power from the former WAD to the WAD-elect by placing a greater burden of action to correct an improper technical appointment on the former WAD to prevent large lapses of time between old and new cabinets and the subsequent negative impacts on effective regional government) 3) Change Article III, Section III, Clause I to read: “The Congress may honor any nation or region, regardless of membership or affiliation, for special acts in defence of the DSA, exemplary service to the DSA, or for such acts that otherwise further the principles of the DSA. (adding the phrase, "exemplary service to the DSA," to existing provision) 4) Change Article II, Section II, Clause VI to read: “All Ministers of the Assembly shall be fully accountable to the President of the Congress and the Congress itself. All Cabinet members are expected to carry out their duties with honour and integrity. Any Cabinet members who act in a manner not befitting their position shall tender their resignation to the Congress.” (minor change of word "acts" to "act") 5) Change Article II, Section III, Clause VI to read: “In such times as those of a Caretaker-President of the Congress, any nation may be nominated at any time during the term to officially fill that office for the remainder of said term. Should that nation receive approval from the Congress, by way of a simple majority vote lasting seven (7) full days, they shall immediately assume the role of President of the Congress.” (minor change of the word, “simply” to the word "simple" and addition of a space between the words “shall” and “immediately”) 6) Change Article II, Section IV, Clause I to read: “The World Assembly Delegate shall represent the Assembly on the floor of the World Assembly as well as bodies and institutions that are under the umbrella of the World Assembly.” (minor change of the word “the” to the word "that" after “institutions”) 7) Change Article II, Section V, Clause II to read: “The Secretary-General shall maintain a roster of Charter nations with posts in the government and of diplomatic envoys or embassies accorded diplomatic recognition within the DSA.” (minor change to add a space between "II." and "The" and eliminate extra period at end of sentence) 8) Change Article II, Section VI, Clause I to read: “The Minister of Foreign Affairs shall have the responsibility of coordinating the diplomatic activities of the Democratic Socialist Assembly around the world. Furthermore the Minister of Foreign Affairs is charged with remaining intimately informed with regards to the foreign relations of the Assembly and the actions of the Diplomatic Corps abroad.” (minor spelling correction to the word "Minister") 9) Change Article II, Section VI, Clause II to read: “The Minister of Foreign Affairs shall operate under the direction of the President of the Congress and shall serve as the head of the Foreign Ministry which shall include the Minister of Foreign Affairs and the Diplomatic Corps of appointed envoys.” (minor change of the word “included” to "include") 10) Change Article II, Section VII, Clause I to read: “The Minister of Immigration and Regional Promotion is charged with conducting global recruitment campaigns to promote the Assembly. The Minister also has the responsibility of welcoming new nations to the region and helping them to become familiar with domestic politics and regional operations.” (minor correction to the spelling of the word “responsibility”) 11) Change Article II, Section IX, Clause I to read: “The Minister of Justice shall have the responsibility of coordinating the execution of the duties of the Supreme Court. Additionally, the Minister of Justice shall enforce the provisions of Article I, Section I, Clause I & Clause II and Article III, Section IV, Clause I.” (minor correction to the spelling of the word “Minister”) 12) Change Article II, Section X, Clause II to read: "The Supreme Court shall consist of the President of the Congress, the Secretary-General and the Minister of Justice. The Minister of Justice shall be considered the chair and head of the Supreme Court on a 'first among equals' basis." (minor correction to the spelling of the word "equals") 13) Change Article III, Section II, Clause I to read: "The Congress shall elect the Cabinet by a majority of Charter members voting. All Cabinet members' terms shall last seventy-five (75) full days, except for the Minister of Justice who is legislated for separately. Nations nominated for a position on the Cabinet must be in good standing and have an account on the forum. Any nominated nation that is not a member of the forum must join within one week of his or her nomination; if by that time the nominated nation has not joined the forum, his or her nomination shall be considered invalid and terminated." (minor correction to the spelling of the word “separately”) 14) Change Article II, Section VI, Clause IV to read: "The Minister of Foreign Affairs, with the consent or on the direction of the President of the Congress, shall have the authority to appoint individual diplomatic envoys to significant regions. Envoys will be expected to create official puppet nations using the existing uniform DSA format within the regions in which they are appointed if a puppet nation for a particular region is not already in existence; and to become intimately acquainted with the politics of the regions in which they are appointed." (adding "using the existing uniform DSA Ambassador nation format within the regions in which they are appointed if a puppet nation for a particular region is not already in existence;" to the existing provision) 15) Add Article II, Section VI, Clause VIII: "The Minister of Foreign Affairs shall recommend to the cabinet base criteria for acceptance of foreign embassy requests or for pursuit of establishing a DSA embassy in a particular region abroad each term. These criteria shall be approved by a simple majority vote of the cabinet members." (new charter provision that further defines the role of the MFA is it relates to a new trial feature: symbolic trade agreements with our interregional partners) 16) Add Article II, Section VI, Clause IX: "The Minister of Foreign Affairs shall establish new uniform passwords each term for all puppet nations that are in service of the DSA abroad. These passwords shall then be immediately distributed to all other members of the cabinet and diplomatic envoys for the purpose of redundancy should the Minister of Foreign Affairs expire or be removed from office mid-term to prevent disruption of the diplomatic representation of the DSA abroad." (new charter provision that further defines the role of the MFA is it relates to our fleet of ambassador nations) 17) Add Article II, Section VI, Clause X: "The Minister of Foreign Affairs alone shall have the authority to propose establishing trade agreements with interregional partners, as well as abrogating them, or act on another member of congress' behalf to establish or abrogate such agreements; but such proposals may not be executed until brought before the congress to approve by simple majority." (new charter provision) 18) Change Article II, Section I, Clause III to read: "The Congress may impeach any member of the Cabinet or Supreme Court for good cause by a two-thirds vote of all Charter members in good standing. Articles of impeachment may be presented to the Congress provided that at least five charter members have endorsed said articles of impeachment. The Cabinet member shall be provided an opportunity to contest the articles of impeachment before any vote." (removing the phrase "or tribune" from the clause since that position no longer exists.) 19) Add Article II, Section I, Clause IV: "Following an election where a new WA Delegate has been chosen, and any contests to the respective election results have been resolved, all Cabinet members must withdraw their endorsements of the previous WA Delegate and endorse the newly-elected WA Delegate within three days of the close of said election or resolution of any respective election contest." (new charter provision that expedites transfer of power from the former WAD to the WAD-elect, requiring members of Congress to endorse their own majority-chosen WAD) 20) Add Article III, Section I, Clause VIII: "All eligible voters shall be allowed to choose between 'FOR', 'AGAINST' or 'ABSTAIN' as voting options when casting their votes in any election or referendum. All candidates and proposals up for vote must carry a simple majority in order to be declared victorious or passed, respectively, unless otherwise stipulated by this Charter." (new charter provision expanding voters' range of options and impact on elections) 21) Change Article III, Section II, Clause III to read: "Every seventy-five (75) days, concurrent with the election of the other Cabinet positions, the Congress shall select a candidate for the position of World Assembly Delegate; the elected candidate nation will assume the office of the President of the Congress with immediate effect. The nation shall be selected from among members of the DSA in good standing, who are also WA members, by the same voting procedure as laid out in Clause III of this section. Once a candidate has been selected, it is to be announced to the region, asking that all members of the DSA who are also WA members endorse the candidate. In the event of the WA Delegate and the President of the Congress being two separate nations, and that the Delegate has not signed the Charter, it will be requested to do so and shall be subject to all requirements in Article II, Section IV, Clause IV, of this Charter. If the WA Delegate is not a member of the off-site forum it will be requested to register for it, in order for communication between Delegate/President/Cabinet/Congress to work. Should it fail to do so, the Congress may select and announce another President of the Congress to be endorsed as WA Delegate, thus, following the procedure set out above." (removes the full sentence, "Endorsement of the President of the Congress for World Assembly Delegate is non-mandatory." from the clause. It also adds the phrase, "and shall be subject to all requirements in Article II, Section IV, Clause IV, of this Charter." *which is dependent upon passage of amendment 1* and shortens all references to the 'World Assemebly Delegate' to the charter's permissible abbreviation, 'WA Delegate') 22) Add Article III, Section II, Clause VI: "In the event that no candidate is elected for a particular non-presidential cabinet position, rendering it vacant, any member of Congress may request within three days of the initial election that a special election to fill the vacancy be held, though must provide a nomination for the vacancy at that time as well. If no such election has been requested or nomination made to fill the vacancy within three days of the initial election, the President may either appoint a member of Congress in good standing to the vacant position, take on the duties of the vacant position exclusively in addition to the duties of the President & WA Delegate, or delegate any combination of the duties of the vacant position to the members of the Cabinet to fulfill." (new charter provision establishing cabinet position vacancy protocol) 23) Add Article IV, Section II, Clause IV: "Any Charter Nation can issue a 'warrant for trial' against any nation within the DSA on the basis of disruptive behaviour. It is through the discretion of the Minister of Justice and the Supreme Court whether such an issue will be submitted to a trial, by which the guilt and consequence to the accused nation will be determined. Such a trial shall consist of a trial committee of three members of Congress to be assembled by the Minister of Justice and the Supreme Court, and will commit itself to finding the truth behind the claimed behaviour which resulted in the warrant for trial, and determining a punitive consequence if guilt is evident. A trial lasts 48 hours during which the prosecution and the defendant can forward their arguments. A trial may commence 12 hours after the accused nation has been notified of such. Within 24 hours after the trial has ended, the trial committee, through the discretion of the Minister of Justice and the Supreme Court, has to make its verdict public, either in a forum discussion or on the RMB, and announce the verdict to the President and the accused nation directly. If the Minister of Justice and the Supreme Court deliver a guilty verdict and sentence that calls for the expulsion of the accused nation, the President must carry out the sentence promptly following the publicized verdict. In the event that the President wishes to challenge the verdict or sentencing of the Minister of Justice and The Supreme Court against the accused nation, then such challenge must follow protocol as explained in Article III, Section IV, Clause II." (new charter provision that would expand congressional powers, thereby expanding political freedoms to not only members of the congress but to accused nation(s) as well, to determine with a trial-by-committee (whose members are chosen by the Minister of Justice) the fate of the accused rather than leaving the decision of expulsion solely to the President.) 24) Add Article IV, Section II, Clause V: "Any member of the Congress of the Assembly can issue a 'warrant for immediate expulsion' on the basis of extreme disruptive behaviour against any nation within the DSA and present it to the President of the Congress/WA Delegate who may then immediately expel the disruptive nation on that member of Congress' behalf. Such an expulsion has to be followed by a congressional review of the expulsion. Said congressional review will last 48 hours in which all members of the Congress of the Assembly can cast judgement upon the expulsion. It has concerned me for a slight while that no deliberations of either the Cabinet or the Supreme Court, within their respective 'closed doors' forums, will ever be accessible to ordinary members of the Congress. I agree they should be carried out behind closed doors, but perhaps there should be a system by which these deliberations are archived after a short while, where they can be viewed by members of the Congress. On another note, isn't one day a little too short a time for the new Delegate to have accrued endorsements before the old Delegate resigns from the WA? NS and its players work slowly in that way, and I feel it would be safer if the same provision was required after maybe two or three days. Also, is the closed doors section of the Supreme Court being maintained or removed? |

@Fyrossarian, I will respond to your inquiries/comments respectively in the order they were posed, and I encourage the other cabinet members to weigh in: Yes, I would think these meetings can be made public; for the sake of transparency and democracy I would think that's best. Depending on the Secretary General's ability, we could make each prior weekly closed-door meeting available for public digest beginning at the start of the current weekly meeting - does that sound good? Following a possible approval of my revised forum structure, should we write this process into the charter's prescribed duties of the Secretary General? Perhaps supreme court proceedings of any given case could be made public after that case is closed? Let me know if that would be feasible/desirable as I don't know enough about the judicial process of the region to have a definite sense of its impact on your ministry. Your point on extending the time allowance for the accrued endorsements is solid. How I envision this to work is that with the provisions of my first two amendments in place, the rightful WAD would inevitably take office in a short amount of time (regardless of regional inactivity) because of the built-in game mechanics that automatically appoint the nation with the most endorsements to that position regardless of our election outcomes. If the requirements of the first two amendments are upheld and fulfilled by all parties involved, the rightful WAD would eventually be put in place because all other wrongful appointees would have resigned from the WA long enough for the game to get it 'right'; not that I expect the position to trade hands more than a couple times before the process is finished (historically that's been the case, anyway). I am assuming that the standing WAD would be regularly taking part in the game to the extent that one day would be sufficient; but three days would probably be more realistic accounting for real-life events/obligations. Three days it is. Plus it occurred to me that as I was revising the amendment that the time requirements between 1 and 2 contradicted each other before this sensible change was proposed by you; so good catch! The closed-doors section of the Supreme Court would be maintained and remain in its current form; I'm just proposing to move the whole thing to a sub-forum under the Minister of Justice since that is the most pertinent ministry for it (just a suggestion, but not a mandate by any means). I do have a small question: what are trade relations supposed to be in NationStates-context? Is it purely for roleplaying purposes (and bringing the two regions together, of course), or does it implicate something else, too? |

Responding to the initial post of this meeting: (in italic) 1) Weekly cabinet meeting structure: AGREED 2) Propose any charter amendments: I will not be able to make any propositions in the offered time-frame due to real-life issues, like moving. 3) Two separate proposed commendations: i) I am all for this, as you know, and I think the proposal is in good hands with you. ii) I feel highly honored by your proposal to commend me, obviously I will abstain from meddling in my own commendation and leave this up to the rest of the Assembly to decide upon. 4) Supplementing the role and duties of the vacant Ministry of Domestic Affairs this term: i) Good. ii) Perfect. iii) Excellent idea! 5) Recruitment strategies: We should make an exception for the purpose of recruitment on the embassy issue; I think it is clear enough these embassies would have nothing to do with interregional cooperation but be there purely for the recruitment of new member nations. 6) Trade agreements with interregional partners: My question here is the same as that posed by our MFA: what is a trade agreement? 7) Stimulating domestic and interregional interest in our discussion threads: I assume we will choose one of the topics at a time? I suggest a separation of religious, spiritual and pseudo-scientific ideas and the government- banning all initiatives based on any of such things. I know we have few devout nations, so this might make for some decent debate. And I have quite some experience debating religion and the likes. 8) Pet projects: i) Wonderful idea. The Praetorian Republic of Arcomo has a defined territory on a planet earth and would therefore, as a nation, not take part in the map. ii) Could be fun, certainly a very creative idea. iii) I'm surprised to realize we haven't already done this. My hopes for these are only hinged upon increasing interregional discourse/camaraderie, increasing our interregional presence, and on passively promoting the DSA to like-minded regions (possibly attracting new nations to the DSA without actual solicitation). My ambitious deadlines are only meant to keep up regular activity and communication. Present any of your ideas at your leisure - and I wish you good luck and a smooth transition with your RL move! I drafted an amendment that will basically give the MFA the ability to set and revisit embassy criteria each term since regional conditions and circumstances will change just as frequently. "My question here is the same as that posed by our MFA: what is a trade agreement?" - How this originally started out with the CIL is there were going to be mutally-agreed upon conditions placed on the terms of interregional trade between socialist partners such as equitable remuneration of workers, safe working conditions, environmentally-conscientious means of production, etc. with tariffs being levied on those who failed to live up to these requirements. The purpose of these agreements is to create a constructive outlet or sounding board for socialist ideology relative to economics and global trade, also to be a refreshing counterpoint to and denunciation of free-trade agreements and the WTO. This I thought would also be a fun way for each region to more clearly define its own interpretation of socialism through this particular lens. I felt this was more the way to go than creating a detailed account or tabulation of made-up commodities and services traded between regions; though I see no reason why these also couldn't be part of them if our interregional partners feel so inclined; and this perhaps could be a lighthearted side to that of the more serious ideological one. I attempted to sort of plot out and illustrate the idea in my national factbook entries. The concept is still quite abstract since -novaya rossiya- expired a while back; so we were unable to continue developing it further. Provided these don't somehow become a bureaucratic headache for everyone (I will only mention them in the charter amendment insofar as the MFA has the authority to initiate or dissolve them with congressional approval), I thought they would be fun additions to enhance our interregional relationships and spur some regional conversation as well. For mine, I was thinking of touching on the subject of anti-bullying legislation, taking the initial side against such legislation. Thank you. And I must say, Suceavija, I'm impressed with how thoroughly you have picked up your new task as well, especially in this early stage of our rather 'green' government. Concerning the point of not having time to think of alterations to our Charter; looking back two posts, I incidentally did make two recommendations... So I guess I just make time if it's something I'm interested in. On a similar note, at this moment our comrades in the Social Liberal Union are preparing a trial for a rather annoying troll under the name of Dog Bird. Our embassy has spoken out against his post in their regional forum titled "Conservative Messiah Following" and even that title betrays the horrendous content... Anyway, my point is, we do have guidelines in our Charter concerning disruptive behavior, but the people deciding upon this are the Founder and the President/WAD, this seems a bit odd. First of all, I would say it is an issue for the Ministry of Justice and the Supreme Court to assemble a tribunal in which a nation is tried. Secondly, our Founder is not very active in the daily business of being a region, so it is pointless to keep him in the loop as one of only two individuals who can cast judgement upon a disruptive nation. Lastly, like I just noted, two people is not much to 'moderate' a region's RMB and a complete forum. I would suggest replacing the current text under article IV, section III, clause IV of our Charter, into something like:
The purpose of this is to enable us to act upon trolls of any degree, while maintaining a level of justice and possibility of defence. It also makes us more more able to act swiftly on disruptive behaviour in our region while avoiding a despotic rule over justice by one or two people. Thank you for explaining the interregional trade agreement issue so broadly. I appreciate the intent of creating organized trade between socialist regions as a contrast to popular capitalist variations. The role-playing on the level of fictional goods being traded, is surely secondary to that aim. Anti-bullying seems a no-brainer to me, but I am surprised regularly, regardless of my experience, by the ignorance and stubbornness of some people, even those who claim to be social liberals. We'll surely have some interesting debates, especially seen the apparent diversity of nationalities among our players. I have updated my list of amendments to include the two proposed on the RMB by Arcomo and Andureo just before the elections, and also the two proposed by Arcomo in the last posting. I added the intent behind the changes following each amendment (parenthetically in bold italics) so they are easier to discern from the actual amendments - and to provide an abstract of each one so the eyes of the congress don't glaze over upon seeing 25 charter amendments before them ![]() Arcomo: After playing devil's-advocate for a bit and running them through a couple theoretical scenarios, I added and changed some language to the two that you proposed in this forum discussion (see amendments 23 & 24, and to a lesser extent 25) and to provide additional clarity to what I think you are aiming to achieve. If what I've come up with is not adequate to you, then I will change them to your liking. I encourage all of you to critique those that I have come up with as well to make sure they hold water. If we as a region don't already do this leading up to amending of the Charter, I propose that we archive the current charter as-written so that we may preserve the process of its evolution going into the future. Nothing we are proposing is quite as drastic as past amendments that changed the fundamental government structure; but some of our proposed amendments will significantly affect the powers of the various cabinet positions and those of the congress as well. Thank you all for your input and ideas - we are off to a great start! PS: You may have noticed that I extended the time frame for this meeting in the forum.
