Welcome! Welcome to Paradise! Let the Ministry of Information be the first to welcome you to Saltusland, a tropical paradise unrivaled on God's green earth! You are entering a nation without equal, whose hospital population is known throughout the globe. Sunny beach retreats on the Saltus Orcadas and mysterious Mayan ruins in the dense Australmarian Jungle offer pastimes for anyone and families of all ages. This document has been provided to you as an introduction to this state, and its people, for the duration of your visit. Who Are the Saltusians? The Commonwealth of Saltusland is a presidential, integralist republic located on the northern tip of Australmaria. It is bordered by XXXX, and both are former colonies of the Empire of Tarkka. Independence was won in 1804, after the War for Sovereignty against the Tarkkan Empire, and the extensive War of Southern Aggression. The people of Saltusland are a product of this violent birth, and remain a strong, hardy, and independent race. The average Saltusian is of Manx, Pictish, or Mayan descent, and a devout Catholic. The colony was founded as a religious refuge for Catholics from the Tarkkan Empire. The early settlers established an extensive plantation system on the islands of Innse Chait and New Sketis, before their charter was expanded by the crown to include much of the Australmarian Jungle, up to the Majestic River. Manxcaester served as the capital city for initial colony, before Ealdcaester was established on the mainland, in an effort to centralize government in 1878. Saltusians are a radical, dynamic people, who embrace change when necessary. The recent Troubles, in 1920, allowed the Saltusians to revolutionize the social status of millions of disaffected Mayans that had previously been used as slaves by a small minority of immigrant nobles. The current government of Saltusland is a revolutionary one who works tirelessly on behalf of a responsible people. Holidays! Saltusians are a festive folk, and celebrate many great and famous festivals, whose reputations are now known throughout the world. Mardi Gras at Pitterweem is an unrivaled celebration and festivity. Easter at Ealdcaester is accompanied by the Feast of the Resurrection, a seven day festival and carnival which draws attendees from the whole of the globe. Christmas and the Mayan New Year are other well-known, and unique celebrations within Saltusland, celebrations that make visiting this country a good decision regardless of the time of year! What Times? It is best to visit during the dry season, April to September, if one wishes to visit the mainland. There is much historical study being done at various Mayan cities, several of which are still home to hundreds to thousands of Mayan Saltusians. We are proud to announce the recent construction of the Transnational Railway, making accessing the Mayan cities of the great rainforest easier than ever. If you wish, instead, to celebrate with the Gaelic people, any time is a good time to visit the North Islands or North Coast! Places to Visit: If this is your first visit to Saltusland, this portion of the document will help explain what you can expect upon arrival, and the various opportunities you may engage in while here. You will arrive either in Ealdcaester, Manxcaester, or Iverness, the largest harbors in the state. You must register with the Office of Immigration and Tourism at your earliest convenience, within forty-eight hours of arriving. There is usually an officer available in any major city at the police station. Citizens of certain states may be exempt from this expectation, so please check with your consulate prior to arriving. Railways connect Ealdcaester to Abernethy, from which any journey to a mainland site begins. At Abernethy you may either travel on the South Line to Hleohrof, completed in 1893, or the North Line to Iverness, completed in 1894. The Transnational Line, completed in 1931, travels through the center of the rainforest to Kaminaljuyu and Uaxatan. If you are visiting the North Islands, a ferry operates between the two islands once every four hours. A vehicle of some type should be rented, or a taxi used, to move around the smaller island, while the bigger one is home to the Insular Line, completed in 1849, which connects many of the largest towns on the island to the city of Pitterweem. New Sketis is one of the largest producers of coffee and bananas in the world. Some of the most majestic cathedrals and fortifications on Australmaria are found on New Sketis, which was one of the first, and largest, of the early settlements. As the newest member of our diplomatic corps, this paper will serve as a brief rundown of the country which you will henceforth inhabit. It is important to understand those you will be dealing with in the coming years. The consulate is located in Ealdcaester, capital of this small tropical nation. This nation is predominately of Tarkkan descent, although a significant mestizo and indian population outnumber the whites. The country has no racial majority, and as such, suffers from great institutional weakness. Many Mayans are independence-minded, and portions of Saltusia, as the mainland is called by the local people, are unsafe for travel at this time. It is recommended you stay at Ealdcaester and the North Islands for the duration of your stay here, though travel along the North Line is relatively safe, if deemed necessary for important business. The language spoken here is Pictish, a Gaelic dialect. You are expected to learn the language to fluent levels, and classes can be requested from our embassy's office. The current head of state, Alban Ó Cairre, is an intelligent, educated individual. He has been President of Saltusland since he took power in 1920, during a popular coup against the former government. These times are called the Troubles by the locals, and the period was a particularly bloody month in recent history. It is advised to avoid this topic with both the current government and the common person, though as the first generation to be raised after the Troubles begins to enter the workforce, this may change. In short, we recommend a simple rule of thumb - unless another party initiates the topic, do not raise it yourself, unless it is pertinent to current discussions. The people here are devout Catholics, and the Integralist regime makes many references to this. Iverness remains, however, a Protestant city, and any religious services you need are likely to be found in any major city, particularly the cosmopolitan capital and Manxcaester. These Catholic roots remain a symbol of pride by the average Saltusian, and you should avoid any disparaging remarks against the faith, particularly in the presence of the regime itself. The government is highly centralized. There are four provinces in the country - Saltusia, to the south, is the largest and least populated. Saltus Orcadus, on the north of the mainland, is your new home - Ealdcaester and Abernethy are the two major population centers in this heavily agrarian region. The North Islands are two provinces - Innse Chait, home to Manxcaester, the largest city in the country and major shipping and industrial center, and New Sketis, another island heavily dependent on its plantations, but whose south is home to the industrial heartland of the country. The Integralist regime in power is representative of the white and mestizo middle class, and constituted a revolt against the Commonwealth plantation system that had governed the country since independence in 1804. Slavery was banned only twenty years ago, and state discrimination with it, though the majority of Mayan natives remain economically and socially ostracized. A guerrilla has been operating around Uaxatan for the last forty years, and the Troubles did little to stem both recruitment rates or their activity. You are barred from entering this region of the country without the express permission of Ambassador [Removed] without exception. At Ealdcaester, the legislature is elected. The right to vote is protected by the constitution to all men and women who own property, and elections for the National Assembly occur every two years. At any time, the Assembly may call a vote on a new Head of State, though the Integralist Party, which controls every seat, has yet to do this since first electing Alban Ó Cairre in 1920. Two opposition parties exist, though they have only had a handful of representatives elected since the popular revolt - the Christian Democrats, and the Socialist Party. The Socialist Party enjoys huge Mayan support, but a lack of voter participation has doomed their ambitions. Alban Ó Cairre is staunchly anti-Marxist, and has passed numerous laws aimed at the Socialist Party, though the constitution prohibits outright banning the organization. An official constitution does not exist in Saltusland. However, the Commonwealth is legally guided by a document called the "Declaration of the People", created in early 1918. By law, the government must not violate these declarations, or lose its legitimacy. Spoiler: click to toggle Additional functions of government, such as electoral methods, suffrage, and protected rights, were passed by legislation in the National Assembly following the first convention in 1920 of the Assembly. Those convened were selected by Alban Ó Cairre. Because of this, any of those laws can also be changed or revoked without a constitutional amendment process. The gold and white bicolor reflect the coat of arms of the Viceroyalty. Used as official flag for the state. ![]() Coat of Arms of the Commonwealth of Saltusland Adopted in 1804, upon independence, by the Commonwealth. ![]() Flag of the Integralist Party. Adopted in 1919, to be used on the march northwards to Ealdcaester during the coup. Used at party functions, and replaced the earlier green banner [incorporated into the flag].
