I've taken some time to go through the embassy list, and these are the embassies that I feel should be closed.

I can understand (and support) not having embassies with Antifa's own regions, as we do not wish to become officially involved in any raiding activities, but in my opinion it is beneficial for us to have embassies with regions such as the CIL, which might be involved in Antifa in some way, but not have raiding as their main cause. It is my belief that we should try and connect and communicate to spread awareness of democratic socialism/leftism and the downsides of raiding, rather than distance us from these parts of the leftist community.

However, as I do not know to what exact extent the CIL is involved with Antifa, I think we should try to get this clarified before making any decisions. If it is the official policy of the CIL to force or encourage member nations to participate in Antifa, I agree with closing the embassy. On the other hand, if the CIL has only informed about the possibility of participation in Antifa, without encouragement, letting nations choose themselves whether to take part, I would suggest keeping it.
Perhaps our Minister of Foreign Affairs could request clarification from the government of the [region]Communist International League[/region]?

As for the Proletariat Coalition, to my knowledge we have had no dealings with them other than the embassy, so I support closing that for now. The Internationale is very involved in Antifa and I suggest that as we have more in common than that which separates us and we need to stay together as leftists, if we are to close this embassy due to their involvement in Antifa, that we do so gracefully and extend our hope of communication through other channels.

The alternative to closing the Antifa-related embassies would be the issuing of a statement against the measures of Antifa and in defence of peace and discussion. I would welcome more input from other cabinet members (as I may be the only one who harbours these opinions) and perhaps making this discussion public so other Charter members can join as well.

From the Delegate of the CIL:

"We don't participate in raiding ourselves, having a purely volunteer defensive force. Though we will call upon it to defend ally regions if need be.
Raiding can be organized by the Minister of Defence but not in any official capacity as MoD.
We're on fairly positive terms with Antifa, there founder is more than ready to provide assistance to us."

I am still of the opinion that our embassy list should be reduced to the UDLR, SLU and the DSA (mainly because they are the only ones we share actual diplomatic relations with) however I am reluctant to move forward in achieving this without a consensus of the Cabinet.

May I ask firstly, who agrees with me with regards to a 3 member embassy list and secondly, for those who do not, which regions in particular should remain and why for each?

I propose that in addition to the UDLR, SLU and DSAlliance we keep the following two embassies (or at least the first of the two):
* United Peoples Front for Socialism
* Communist International League

The UPFS is a very active socialist region that is open and cooperative in many ways. It is a region that I have observed takes initiative to bring leftist regions together despite differences and that works in a very democratic and inclusive manner. It is a region I believe we and the whole of the leftist community in NS could benefit from having close connections with and I think we should if possible extend our diplomatic mission there.

The CIL has a democratic structure similar to our own (they have a constitution and a cabinet) and often debate things thoroughly on their RMB. If they had officially supported raiding, I would not have suggested we keep them on as an embassy, but their WAD's statement above is reassuring and as it is a region of almost the same size as ours and it has as a region had much experience, I believe that diplomatic connections with this region would benefit us as well as them. However, I have also noticed one of their member nations suggesting that they review their embassies and possibly remove us (for an unclear reason). Nothing more has come of this yet though.

Embassies also serve as entry-points for nations that wish to move from a region and having embassies with similar regions can help us attract these nations more easily. This is however not reason enough to keep a high number of embassies in my opinion, but a contributing factor.
Finally, I believe the whole Congress should be able to discuss this matter together and we should make this discussion public.

I can see your point Laevendell and I am now in favour of your proposal. In addition however I would like to make a statement to those two regions (UPFS and CIL) informing them that we stand firmly against any raiding actions whatsoever and also that we would like to increase diplomatic representation to a more appropriate level in the future (ie: the appointment of ambassadors). As for proposing it to the entire Congress I have every intention of informing the Congress of our moves before they are made but I will stress that the authority to exercise foreign policy and powers relating to embassy creation and withdrawal are the sole domain of the Cabinet.

I concur with both sending a clear statement that we do not support raiding and to establish more official diplomatic connections through actual ambassador nations. By being open and honest about this we show our sincerity for mutual exchange and strengthen others in the resolve to oppose raiding in NationStates.

I agree fully with the proposed changes to the amount of embassies we have and who they are with.
I have very little experience of dealing with our neighbouring regions however so I am happy to go along with whatever changes are proposed by this Cabinet.
I would also like to concur with the President of the Congress in that it should be stressed that the authority to commit such changes such reside with the Cabinet.

I would like to apologize for my recent absence from the game due to my volunteer/work activities out of town (primarily during the week). I appreciate the continued patience and understanding from the members of this cabinet.

I will honor the wishes of the President to maintain the three preferred aforementioned embassies, as well as the UPFS and CIL conditionally, while closing the others; though I think we should then consider the other regions with which we are ending diplomatic ties as fair game for recruitment, and the Ministry of Foreign Affairs will continue to monitor those regions periodically for shifts in political wind, should they change their positions on raiding and affiliation with Antifa.

To address Laevendell's prior request for information regarding the CIL, I have dispatched one of our puppet nations to request a formal position from that region's cabinet on the subjects of raiding and affiliation with Antifa. I will report back when I receive word from them, and offer my recommendation.

I will be posting my first article to Solidarity soon to introduce the Ministry of Foreign Affairs to the region and to explain some things about the ministry and its initiatives.

I have established our ambassador nations and have dispatched them to their respective regions.

Actually, Bazlantis already got a statement from the CIL (see post above), so no need to ask them about that again.
I look forward to the Solidarity Article!
