Charter of the Crusaders of Justice
Preamble
The Crusaders of Justice is founded upon the principles of sovereignty and freedom for all regions and nations in NationStates. We pledge to work tirelessly to protect regions from the menace of aggression and imperialism. The Crusaders of Justice welcomes all nations no matter their sex, religious or political beliefs, race or creed.
This Charter of the Crusaders of Justice sets forth a general outline of the Government in the NationStates Region, Crusaders of Justice, and guarantees basic and inviolate Rights to the members of the Region.
Article I: The Founder
Section 1. The Founder of the region shall serve as the head of the region, and the military wing of the Crusaders of Justice.
Section 2. If the Founder makes the decision to leave the region, for whatever reason, then he is obliged to nominate a successor. If the Founder is forced to leave the region with little or no notice, and cannot choose a successor, then the Vice Commander of the Crusaders of Justice shall appoint a successor.
Section 3. The Founder has the power to issue Executive Orders at any time; once issued, Executive Orders are considered binding for all members of the region and/or forum. All Executive Orders must be approved by the VC of the Crusaders.
Article II: World Assembly Delegate
Section 1. The WA Delegate shall be a citizen of the Crusaders of Justice for at least 28 days before taking office and shall not hold any other positions within the region.
Section 2. The duties of the WA Delegate will include voting on General Assembly and Security Council Resolutions based on the will of the region and its WA nations. The only time the WA Delegate may vote otherwise is during a tie.
Section 3. Any citizen who is currently a member of the WA may challenge the current WA Delegate after s/he has been in office for at least one (1) month. Once a challenge is issued, the current WA Delegate and the challenger will have three days to post their platforms and after those three days a region wide election will be held for 48 hours.
Section 4. If the current WA Delegate of the Crusaders of Justice is inactive for 7 days or more, the Founder may initiate the process of impeachment. The founder must contact the Delegate via a telegram and PM via the offsite forum. If the Delegate fails to respond within 3 days time, then the Founder may approach the People's Assembly to formally remove the Delegate. The motion to replace the Delegate must have a 2/3rds majority approval from the Assembly.
Article III: Minister of Immigration and Internal Affairs
Section 1. The Minister of Immigration and Internal Affairs shall be a citizen of the Crusaders of Justice for at least 28 days before taking office and shall not hold any other positions within the region.
Section 2. The MOIIA is appointed by the Founder and must be approved by a 75% of the People's Assembly which shall be decided by voting.
Section 3. Every two months the MOIIA shall be subjected to a vote of confidence. The vote of confidence will be conducted via our forum and we will be open to any citizen of the Crusaders of Justice. If the MOIIA receives an approval of less than 50% they will be replaced by another citizen appointed by the Founder.
Section 4. The MOIIAs' duties shall include: supervising recruitment; supervising internal affairs; which shall include welcoming new nations to our region, encouraging members to join our forum, and encouraging activity on our forum.
Section 5. Should the MOIIA be unable to carry out any of the aforementioned duties, the Founder shall appoint a replacement which shall also be approved by 75% of the People's Assembly.
Article IV: Foreign Viceroy
Section 1. The Foreign Viceroy shall be a citizen of the Crusaders of Justice for at least 28 days before taking office and shall not hold any other positions within the region.
Section 2. The FV is appointed by the Founder and must be approved by a 75% of the People's Assembly which shall be decided by voting.
Section 3. Every two months the FV shall be subjected to a vote of confidence. The vote of confidence will be conducted via our forum and we will be open to any citizen of the Crusaders of Justice. If the FV receives an approval of less than 50% they will be replaced by the Founder.
Section 4. The FV's duties shall be: to supervise foreign affairs; to accept and approve embassy and ambassador applications; to assign ambassadors to other regions; and to make sure the regions with embassies in our region receive the applicable communications and updates.
Section 5. Should the FV be unable to carry out any of the aforementioned duties, the Founder shall appoint a replacement which shall also need approval of 75% of the People's Assembly.
Article V: The Military
Section 1. The military shall be named the Crusaders of Justice. The military will be devoted to the protection and defense of all founderless regions in NationStates. The military fully supports the ideals of freedom and sovereignty for all regions in NationStates.
Section 2. The military is led by the Founder who shall hold the position of Commander of the Crusaders; his deputy shall be known as the Vice Commander of the Crusaders of Justice.
Section 3. The VC of the Crusaders shall be appointed by the Founder.
Section 4. Any citizen of the Crusaders of Justice may enlist in the military.
Section 5. The Military shall expel immediately any member found to be acting against its interest, or the interests of the region and its citizenry, or to be supporting or providing aid to invaders of any sort.
Article VI: Rights of the Citizenry
Section 1. Every citizen has the right to free speech, which shall only be limited by Zetaboards Terms of Service and Terms of Use. This right explicitly protects citizens from: being banned from the forum; the editing, deleting or hiding of posts; as well as any actions that are interpreted by the Judiciary to be limiting this freedom. This right is forfeited by any individual who takes action against the Region and may be suspended by the Founder with approval of the VC of the Crusaders of Justice in times of emergency.
Section 2. Every citizen has the right to bring a complaint before the Founder.
Section 3. A player shall be deemed a citizen upon meeting certain criteria which includes having a nation in the region Crusaders of Justice. A player may only control one citizen.
Article VII: Amending the Charter
Section 1. The Charter can be amended via an Executive Order as ordered by the Founder and must have a two-thirds approval from the People's Assembly.
Article VIII: Forum Admins and Moderators
Section 1. The Founder and those s/he chooses shall be the forum administrators. The Founder shall serve indefinitely as the ROOT administrator.
Section 2. New administrators or global moderators must be approved by the Vice Commander of the Crusaders of Justice.
Article IX: People's Assembly
Section 1: All citizens are automatically entitled to assembly status.
Section 2: The assembly may propose, amend, and vote on legislation.
Section 3: The Founder may veto or send back an amended copy of any of the legislation passed by the Assembly which does not meet their approval.
Section 4: The Speaker of the Assembly is appointed by the Founder, but must receive a 66.6% approval from the Assembly.
The charter was ratified and put into effect on October 9, 2010. The charter was amended on November 24, 2010
